Communication tools such as Facebook, Twitter and Whatsapp have productive uses on the whole, particularly for research (academic/applied), management (various types), and commerce (entrepreneurship) - sectors which are critical for expansion of economic activity and efficiency.I don't think banning facebook, twitter is unfeasible, these platforms are waste of time and lethal tools of propaganda. For media, I said "legislate strong libel laws" and ban those who don't want to honor those laws of land - It's not blanket ban but making media accountable where currently media can get away with every bullshit. So, it's not asking for totalitarian environment but responsible reporting.
Making thing viral, creating trends based on robot accounts and paid people isn't big thing, why waste time and resources to counter everything on internet. If sewage pipe is leaked, you don't just keep cleaning and using air-fresheners to counter filth and bad smell, you will first plug the leakage.
Every country have its share of bad apples, and state agencies exist to sort them out. Recommended course of action is to search for and plug a source of leakage, not to remove entire pipes from the plumbing infrastructure.
IGNORANCE and CORRUPTION = two of the greatest causes of why Pakistan is not doing well.This is the kind of mindset that has ruined pakistan in the last 70 years and will keep ruining it if it remains intact in state power corridors.
