MIRANSHAH: The military on Tuesday dropped pamphlets with images of Taliban brutality, before a possible military operation in North Waziristan. The pamphlet gave a detailed account of Taliban power deriving from links with “anti-Islamic (Indian) RAW and (Israeli) Mossad intelligence agencies and Indian consulates in Afghanistan.” It also informed the tribal people about the Taliban’s source of income, which is mainly generated from drug smugglers and “contacts” (India and Israel). The two-page pamphlet explained who the Taliban are, telling the people, “The right decision is the first step in the right direction.” Establishing Indian and Israeli connections has always worked among tribal people, as they perceive the two countries more “anti-Islamic” than other countries, said tribal affairs experts. Forces accuse Taliban of toeing enemy’s line

PESHAWAR: Amid rumours of an impending military operation in the volatile North Waziristan region, the military and Taliban militants for the first time released strong-worded Urdu language leaflets, accusing each other of following the foreign agenda.

Tribal sources in Miramshah said the situation remained tense in the militancy-hit tribal region after the killing of two paramilitary Frontier Corps (FC) men by unknown assailants and later firing by security forces, which led to the death of two tribesmen on main road in Miramshah.

The authorities had clamped curfew in the entire tribal region on Tuesday that restricted the tribesmen to their homes.Security officials said curfew in the area was imposed due to movement of the security forces.

Tribesmen saw a huge number of troops armed with heavy weapons arriving in Miramshah. Later, when the troops arrived safely, the security forces dropped leaflets from the air in which the Taliban militants were held responsible for the destruction and backwardness of South and North Waziristan tribal regions.

The tribesmen feared the government might start military action in the region as they said they had never observed the two sides using such harsh language against each other.

They said a leaflet by the military titled “Correct decision and first step towards right direction” was a clear indication of parting ways with the militants. In the same pamphlet, the Taliban militants were accused of getting funds from India, Israel and al-Qaeda to buy heavy weapons and brainwash innocent youth.

The leaflet accused the Afghanistan-based Indian consulates and the Indian RAW, Israeli Mossad and other anti-Islamic organizations of financing militants. The militants were also accused of accumulating resources from opium and hashish.

It said it was wrong to call a militant as Qari, who cannot even read the Holy Quran.

The militants also circulated leaflets in which they accused military authorities of selling innocent Pakistanis like Dr Aafia Siddiqui to the US for the sake of dollars. It alleged that Pakistani security agencies were involved in the killing of innocent Pakistanis for dollars and were creating hurdles in the way of implementing Islamic Sharia in the country.

A military operation any time soon is unlikely - but events certainly point to a lot of pressure being put on the Taliban in NW, especially when seen in light of the arrests by Pakistan of several Afghan Taliban leaders.

Secondly, moving large numbers of troops into the area constitutes a provocation. My guess is that the army wouldn't mind provoking attacks upon itself once postured to defend. That would provide the opportunity to both whittle their forces if sufficiently idiotic enough to actually come down out of the hills and attack as well as begin local patrolling to establish a visible presence. Clearly this lets the locals know there's a new sheriff in town.

that seems to be the general strategy, rather than going after them in their caves they try to draw as many as they can out in the open.. its easier to deal with them that way. But this one is gonna be tough one, its pretty much their last stand and they're gonna try and put up hell of a fight

A military operation any time soon is unlikely - but events certainly point to a lot of pressure being put on the Taliban in NW, especially when seen in light of the arrests by Pakistan of several Afghan Taliban leaders.

This is one of the things that i think hasn't been advocated strong enough by our politicians, more than the aid we need to get this message across to the states that at the core of this problem are the foreign agencies funding terrorism within Pakistan. But once again the states keeps turning a blind eye to this issue, they aren't that stupid so that only leaves the fact that they know what RAW and Israel are doing and dont give a damn

A much stronger one than in the past, given the military successes in Swat, SW and Bajaur - the NW Taliban have to be extremely worried at this point.

'Shaping the environment' so to speak. Ideally you would want local Lashkar support for the military and the Tribes to expel the Taliban (with military assistance) to avoid large numbers of IDP's. There should be a lot of incentive for the local tribes to provide that support if they have been paying attention to events in Swat and the rest of FATA.

To get to that point though the PA/FC would need to do what you pointed out - establish a strong presence and offer an alternative 'Sheriff'. Provoking attacks upon itself would be advantageous to the PA as you argued, though IED's and ambushes would likely be the preferred means of engagement and take a heavy toll on patrols in areas where the Tribes have not committed to one side or the other or have not been evacuated out of the conflict zone.

Depending upon how you see the PA playing its cards right now with the recent arrests and decimation of the TTP as an organized movement, the PA may be looking to drive home to the NW Taliban the need to engage in peace talks and move towards a political solution with the GoA rather than continue on their current path of 'violent resistance'.

These events would then amount to making a very credible statement about the negative consequences of an unchanged strategy on the part of the NW Taliban, and by extension for the tribes (who may have little to say given that the Tribal leadership has been decimated by the Taliban).

The NW Taliban may decide it is not an offer they wish to accept, which would likely result in open conflict between the Haqqani and Co. in NW and the PA, and be the end of any possible blessing from Pakistan for the Taliban leadership engaging in peace talks with Karzai.

Ironically, speculation in the press suggests that the Karzai Govt. is not necessarily ecstatic over the recent arrests of Taliban leaders given that these were the people they were reportedly negotiating with.

On the issue of Karzai's negotiations with the Taliban, and the reported support for Qari Ziaur Rehman (to carry out attacks in Pakistan) by the Governor of Konar, let me add another speculative theory to the mix - was Karzai selling out Pakistan in order to bring the Taliban into his fold?

If he was, or if Pakistan suspected him of doing so, that might also explain the sudden crackdown on the 'Afghan centric Taliban'.


But back on topic, Kiyani was very clear in outlining a '6 months to a year' time-frame for potential operations in NW, and I doubt the deaths of two FC men would shift that timeline. However, if the announcement of that timeline was based on a paucity of resources because of the other operations being conducted by the PA, the US might have brought about a 'change in heart' by speeding up delivery of the necessary resources, both material and financial.

Then again, the 'change in heart' could also have been brought about by what Baradar and the others have revealed about the connections between the Afghan Taliban and the TTP, or perhaps what they have revealed about the nature of the contacts between the Afghan Taliban (including those in NW) and the Karzai government.

Definitely a 'shaping of the environment' in NW - though the reasons behind this shift, much as the reasons behind the reported crackdown on the Taliban Shura members, remain murky.
