Manila issues fresh apology for killing of Taiwanese fisherman
AIPEI -- The Philippine president on Wednesday apologized to Taiwan for the fatal shooting of a Taiwanese fisherman by Philippine coast guard personnel, after Taiwan rejected an earlier Philippine apology and started retaliating diplomatically.
In a subsequent statement, Taiwan's premier called the apology a positive move, but said a series of sanctions imposed by Taipei on Manila to protest the action would remain in effect.

TAIPEI, Taiwan -- The government enacted the second stage of retaliatory measures toward the Philippine government to show dissatisfaction with their responses to Taiwan's demands over the Hung Shih-cheng (洪石成
fisherman shooting incident, yesterday.
According to the Cabinet, the second stage of retaliatory measures include eight demands initiating a red alert warning on any travel activities between both countries to discourage travel flow, suspension of all interaction between high-level officials, economic and trade-activity exchanges, fishery cooperation and scientific research cooperation projects, suspension of all visa-free services for Filipino travelers, and the launch of a military drill in the southern regional seas by the Ministry of National Defense and the Coast Guard Administration.
Holding an apology statement released by the Philippines Presidential spokesperson Edwin Lacierda, the premier expressed his disappointment in their calling the incident unfortunate and unintended.
We cannot accept this kind of explanation. The bullet-riddled boat is evidence that it was an act of strafing. Although the Philippines government issued a formal apology, they also claimed that it was an unintended and unfortunate incident. We think that they are attempting to mitigate the severity of the incident and divert people's attention. Furthermore, their ambiguous response to our demands shows that they are insincere in their apology.
Our nation will continue to protest and exert pressure on the Philippines government until they give us satisfactory responses, Jiang said.
