This is not ideal but no one else will build and finance projects for you. Chinese know this and are taking advantage of. Either that or Pakistan stay as it is. Since British left no one have invested penny to upgrade railway tracks when rest of the world is already building bullet trains. Pakistan have taken $8 billion loan to upgrade railways, maybe they will not release exact nature of contract but who cares as long as its being build.

To give you an example, World Bank was willing to finance construction of Kala Bagh Dam. This project became a casualty of Pakistani politics however. So who is at fault in this case?

Chinese (private) companies get contracts for majority of the infrastructure-based projects in Pakistan because they are willing to entertain commissions demanded by Pakistani politicians for their involvement in them, and even willing to decrease the quality of material (in use) to accommodate such commissions. However, Americans (for example) tend to be fair in their business dealings, therefore seldom entertained. I know this from personal experience and relevant contacts.

The average Pakistani witnesses Chinese involvement in various Pakistani projects and assumes that China is our all-weather friend. Reality is a bit different. So on the front-end, Pakistani politicians are happy and Pak-Cheen dosti zinadabad.
