our helis have straffed and shelled Afghan targets many times in past 2 decades , nothing new in it and long hair are common in Waziristan and neighbouring Khost, paktia and paktika provinces. i cant see any rifles with the civilian in the phptographs. but that being said it is difficult to differentiate that who is a terrorist and who is not as they live in the sme villages

My research shows that keeping long hair is a fashion in Waziristan among some youngsters, the neighboring Paktika province of Afghanistan has similar type of culture and there also keeping long hair is a fashion among youngsters. It has nothing to do with religious inclinations in these areas and seems like a local old tradition/fashion. So long hair is not a ttp hallmark in that area.
