The Canadians offered and the U.S. graciously accepted. Canada is the #1 foreign partner of the Port of New Orleans so self-interest was doubtless a factor.

At the time a large number of U.S. troops and ships were deployed to Iraq and Afghanistan. Afghanistan is a NATO operation, the U.S. invoked the NATO treaty after 9/11, and NATO partners deployed both in Afghanistan and in the U.S. itself to share in operations.

You compare the damage done by a Cat 5 Hurricane (which the hurricane damage done alone lasted DAYS not hours) to the damage done to a fresh flood and earthquake, which is one off, and not continuous. I very much doubt the person who wrote that article (and OP of course) have never lived under the threat of a Cat 5 Hurricane.

Then Puerto Rico is an Island about 900 miles from the US (Closest, Miami FL), you are talking about shipping thousand of aids without a usable port and most importantly power. There are only a few thing anyone can do unless power and port facilities were restored and how can power and port facilities when Hurricane Maria still storming Puerto Rico Today (It still about 200 mile NE of Burmuda)?

Then it come down to another factor, Puerto Rico was not just hit by 1 Hurricane, but 3 in 2 months, the Power Grid was destroyed by Hurricane Irma just 1 week ago, it is not a one off hurricane hit, but a triple hit, it's different than the any other single disaster to begin with.

And the comment "Troop brining guns to disaster zone" is just laughable, I was one of the troop cleaning up Katrina, I don't recall I brought my weapon with me.


The US military can transport their army half way across the globe in no time. Puerto Rico is an hour from Florida.. It's not a problem if the effort is put into it.

How are you gonna get from FL to PR in an hour? Flying Fighter Jet?? The distant between FL and PR is approximately 890 mile with the shortest point, it took 5 to 7 days for Ship departing Jacksonville, FL and it take at least 1 hours 30 minutes (Usually 2) if you fly from FL given most aircraft only fly about 560 mile per hour.

And there are 3.4 millions people in Puerto Rico, it's different to transport aide for 100,000 troop to a far away battlefield then transport aide to a City of 3.4 Millions people 1000 mile from CONUS.

Also, you cannot use any ship from inland port to other inland port within the US (For example, from Jacksonville FL to San Juan PR), Merchant Marine Act 1920 dictate all inland sea trade route have to be staffed by US Flagged Ship with a US Crew, which mean there are only a certain ship you can use beside the Navy and Coast Guard, that also hamper the rescue and recovery effort.

Also i want to add that the US relied on Canadian troops for help in Katrina and currently with Hurricane Harvey :lol:

Also it took ten years to rebuild most of New Orleans after Katrina. What a joke for the global superpower. Superpower for shooting innocent women and children in middle East.

Real life must be quite different from what is constructed in Hollywood fantasies, when it comes to disaster relief.

I think the problems with the US lackluster performance are multifold:

Declining material capabilities and financial deficiencies.

Government inefficiency, lack of information flow and trust between agencies.

Racial tension and discrimination.

Over militarization of civil affairs or public management.

Social incohesion and crumbling social fabric.

More excuses by Murica. America don't like Puerto Ricans and would not mind if more of them died. That's America. Also PR is I'm debt for 30 billion usd and counting...

Destroying is easier than building. The US has always opted for the easy way.

They also tend to fight wars far away and bring together minions. In the end, when things go south, the US runs away. Minions suffer.

But when disaster hits home, the US appears naked and incapacitated. These are the moments of truth that, if you have the capability to hit them in their homes, they are weak.

This natural disaster case teaches a lot to the rest. To keep the US in check, threaten their safety at home. Because they will crumble once a disaster hits.

I do not think Rocket Man is unaware of this. Let dotards panic.

Pentagon adding USS Wasp to Puerto Rico response, USNS Comfort departs for island

WASHINGTON — Two Navy ships are now cruising toward Puerto Rico to bolster the U.S. response to the island left devastated last week by a direct hit from Hurricane Maria, officials said Friday.

The Defense Department on Friday tasked the USS Wasp, an amphibious assault ship carrying two helicopters, to move from its location near the eastern Caribbean island of Dominica toward Puerto Rico to expand rescue and relief operations there in the wake of the Category 4 storm that struck Sept. 20, defense officials said. Meanwhile, the USNS Comfort, a 1,000-bed hospital ship, left port from Norfolk, Virginia, on Friday and was expected to reach Puerto Rico by the middle of next week, according to the Navy.

Army Lt. Gen. Jeffrey S. Buchanan, who deployed Thursday to take command of military efforts on the island, said the movements were part of the Defense Department’s commitment to supply as much support as possible at the Federal Emergency Management Agency’s request. He expected the military force that was nearing 5,000 troops Friday to continue to increase in the coming days.

“Capability is building every single day,” Buchanan told reporters from San Juan on Friday afternoon “We’re going to keep building until we have met the needs for all the people in Puerto Rico.”

