Organising Razakaars and Regional Militias of Pakistan.

As i recall we do have volunteers for Civil defence in time of need. But regarding the quality of the equipment the state is really pathetic. We dont have enough and up to date bomb disposal kits as an example. Can our hospitals cater for the flurry of causalities is a big question mark.
I know the military hospitals are better equipped. But if we are to go by western standards we are probably decades away.

Unlike the paramilitaries where an individual gets paid, for these Lashkars and militias i think the state pays stipends or royalties to their chieftain directly.
this is why we should not have militias...

These Razakaars will be slaughtered in Modern warfare .

not really. they are perfect for guerrilla warfare & will slaughter any modern army, just look at what happened to the u.s. in Afghanistan...the problem is that they know their value & put a greedy, thuggish warlord as their heads and BINGO, they'll blackmail the state into ruins...

Most nations world wide have volunteer forces to supplement the regular armed forces.
There is a Pakistani volunteer force that chants Anti Pakistan Army slogans. Never see you ever condemn Maryam Nawaz from inciting her goons to raise such slogans at a time of War.

I agree proper training and organisation for these numerous outfits is the need of the hour. Since our inception we have been using these militias for different military and strategic goals in wars. In the Sindh sector the Hurs have been the most prominent ones.

There should be two streams, Ist for people with a military background (Reservists and Retired Personel). For them, it will be a refresher sort of training (they will be easier to train).
The other stream will be from non-military background people. They will need more elaborate training. At their graduation or end of the training, the high scoring graduates can be sent to the fighting arms while the rest can become part of supporting arms.

Another suggestion is to use more civilians for desk jobs in armed forces and the free up pure military people for combat and field support duties.

This can be an alluring option but ultimately it is a very bad idea.

1. These groups lack discipline and are difficult to control. You can't trust a pitbull with your baby.
2. They can easily turn against the state. Keeping a cobra for a pet won't make it love you.
3. We have worked too hard against extremism to now throw it all away. I don't want 2015 repeat.
4. We should instead aspire to make these people engineers, doctors, teachers, plumbers... whatever.
5. They can hijack a liberation movement and commit terrorism outside and inside. JeM, LeT give Pakistan a bad name.
6. Why not just incorporate them as additional reserves?
7. With a nuclear overhang, number of troops is not so important.
8. They would likely get a terrific beating by a professional army.
9. We don't need semi-professional troops along ethnic, sectarian and baradri lines. Lived through Karachi in 90s.
10. We have nuclear deterence precisely so that we don't have to turn citizens into soldiers. These people need to focus on GDP.

Pakistan is blessed with abundant Manpower of military age. Our front line forces comprise of approximately 654,000 active personnel in the armed forces( excluding 25,000–35,000+ personnel in the Strategic Plans Division Forces) ,482,000 active personnel in the paramilitary forces and not forgetting the army reserves of 550,000. Apart from that we have trained men of numerous militias held by Baluch tribal chiefs, religious outfit razakaars, tribal peace lashkars ,defunct mujahideen orgs,Hur mujahideen and other trained men of political/non political organisations.
Militias(razakaars) have played an important role supporting Pakistan Army since the first war of Kashmir in 1948 when Pakistan, with the support of tribal(Waziris) militias, was able to gain control of the region of AJK. Pakistan Army also found the militias volunteering to participate in the wars of 1965 and 1971 quite useful as well.
One of my favourite has been the Hur Mujahid force ,even today just by the wink of an eye of Pir Pagaro ,thousands of Hurs will assemble at the border within minutes.

In February this year Jamat e Islami started registration for Volunteers(razakaars) in Karachi.

Hafiz Saeed and its organisation has thousands of trained men.

There are reports of thousands of trained men of numerous Baluch sardars .

I can go on and on, i feel time has come to organise these numerous militias and put them into more productive roles. We can also pay them nominal stipends and train them further.I have no evidence to show but some analysts put the combined strength of Militias and Razakaars above one million.
I feel in an event of any eventuality this Civilian Army of Pakistan can become a part/bulk of our strike force for Kashmir or as our line of defence along with other reserves .

Utter rubbish. .really what you are suggesting vindicates your profile name .. .even fools are ashamed.

Living in UK (open society) the best you could think of is this.

Rangers, FC & Scouts are tier 2.Hanbaaz & Mujahid force are tier 3. And your right...it takes a lot more than a rifle & a few clips...hence the greater reason to train the entire nation as trained, disciplined soldiers & infantrymen.
Please go and read about Mujahid and Janbaaz force.

Janbaaz and Mujahid force are deployed on LOC, which is constantly under fire and in combat conditions, which makes them Tier 2 since they are more battle hardened and experience combat on daily basis. Rangers and FC are deployed on IB which is mostly quiet otherwise they are called in for security duties inside cities.

Guerilla warfare is basic domain of SSG. Please use some sense when you mention Guerilla warfare, since Militia can never be trained up to SSG level. Infact Regular Infantry isnt upto SSG standard also, LCB comes close in some domains.

You are just throwing cannon fodder at enemy by using militia.

.
The mentality of these emotionally charged people suggests why we always have botched our ops by inclusion of irregular forces, whether Gibraltar, East Pakistan or to an extent Kargil. Idiots who never learn due to lack of critical thinking.

I have heard and learned that in a war of attrition it is always advisable to plan for replacements of men and material. By grace of God we have no shortage of manpower. A country that is much smaller in size to its enemy should always have a back up plan. People have given examples of Israel where every one has to go for compulsory military training. Even our neighbour Iran has three tiers of combat forces. One of the civilian volunteers is BASIJ estimated at 11.2 million(Wikipedia) with active for mission at 600,000.

Every Iranian also has to go through a two year compulsory military training. Here it will be unfair to talk about the Revolutionary guard corps.

A country which has less than half our population has mustered more than three times the men in arms.Maybe its the reason the the West and the Arabs thing twice before any actions.

Said this many years ago on PDF, Pak should reinstate the NCC (if it has not already done so). Citizens should be provided with militery training or atleast include mandatory militery service for all able citizens.

Exactly right.
