Two militants killed in Swat operation

MINGORA, Nov 28: Two militants were killed in a clash with security forces in Sher Palam area here on Sunday, sources said.

They said that security forces launched a search operation in the area after receiving information that some militants were hiding there. As security forces besieged a hill in Sher Palam area and ordered the militants to lay down arms, they started firing on them.

In retaliation, security forces killed two militants and recovered three hand grenades, two guns and rounds from their possession. The killed militants were identified as Mujeebur Rehman and Omar Rahim.

Five militants dead in Swat gunbattles

PESHAWAR/MINGORA – At least five militants were killed and two others got injured when a US drone fired four missiles in Datta Khel area of North Waziristan Agency on Friday evening.

On the other hand, five terrorists were killed in two different incidents in Swat.

In the incident in NWA, Sources said that US unmanned aircraft fired at least four missiles two each at a vehicle allegedly carrying militants and a militant compound at Khadar Khel village in Datta Khel, some 35 kilometres away from Miranshah, headquarters of NWA.

Resultantly five militants were killed and two others received injuries. The vehicle and compound were completely destroyed in the attack.
The latest attack is the fourth of its kind in the current month while 21 such attacks were reported in November.

Meanwhile, five more terrorists were killed in two different incidents in Swat. According to military sources, they were informed that two militants were present in a house at Roorian area of Charbagh.

Responding to it security forces cordoned off the area and started search operation. During the search operation militants started indiscriminate firing from a house. Security forces retaliated in the same tone, raided the house and killed Muhammad Zeb and Gul Zarin after a gun battle.

In the second incident, three militants including two brothers identified as Munsif, Muhammad Parvaiz and Zar Wali were killed by security forces in a clash at Khuza Khela area, some 30 km from Mingora city. Sophisticated weapons were recovered from these militants.

Tactical planning: Military to redeploy combat units in Swat

Intelligence report suggests local Taliban regrouping in Mohmand, Khyber tribal agencies.

ISLAMABAD: Top military leaders have decided to redeploy experienced combat units in Swat after intelligence reports suggested that remnants of local Taliban were regrouping in Mohmand and Khyber tribal regions and planning to stage a comeback next summer.

Officials said troops and officers, who were at the forefront of an offensive to drive Taliban militants out of the valley, were being sent back to upper reaches of Swat.

Most of the troops, who fought the Taliban in 2009, belonged to the army’s Punjab and Azad Kashmir regiments and had been sent back to their bases in cantonments like Kharian and Jhelum after the military operation ended last year.

“Most of them will now be going back to … Swat … we don’t want to leave any loopholes on our part,” a security official told The Express Tribune from Swat, on condition of anonymity.

Earlier this month, it was reported that the Swat Taliban were regrouping in Mohmand and Khyber under a new leader, Qari Abdul Jabbar, and planned to push the army out of the valley over which the militants lost control almost two years ago.

The army operation between May and July of 2009 chased most militants out of Swat, Dir and Buner districts, but top leaders of the group, including its fugitive chief Maulvi Fazlullah (commonly known as Mullah Radio) remained at large.

After a period of relative calm, the valley is again witnessing clashes between militants and security forces.

Officials said experienced units are being sent back to Swat because they know the terrain and had been successful there in eradicating militants last year. “The idea is to give control of the valley to people who have once been victorious. Of course, their morale will be higher,” a security official said.

Besides tactical deployments, the military would also be intensifying an intelligence campaign in the valley to make sure that the area “does not fall into the Taliban’s control again”, he added.

Army to get Rs108m additional fund.

PESHAWAR, Dec 28: The Khyber Pakhtunkhwa government will provide Rs108.5524 million to army as additional fund to continue work on various projects of rehabilitation in Malakand division.

Khyber Pakhtunkhwa Chief Minister Ameer Haider Khan Hoti approved the amount, to be provided to army, here on Tuesday, said a handout.

The army is carrying out various rehabilitation and reconstruction projects in Malakand division in collaboration with Provincial Disaster Management Authority (PDMA).

The finance department, in light of chief minister`s directives, will provide the fund through PDMA to army.

The government has also approved provision of Rs400,000 as one time grant-in-aid during the current financial year 2010-11 for rehabilitation of flood-hit Nowshera Press Club. The government approved the grant on the demand of the press club.

Mr Hoti has also approved provision of Rs6.345 million for acquisition of two kanals and seven marals land adjacent to the newly constructed Darul Quza (High Court Bench) in Mingora Swat keeping in view its security.

The chief minister directed departments concerned for acquisition of the land and provision of funds in this connection.

