National and border security is the Federal domain, it has nothing to do with the 18th amendment. Bannu is only 3 hours away from Islamabad. it's an alarming situation. Taliban strike very deep, Bannu is way south of the Afghan border.
Plus CTD KPK needs training. Usually, CTD gets training from PA. Equipment is obsolete. KPK govt hasn't gotten his fund from the Federal govt. Lots of issues.
Understand the irony.
News reports that KPK authorities knew of impending attack. KPK CM could have requested Corps Comd XI Corps, IG FC and Interior Ministry to provide troops (including Frontier Constabulary) for an impending attack on crucial spots. If such request was denied by Federal Govt and GHQ then KPK CM stands correct. However, if the delay is there, then KPK CM can summon
Levies numbering 12,000 in KPK province. And at disposal of KPK Govt are
Khasadars, who are 40,000 strong in the province.
Bannu cantt and city has Police station, which is responsible for area inside and around Bannu, including roads and routes entering Bannu. The local policing authorities are Police, highway police, Levies and Khasadars all falling under domain of KPK Government. So, Taliban by-passed FC at the border and then all the policing forces in KPK province to reach Bannu, which is the domain of KPK Govt.
Next, border security of KPK falls under FC and then Army. CM KPK could have sent letter regarding security arrangements on the border, requesting troops disposition after pinpointing gaps and short falls in the border management system.
CTD is a police department, but it derives its personnel from other departments too.
Did you know that KPK Police has a
SWAT styled force called SCU. The unit is equipped with sophisticated weapons and
its mandate is to handle major crises like hostage situations and terrorist attack on sensitive installation. This unit comprises best of the elite personnel who have undergone additional nine months rigorous training in all modern warfare tactics including para-trooping, heli-repelling and water borne operations. The training of heli-repelling was conducted by Special Services Group of Pakistan Army and water-manship training was conducted by Pakistan Navy.
And there is a second highly mobile Police force called
Rapid Response Force (RRF) which is a standby force consisting of highly motivated and
trained police units to react and respond in events of organised armed assault by terrorists or in a hostage situation. It was established on the directions of the Inspector General of Police Mr. Nasir Khan Durrani (PSP) on 10th April, 2014. It The police personnel constituting RRF have undergone a rigorous nine month elite training course and is equipped with state of the art weaponry. Each unit of RRF is commanded by an officer of the rank of Superintendent of Police. RRF is kept engaged in mock exercises and operations at various sensitive and vulnerable places throughout the year.
