In his speech, the PAF CAS added that PAC’s future rests in the manufacturing of fifth-generation fighters and the development of active electronically-scanned array (AESA) radars.

Your future is manufacturing of the fifth generation aircraft all by yourself. Your future is development of AESA radars right in the factory. And for this, the intellectual base had to be developed. And so/sir, I would like to say with complete humility that April this year, the Masters and the PhD classes will begin right here within PAC Kamra in those specific fields which will take us to the objectives which I laid out.

In the same video, the ACM also touches on the topic of Space but doesn't go into specifics.

Good times ahead for science in Pakistan. I am envious of young graduates today who get to learn so many advanced areas of knowledge and then get to use them for the betterment of the country.

May Allah make this the cause of strengthening Islam and Muslims all over the world. Aameen.

Has Pakistan developed any AESA radars in-house as of yet?

Chinese would provide them with TOT not a problem for them.
Though, the ACM hinted at working at this project with Pakistani resources, it may very well be the case that China assist us.

The OP clarifies everything, but just in case it isn't clear, let me re-quote the ACM's words:

Make no mistake these will be ventures where Pakistani talent has the opportunity to shine and contribute to the advancement of science and technology in the world.

Yes I am just asking if the Pakistani military industry have any previous experience in any AESA radar projects of any application?

Search if anything is available in public domain yet there is no mentioning by the source or ACM speech nor this is the subject here. However, Pakistan made Radar is delivered to one of the GCC country that I do not remember exactly as @Windjammer shared before but one thing is for sure that there are studies and few institutes play a major role hence, this statement and decision. I do not remember specifically that AESA being built by Pakistan Military, if I am not wrong though can't say about any project.

PAC makes us feel proud and with limited resources it's achievements are remarkable. Well done and keep it up.

I think the country was Jordon. PAF supplied them Radars if I am correct...
Pakistan needs to build the intellectual level larger and faster. Currently, only two universities offer aerospace Engg in Pakistan despite huge opportunities in this field...