The Wasp initially left Norfolk on Aug. 30 en route to its new duty station at the Sasebo Naval Base in Japan, but it was halted in the Caribbean as Hurricane Irma churned through the region as a Category 5 storm and was followed days later by Maria. This week, the Wasp has leading military aid efforts in Dominica, a tiny island nation that was ravaged by Maria, which struck as a Category 5 hurricane.

With the addition of the Wasp’s MH-60S Sea Hawk helicopters, the U.S. military will have 52 choppers responding to the disaster in Puerto Rico, according to U.S. Northern Command. The helicopters are conducting a variety of missions, including search and rescue, supply delivery and medical evacuation.

Buchanan said the helicopters are especially needed to reach areas in central Puerto Rico where torrential rainfall has left roads impassable.

The Wasp will join the USS Kearsarge, another amphibious assault ship, and the USS Oak Hill, an amphibious dock landing ship, off Puerto Rico’s coast. The Comfort will also bring medical evacuation helicopters to Puerto Rico, according to the Navy.

On Friday, more than a week after Maria plowed through Puerto Rico, conditions on the island of 3.5 million people remained grim. Widespread debris limited emergency responders’ ability to reach remote sections of the island, power remained unavailable to the vast majority of the population and drinking water was scarce, according to Federal Emergency Management Agency officials.

John Rabin, the acting administrator for FEMA Region II, which includes Puerto Rico, said it was difficult to quantify how many hurricane victims remained without power or access to drinking water and food as the situation on the ground was rapidly changing. But supplies were reaching inhabitants in each of Puerto Rico’s 78 municipalities, he said.

The supplies, including bottled water, pre-packaged meals and fuel, were being disseminated from 11 distribution points set up across the island, officials said. Puerto Rico National Guard members were delivering the supplies by truck and helicopter across the island, in many cases going door-to-door to find victims in need, according to defense and FEMA officials.

“This has been a catastrophic event,” Buchanan said. “It’s going to take a long amount of time to help the people recover, but I want them to know that we are in it for the long haul to help the people of Puerto Rico recover.”

The mayor of Puerto Rico's biggest city has berated a Trump cabinet official who called the US response to Puerto Rico, "a good news story".

Homeland Secretary Elaine Duke had said she was "very satisfied" with progress, calling it "a good news story in terms of our ability to reach people".

The San Juan mayor hit back: "Damn it, this is not a good news story. This is a people are dying story."

Over a week after Hurricane Maria struck, millions still need urgent aid.

The category 5 hurricane, the most powerful to hit Puerto Rico in at least 90 years, has claimed 16 lives on the island and left millions lacking medicine, food, cellular communications, shelter, and clean water.
"Well maybe from where she's standing it's a good news story," Mayor Carmen Yulin Cruz told CNN as Mrs Duke was preparing to board a plane for Puerto Rico, a US island territory.

"When you're drinking from a creek, it's not a good news story. When you don't have food for a baby, it's not a good news story."

Around 44% of Puerto Ricans lack access to drinking water, and utility officials say it may takes months before electricity is restored, allowing clean water to begin flowing again.

After arriving on the storm-ravaged island, Mrs Duke told reporters: "Clearly the situation here in Puerto Rico after the devastating hurricane is not satisfactory."

"But together we are getting there and the progress today is very, very strong," she added.

Shipping containers stocked with emergency supplies are piling up in San Juan, the capital city, and US and local officials are attempting to rally lorry drivers to help deliver the supplies to remote corners of the island.

"Everything has been wiped out... we're literally starting from scratch," President Donald Trump said in Washington on Friday morning.

According to the Sun Sentinel, a Dominican woman, a British man and their two sons were on the vessel when it capsized. The man was not rescued in time and was found dead underneath the capsized vessel.

The U.S. Coast Guard received a distress signal from the boat around 2:30 a.m. Wednesday. The boat was stuck in 115 mile-per-hour winds and 20-foot high seas near Viques, an island off the coast of Puerto Rico. The Coast Guard told the family to keep their radio beacon ready in case they were forced to abandon ship. Shortly afterwards, they lost contact with the boat.

The boat was roughly 50 miles away from where the family originally called in the distress signal.

A Coast Guard Air Station Clearwater HC-130 Hercules aircraft found the overturned vessel with the mother and her two sons on top. A British Royal Navy helicopter rescued the family early Thursday.

The family was stuck on the boat for more than 24 hours before being rescued. A rescue attempt could not be conducted until weather conditions improved.

“We initially got the call — a vessel in distress, a family of four, north of St. Croix, literally in the teeth of a hurricane,” Rear Adm. Peter Brown, commander of the United States Coast Guard Seventh District, told The New York Times. “We were obviously concerned. We didn’t ask their names and didn’t ask why they were out there.”

“They said they were disabled,” Brown added. “They lost their engine, or perhaps it was not strong enough to overcome the force of the winds and waves.”

