JAMMU: In the past two decades 4,081 militants have surrendered in Jammu and Kashmir, chief minister Omar Abdullah told the state assembly today.

"Since 1990 upto February 28, 2013, 4081 terrorists have surrendered in the state of Jammu and Kashmir", the CM said in a written reply to the question of PDP member Nizam-ud-din Bhat in the assembly.

As many as 210 terrorists have been provided monetary incentives admissible under surrender policy in the form of cash and stipend, he added.

Out of these, 200 have been accorded benefit under the new surrender policy of 2004, Omar said, while the remaining ten surrendered militants have been benefited under surrender policy of 1997.

Moreover, 27 surrendered militants have been brought under security cover in the state, he said.

No it was started by Kashmiris themselves for their freedom, but slowly became Pak strategic assests. Btw we dont rehabilitate terrorists from across the border....we just kill them and dump their bodies.

These days, yes. It is mostly Pakistani Punjabis who do acts of terror, ostensibly for Kashmir. Kasab and co, for example. But there was a time in the 90s when some Indian Kashmiri youths picked up arms due to instigation by pak. Some of them learnt the error of their ways, and surrendered to Indian army, and they are the ones being rehabilitated. The Pakistani ones are usually shot dead at the borders these days. The Kashmir insurgency is dead and gone!

I get your point,but you see,the mistake is very basic,that is to consider the militancy issue as war.I am not in favour of giving these militants who throw grenades in open market places the respect of being called a warriors.

When Pakistanis say they have no hand in the Kashmir conflict they are forgetting these guys have told the entire tale of who trained and equipped them on surrendering to Indian officials. India has all the proof it needs.
