Destroying networks of local assets means spending valuable time, blood and treasure (field CT units, SSG special mission units, etc.) on hired guns/mercenaries/brainwashed kids, etc., VS. the source.
If you don't hit the source, you are adding no fear of consequences for R&AW officers and planners. You are not raising the cost for them. You are inviting them to just repeat by building more networks without any fear for their own lives or subversion in their own country. This isn't a strategy. It's an open invitation.
And it pains me because I have lost friends in this fight. What we need is more audacity, more creative and --- most importantly --- the balls to hit them where it hurts. Kashmir and Khalistan efforts need to be 100x more in magnitude and sophistication... not to mention N. E. insurgency support, etc. This is the only way that we will dissuade the enemy.
