Opinion | Pakistan Should Introduce Military Conscription

when Civilians have unaccounted guns , their is chance for them to rebel against the state .. not to mention PA enter tribal Areas in 2000's first time since independence .. which is absurd Tribal needs to pledge their loyalty to Pakistan and drop their shitty Jirga system ..surrender guns and come under the LAW of Pakistan, if not than Taliban will rise again from among them and than they have to live as IDP's ..
these unaccounted guns won us AJK sir...you can't call things shitty just because they dont fit your version of the law...The constitution should be such that it accommodates and makes it easier for different cultures to assimilate into a single greater nation.

Rather than a conscripted Army, I think a more tough version of NCC after FSC should be revived with few top students with leadership qualities selected for few months attachment with an Army unit. Monetary incentives or other could be used to attract this programme. This will result in future leaders of Pakistan understanding the role of Armed Forces and will strengthen cohesion. There are so many people even in Punjab who have no idea about Armed Forces and eventually are easy prey to anti State propaganda.

Pakistan is faced with an arch rival i.e India, which in the conventional field maintains of of the largest well equipped standing army in our planet, along with a formidable Naval armada and state of the art Air Force, many times larger than that of Pakistan. Pakistan siminioustany faces a war riddled terrorist state of Afghanistan in the west, instigating acts of terrorism, and fueling the fires of secessionist insurgency along the North Western regions including G-B.

Incidents of terrorism/sabotage/suicide attacks now occurring on a routine basis, these are inflicting heavy casualties on innocents citizens and tarnishing the image of the State before the international community,which, without a shade of doubt has long term negative implications, thus negating the aspired economic growth and development of Pakistan. Eyebrows could also be raised on the question of the overall security and safety of the vital CPEC+ smooth functioning of Gwadar port,an eyesore for many vested quarters.

These,destabilisation process must be dealt with iron fists. Induction of Conscription, Voluntary Army, imparting compulsory military training to all students of all Higher Secondary level educational institutions, is a mandatory requirement for preserving Pakistan's National sovereignty and Integrity. Moreover, climatisation and cementing bonds of brotherhood with the tribal population will be an added advantage,thus integrating these backwards regions in the mainstream.

Flowery,these may sound, however to achieve the zenith,will indeed put a strain on the economy and none should expect immediate results, as what you sow today,will you reap tomorrow.

My two cents: Not needed unless we are faced with war with another nation state. The cons far outweigh any pros in this situation. On the first point, whats to stop these trained people from joining the TTP etc as well. We trained quite a few bunch of people before as irregulars and they turned on us in mid 2000s providing the first batch of recruits to TTP. On the second point, separatists element can not be removed solely by military enlistment. Race, cast and creed can still triumph over any advantage military enlistment may provide. Case in point, a lot of soldiers from east Pakistan deserted and joined the enemy as they felt that the state has wronged their brethren. On the third point, there was a scheme for part time duty, if you may call it, in the form of NCC. If it had proved beneficial, NCC would have been continued but its discontinuation can be attributed to its failure to achieve this point. On the fourth point, the officer corps is already selected from a vast number of candidates at present. I do not know the current figure but in 2007-08, about 40,000 candidates applied in the army. On the fifth point, temporary service in the army will not boost the performance of any civilian LEAs as they lack the infrastructure to retain such performance level. The correct course will be to upgrade civilian LEAs and provide them with the necessary equipment, training and have zero political meddling to enable them to carry out their functions professionally. On your last point, the government cannot absorb such a large amount of people eve under temporary employment. We simply do not have the finances required to pull this off. we should enable the continuous growth of our economy at a rate of 6-8 percent to be able to absorb the new entrants in the job market. This will provide the people with lasting economic incentive that will be able to offset any centrifugal tendencies of some misguided idiots.

Generations have been compared over time with how proficient they have been in their dedication and commitment to professionalism, and in the case we are focusing upon, national service. Through the passage of the preceding 20th century, the world waged two great wars, and every nation held on to everything it could hold upon, greatly relying on their youth to boost their ranks on all roles, be it the national guard/civil defense back home, technical support, or infantry on the front lines. The process lodged pretty much everyone present in national service through those troubled times in the war for survival.

The very same century led to the emergence of nations which consistently remained and still remain the epicenter of conflict in their region to this date. No other country is more justified to this category than Israel, which has consistently been battling against numerous Muslim states in the Middle East one war after the other. Owing to maintaining its hold of occupying its neighboring state of Palestine along with sharing borders with hostile neighboring countries, it maintains massive paramilitary forces for the said purpose. That said, being on the brink of war with unfriendly relations and skirmishes occurring time to time, it also has forces in reserves, and to top it all despite its small size, it has declared military service compulsory for all of its citizens. Other Middle Eastern countries like the Emirates and Qatar are now advancing on concrete steps to implement the same clause for their nationals.

Bringing the clause in context for Pakistan, there are certain surgical aspects which may greatly benefit the country in the longer run owing to its security situation. Here, we start off with the most critical ones in order of importance.

Pakistan is on the peril of an additional wave of ideological warfare

With non-state actors prying on local and foreign recruits for brain-washing them into dispensable soldiers, there is a need for a stronger grip of nationalism upon the entire country, end to end. Having a uniform policy for every individual going through national service would help mitigate the risks of future generations falling prey to being radicalized against the state.

