Ok im not entirely in with this crusade of yours.. But it's still funny
TLDR;
Bangladesh basically counts raw internet connections instead of actual individual users.....and then compares with the stats of other countries that use the latter metric ....this apples to oranges trend happens in many more things in Bangladesh in general. In that thread, it goes into nitty gritty actually of how BD does not use many international standards and methodology for even its HF economic data, and that the BD govt did not even accept this problem in the first place (ESCAP assessment, hidden from view unless you go look for it).

They even say the god damned number (where it comes from):
Bangladesh Telecommunication Regulatory Commission or BTRC in a recent report said the internet connections in the country stood at 81.66 million at the end of November.
but then hope no one questions the 1:1 asserted correlation with ACTUAL USERS (gee absolutely no one in say the top 10% of income has multiple connections right?...not to mention the effect of businesses and gateway structuring. ZERO effect on this 1:1 right?).
