Plans for new NPPs in Pakistan will be hostage to the availability of metallurgical support for the foreseeable future.
As long as the alloys needed for the reactor vessel and primary circuit piping are not available to Pakistan, or the fabrication expertise to utilise them even if available, PAEC can make plans, but their execution will depend on international suppliers and the associated geopolitical considerations.
A second factor would be the financial resources needed to get such a project off the ground. PAEC has the technical expertise no doubt to implement these plans.
Unfortunately, past history tells us that other factors will hinder utilizing the expertise PAEC has to benefit the country.
