There's no concrete report but I think the workk has not started yet.

Phase 1 was to be completed by mid to end 2019. Phase 2 the bigger or longer one which is less potous was to start afterwards.
So whereas i agree with you that phase 1 is completed i would request on the follow up program as with afghan peace deal approaching and taliban eventually holding on to the reins in kabul too things might get a little tricky and web may end up in a place where we may have to give in for not fencing or put the project on slow track.

I think its almost completed.