The woman and her two children were then brought on the USS Kearsarge.

According to The New York Times, the vessel they were on was a former U.S. government oceanographic research vessel that was decommissioned in 2002 and sold to an oil exploration company near Houston.

What do the spray-painted markings on the houses mean?

As we see the heartbreaking footage in the aftermath of the recent tornados in Oklahoma, just as we have in many other places throughout the country year after year, many people often wonder – who is spray-painting on the outside of the damaged houses and what do those markings mean?



Those are urban search and rescue (US&R) markings. They are left by US&R team members to record and display to other rescuers that a search has already been conducted there and what the results of the search were. As directed in the U.S. Federal Emergency Management Agency (FEMA) National US&R Response System Recue Field Operations Guide, these search assessment markings are completed as such:

1) A single slash is made upon the entry of the search team into the structure. To the left of the slash, the call sign of the unit as well as the date and time of entry is recorded. This initial marking denotes that a search is ongoing, and a team is currently in the structure.

2) Upon exiting the structure, a second slash is made, completing the “X” near the door. This signifies to professional passersby that the search has been complete and all members of the team have left the structure accounted for.

3) The date and time that the team exited the structure is entered in the top part of the X.

4) The remaining two sections of the X are used for additional information – the right side lists any hazards in the structure and the bottom lists the number of victims/survivors in the structure, specifying how many are alive and how many dead.

Too late, too little. Very inefficient and in-cohesive. Of course, healing and building is not as easy as destroying though a mercenarized army.

(CNN)Days after Hurricane Maria pounded the island of Puerto Rico, killing at least 10 people, authorities are starting to see firsthand the scope of devastation that left the US territory off the grid.
Without power and communications in much of the island, millions of people, including city leaders and first responders, have been cut off from the world since Maria hit Wednesday.
Authorities flew over the island Saturday, and were stunned by what they saw. No cellphones, water or power. Roads completely washed away and others blocked by debris, isolating residents.

"It was devastating to see all that kind of debris in all areas, in all towns of the island," Jenniffer González, the island's non-voting representative in Congress told CNN.

"We never expected to have a lot of debris in so many areas. A lot of roads are closed, older ones are just gone," she added.

At least 10 people have been confirmed killed by the storm, according to Gov. Ricardo Rosselló's office.
Roselló met with more than 50 mayors and representatives from across Puerto Rico on Saturday. Some described the conditions in their communities as "apocalyptic" and said there have been incidents of looting in both homes and stores.
"We know a little more today than we did yesterday," Rossello said. "This is going to be a long road."
A dam is in danger of collapsing, adding to the crisis.

Army, more federal aid coming
US President Donald Trump has pledged federal help for Puerto Rico and the US Virgin Islands.
The Puerto Rico Federal Affairs Administration said 4,000 members of the US Army Reserves have been deployed to the island to help with Hurricane Maria recovery.

"Federal partners are aggressively working to meet and overcome challenges to opening ports and restoring power to bring additional life-saving commodities and personnel into disaster-affected areas," the Federal Emergency Management Agency said in a statement.
Several flights and sea vessels with meals, water and generators have been arriving or are headed to Puerto Rico and other Caribbean islands affected, the agency said.
Brock Long, the FEMA director, said on Twitter Sunday he would visit Puerto Rico and the US Virgin Islands on Monday.

Residents also have limited access to cell signal, causing panic among families at home and abroad who have been unable to contact their loved ones.
"I know many people who are living in the States are worried about not hearing from their families," González said. "Don't get nervous, we just have problems with communications lines."

More than 95% of the wireless cell sites are currently out of service, the island's Federal Communications Commission said Saturday.

"We're trying to communicate to our families in the US," said Jose Flores, who traveled 17 miles to reach the tower. "I just got connected to my daughter in Florida, and she will let the rest of the family know I'm fine."
On the northwest part of the island, authorities had to physically go to thousands of residents to warn them of a potential dam collapse near the Guajataca River.
"We don't know how much longer it will hold," he said. "The structure has been significantly compromised."

The National Hurricane Center says the storm could impact the US East Coast in the coming days.
"Interests along the coast of the Carolinas and the Mid-Atlantic should monitor the progress of Maria." the center said in an advisory.

The Category 2 storm was carrying maximum sustained winds of 110 mph and was 290 miles east of Great Abaco Island in the Bahamas. It was moving at 9 mph (15 kph), the center said.
As the storm slowly moves away from the Bahamas into the Atlantic, forecasters say southeastern US beaches will likely see "dangerous surf and rip currents" over the next several days.
Maria is expected to stay offshore but "the uncertainty is how close to the North Carolina coast Maria's turn will occur," the center said.
The storm hit Dominica, Puerto Rico, the Dominican Republic, the US Virgin Islands and the Turks and Caicos, a British overseas territory.
