Only Tk 1 lakh allocated for N-power plant
The government has allocated only Tk 1 lakh against the requirement of at least Tk 245 crore in the current financial year for implementation of the Rooppur Nuclear Power Plant project, officials said.
Expressing concern about the poor allocation for the project, a priority project of the present government amid chronic power shortage, science and technology ministry officials said that the credit programme from Russia might be hampered if the government failed to allocate timely the fund required.
They mentioned that most of the cost of the project would be borne under the Russian credit programme. The government signed a deal with Russia in early this year under which Russia would give Tk 4,000 crore in credit for the implementation of the first phase of the project by 2017.
The science and technology ministry recently sent a letter to the planning and finance ministries asking them to allocate Tk 246 crore for the project before September, the officials said.
In the letter, the ministry also mentioned that the ministry needed to complete two supplementary deals with Atomstroyexport JSC, Russian engineering company of state corporation Rosatom, for the project by September.
A joint secretary of the science and technology ministry, Rabindra Nath, however, told New Age that the matter was not so serious at all.
He said that the fund was allocated when the project was approved in February and there would be no fund crisis as they would receive around Tk 1,200 crore from Russia in the current financial year.A finance ministry official said the science and technology ministry failed to provide necessary documents to get allocation of demanded fund in the ongoing annual development programme.
He said that the finance ministry would allocate additional fund from the block allocation if the science and technology ministry could provide necessary documents. The annual development programme of Tk 65,870 crore has been taken in the last year of the incumbent government and the highest allocation, Tk 6,852 crore, has been given to Padma bridge project.
The Roopur nuclear plant in Pabna will have two nuclear plants with a capacity of 1,000 megawatt each.
