Who says IK was happy to take orders from Bajwa? If he was taking orders what is all the fuss about? IK wanted an independent foreign policy. Not a balanced foreign policy. Caretaker government are not supposed to start development projects, divert funds, give budget, or any other such thing. They are only supposed to run day to day affairs of the government.