Meanwhile, the chief minister has said that stability and peace in Pakistan cannot be restored until betterment of circumstances in Afghanistan.

He was talking to journalists after inauguration of Shaheed Malik Saad Memorial Sports Trust here at the Central Police Office on Tuesday.

“Successes and betterment in conditions show that terrorism is gradually declining,” he said. He said that the credit went to the people of Khyber Pakhtunkhwa, who paid a heavy price for it and were still paying.

He also appreciated the whole nation, political forces, army and security agencies for fighting against terrorism. The chief minister paid tribute to security personnel and the people, who played a role against terrorism.

“The insurgency problem is not limited only to Pakistan, Khyber Pakhtunkhwa or Fata, but we are facing this menace due to presence of such elements in the whole region,” he added.

Mr Hoti said that countries in the region should collectively work out a sustainable solution to the problem. “Because we have common issues, problems and difficulties,” he said and termed environment of mutual trust essential for settling of those issues.

He termed rejected the notion that federal government was discouraging donors. “Situations regarding food and non-food items in flood affected areas are normal and communication system in all flood-hit areas, except two valleys of district Kohistan, have been restored,” he said.

The chief minister said that process of reconstruction would commence soon while reconstruction of bridges in some areas had already been started.

He said that resources would be required for rehabilitation of flood-hit people and reconstruction of devastated areas. The donors and international community must come forward and play their role, he added.

Mr Hoti lauded the role of media in rehabilitation of flood survivors and appealed to journalists to guide government in next phases of rehabilitation. He also appealed to the political parties to point out deficiency of government through constructive criticism. “It is a collective struggle and cannot be better accomplished without guidance of media and political parties,” he said.

Pakistan Army begins to relocate from Swat

Islamabad, Feb 1 : Thousands of Pakistani Army soldiers have begun to shift out from Swat Valley and turn over security to the law-enforcement agencies in the area that was once a Taliban stronghold, officials said.

The officials told the daily Dawn that the partial withdrawal is in line with the military`s counter-insurgency strategy to clear, hold and transfer.

As part of the strategy, joint military and police activities have been conducted for capacity building in the districts of Shangla and Buner, leading up to the handing over of full control to the civil law enforcement agencies.

Complete transfer of responsibility may take one to two years, the official said.

The officials said that the first phase of the strategy has been completed and the second phase envisages the military in a monitoring role only in the two districts that were also plagued by militancy. It is likely to be completed by March 15.

The third phase would see military units that are left behind to serve only as a deterrent force to ward off any possible threat and rely on intelligence work to track and hunt down militants.

Joint patrolling by the army and the police was continuing in some parts, although overall, the police were able to conduct independent patrols throughout the Malakand region, a senior police official was quoted as saying.

The official explained that the police would take over security in Buner district by the middle of next month, while the army would hand over Shangla district to civil law enforcement agencies by April.

"The time-frame agreed upon has not changed," the official said.

"We are well on course to assume full security responsibility in the region," he added.

As many as 10,000 policemen are on duty in the region and 2,500 more are at present being trained, the official said, the Dawn report said.

The official said: "It is difficult to say how things would shape up, but at the moment we are confident enough to take full security responsibility."

The larger plan includes setting up new posts and strengthening existing ones, besides construction of three military cantonments in the area.

Two divisions of the army are deployed in Malakand Division, including Swat, Shangla and Buner.

"The civil law enforcement agencies will take the lead role. This is a big achievement and a role model for other places," the security official said.

Could not agree more on this.
We need a permanent footprint here to give support/opportunities to the locals and maintain a pressure on the surrounding agencies.
This shall help facilitate successful operations to the south and west of swat.

However, we need money to make it happen.
Do not know what is the priority assigned to such a spending.

i would suggest minimum a bde size force. The reasons are many. The Quick Reaction capability of a regt who would already be deployed (to an extent) is limited. The deterrence levels are also different i.e. a CO Vs a Bde Comd. A bde would also mean that it is provided with the axillary support elements i.e. medical, EME, Provost etc on the other hand providing a Regt with these would not be cost effective etc etc. i can go on sir but i am sure you already got the point.

I agree whole-heartedly, and made a somewhat similar proposition in another thread regarding medium-long term solutions for the valley and its sustainable security

the mil. should keep its footprint there as much as necessary, but not make it 'outwardly' felt.

One or two Army regiments (Bde might do too), complimented with 2K or so well trained Swat Scouts and the 10K+ police force would be a very good force to keep the elements in check. Overall command should be with a Brigadier.