Separatist elements defined on region, caste and creed will be decreased

Pakistan is home to a diverse range of cultures, and has been a refuge for numerous religious minorities including other sects of Islam. Unfortunately, the same phenomenon have been used to create division, internal violence and instability in every possible dimension, ranging from political to social. Pitching the population together as a workforce in the most cohesive departments under the government, the armed forces, will bond greater unity and fade away the differences. Numerous paramilitary forces such as Balochistan FC, Gilgit Baltistan Scouts, Khyber Scouts and Levees forces have proven their mettle to work side by side with the army in some of the most harsh and toughest areas. Quotas of recruitment with relaxed policies have been set for rural and remote zones of Balochistan, Sindh and Federally Administered Tribal Areas in Khyber Pakhtunkhwa. The Navy is concentrating upon opening up cadet colleges, academies and infrastructural institutions along the coastal belt.
Israel effectively utilized it as a tool for conforming unity by even establishing special units for the non-Jewish Druze Bedouin tribes, which are of pure Arab descent and are mostly Muslim holding strong allegiance to Israel. The country even has separate units for orthodox Jews dedicated to non-combat roles.

National service will be given higher regard as an elemental quality for political establishment

Israel has had the consistent advantage of its prime minister having served in its military. Up till a certain point, some of the most influential presidents of the United States were all hailing from a military background. Senior officials of the political establishment as well as the bureaucracy, which have served in the military services in the past have an improved edge in handling the military and its needs, while also having a greater hold when it comes to complex diplomatic situations. Having an established government which has internal knowledge of the military's functioning and mindset have the overall benefit of building less differences between the political and military establishment, leading to improved stability in governance. Considering Pakistan's history of political instability, this will prove to be vital in support of future governments.

The military will be boosted with the best human resource for leadership

With the military having entire generations at their disposal, there would be a greater 'population sample' or selection pool in experimental terms to choose from for further promotion to succeed and take over military leadership. Larger batches will create greater competition within the same bracket. That way the very best of the generation will dedicate their services at the disposal for their country.

With rise in ex-military personnel, armed forces will have greater outreach for external linkages

The military will also adjust towards flexibility for short term enlisted service for soldiers and officers, like the United States and Israel. Pakistan's armed forces are now facing a constant requirement to depend upon civilian defense diplomatic experts, technological contractors, negotiators, training institutions, legal experts and journalists to make critical and important decisions. Short term service will vastly increase the civilians the military can depend upon, with a greater number pursuing post-military services. Israel's military has had the advantage of having the strongest connections when it comes to industrial development for military hardware, lobbying for clearance of purchasing equipment, or even gaining influence for covering espionage overseas.

Employment cycles will be more stable on a national basis

The US State department has adjusted the department of Defense having a primary role of being the biggest employer, allowing it to curb unemployment shifts during the worst cycles of economic instability. Military service tends to be a stable source of employment and social security, with state supported institutions for education, medical coverage and housing.

Over all Pakistanis are very patriotic nation, the volume of application for any military job "when advertised" was and still is the prove of it, which is appreciable. Army should reflect the fabric of society not according to any ethnic percentage. Basis of merit and candidates passion towards serving in military are quite important sensitive issues for society. Nepotism on the other hand is killer, generates anger, and in the end loss for country as well.

Army should open cadet colleges and APS evenly everywhere in the country. Evaluate the cadets skills during study and polished them to use their skills appropriately.

The name of Army regiments are also need to be address and should not reflect provincial or ethnic background. Instead we can have a lot of names in Islamic or Caliph history. The way we have chosen our missiles names. Perfectly distinguished and respectful for all and negate any wrong thoughts.

I have no objection with the idea of conscription, if Pakistan need it. Why not. Even I would say one step further that everyone who like to be serviced in Pakistan specially in public services should have to be complete a specific course that covers some time in cadet alike course.

But apart from all this positive spectrum, unfortunately we saw that NCC "National Cadet Course" and scouts specially in cities of Pakistan "where the new types of wars are being fought" are not the part of curriculum any more. WHY is a big question? we can use these cadets to surveillance or information gathering for their own locality at least. I remember when I was in college and my college was not offering NCC. I had to go to another college just to do NCC with my own interest.

In the end I think we can find very smart intelligent our own peoples that can improve security of society by enlarge. Even member of public are ready to do every thing for Pakistan :pakistan:

I disagree with this one.

Conscription not only brings unmotivated troops to the battlefield, it also makes your chances to lose a war increase drastically.

The psychological profile between volunteers and conscripts is sky's apart.

ok i have to say.... declare international law of peace and sign every deal among nations including india,israel and pakistan for peace and prosperity, the deal which should not badly effect to humankind. this deal should not be for individual but for humanity. accept/respect all the nation,religion including india/israel/pakistan/muslims/christians and others of this world for the sake of humanity. and then expect the same return with others. spread love, peace and assure to enemy that we are not going to fight with you anymore for the sake of humanity.

it is not hard to implement if we decide to implement with others those like humanity, peace.. sometime you have to tolerate to get something (peace/prosperity)..

if they dont accept the deal of peace and prosperity then no need to live in this world. just declare the war and die with your enemy.. world should not have this kind of human on earth who are willing to kill each other..

There is a clause in the constitution for conscription though I don't think it is needed as yet. Conscription will not solve the problems the country faces like corruption, terrorism and other problems. Rather it will bring fools into the army who are not really as tough because of the vetting process.

we already suffer enough because of that Tribal Gun culture , and now the OP wants to trained them ? and what will happen when those conscripts will turned on us and become Terrorist or Fight for Shariah ? No Thank you. .. take guns from Pashtoons and Tribals and every other civilian ..

It is our deficiency and shortcomings that we do not do everything that he (PBUH) said. But we should recognize it as such and endeavour to change this, not give up.... no?

Tribal system is shitty .. Prophet was sent to break that shitty system and he did .. so i follow him and want to banned those Jirga system .. handing weapons to Tribal with little sense of Loyalty to Pakistan is dangerous practice, and we are living its consequence in today's Pakistan, same rules apply to Pashtoons of KPK and Urdu speaking MQM thugs
