Nirmala Sitharaman and Raj Nath Singh, are these two of your lower rank ministers? Last time I checked they were your Defence and Home Affairs ministers respectively.

You are right to an extent though, we used to hear one lower rank namely Yogi Adityanath, but he turned out to be the CM of your largest State soon after, turns out Love jihad and Pakistan bashing can land you as a CM of an Indian State.
