Anti Corruption Unit
The establishment of a hard-core Anti Corruption Unit, based on hierarchy. This ACU will have access to all government and civil service departments, federal, provincial or local. It will be based on a system where the average man will lodge a complaint at the local ACU office, which will then be taken up by someone with relevant experience in that field. For example, if a policeman just asked you for a bribe, call up the local ACU law enforcement officer and lodge a complaint.
The Local ACU will be monitored, on a random or complaint based audit system, by the Provincial ACU HQ. That, in turn, will be under direct random audit review from the Federal ACU, which, in turn, will be under direct audit review of the Ministry of Interior and the Prime Minister. At the lowest level, the ACU will have the power of lodging a complaint with the local courts for corruption, and temporary/permanent dismissal of the guilty party.
Wherever possible, the process will be transparent. That is, there will be full access to the media, and information will be made available on the ACU website.
In other words, corruption will not be tolerated. The determination of guilt must be swift, but also must be beyond reasonable doubt, and the consequences must be immediate. In most cases of corruption, it's quite easy to tell what's going on. Of course, it all depends on a leadership willing to end corruption, which is highly unlikely right now. The idea is not to catch every corrupt crook, that is impossible. Its to catch
a lot of them (say, 15%
and then make an example of them for the rest (85%) by terrifying them of the consequences. Make them pay back every single Paisa they've stolen from the government and the people, by liquidating their properties etc.

2.
Pakistanis 4 Pakistanis Organization
The name is self-explanatory and will consist, ideally, of Pakistani youth. It will have absolutely no political affiliations of any kind. It will promote community service and work with local NGOs. It will provide a steady stream of volunteers for various tasks, and will promote activism. It's primary purposes will be to bring awareness to the issues of the poor and middle classes of Pakistan, primarily those that are neglected. There are organizations of this type that exist in certain urban areas, but this will ideally be a uniting platform.
I hear that half of Pakistan's population is under the age of 30, I just want to harness the power of that youth. This idea isn't completely planned out yet, and has room for growth, but it's a relatively newer idea (unlike the ACU above, which I've been thinking about for almost a year now).

Economic Assistance for Education
I, too, just like
ajpirzada, would like to see high literacy rate amongst the Pakistanis. This idea I have borrowed from the Indian Congress Party, who have implemented in certain extremely poor areas of India. The average child laborer in Pakistan does not go to school because he/she is a source of income for the family, without whom the family can't survive. The Economic Assistance for Education program will ensure that families who willingly send their children to school receive economic assistance from the government, both monetary and otherwise. That is, if a family chooses to send a child to school, then the family will be re-reimbursed the income they would have otherwise lost. As far as I know, there are no parents that do not want their children to receive education (except for a few weirdos), but they can't because of economic pressures. If the child can get an education and the family can still put food on the table, then there will be no reason not to send your children to school (even girls, as girls-only schools are not uncommon in Pakistan).

Overhaul of Government Schools
Government schooling until a certain grade (say, Grade 5) must be provided for free. The rich families in Pakistan don't send their children to govt. schools, it's generally the middle class and lower. By allowing their children to get free, good quality education at least until grade 5 will create a relatively literate work-force. This will not guarantee that they will all continue to become Engineers or Doctors, all it will guarantee is that these children will have the opportunity to do what they want.
In addition to free education, the quality of education itself will have to be improved. There will be a centralized skeleton curriculum that will be set by the Federal government, but the provincial governments will have control of most of what they would like to teach. Books shall be made available for free as much as possible, but if they can't be, then they should at least be made available cheaply. You don't need a Text Book written by some European Physicist to teach grade 9 kids Newton's Three Laws. These books can be published by the government themselves.
Centers for Teaching Excellence must also be established. Every teacher should be required to take specific courses from this Center to make sure that the kids are taught things of value. Teacher's salaries will also be increased, based on experience and report card. All govt. schools will be required to perform random audits of teachers and courses and to present each teacher with a report card at the end of each term, in addition to students' anonymous comments. These reports must also be forwarded to the local Center for Teaching Excellence so that they may review and recommend courses to teachers.
All in all, if this system were to be established today, we would see it's benefits as early as late 2010. Like I said, no parents would mind their children receiving good quality education, from teachers who are professional and well equipped.
