Actually they do have the resources but they like to concentrate their talent on productivity and innovation. Writting lines of codes and answering phones is not exactly productive by any means. They are "dirty" jobs and waste of national talent. So they outsource it to all over the world for pennies on dollar.

Have a lesson on employee productivity and you would understand. Writing lines of code or answering phones does not accumulate to innovation of new technology which is the life line of western economy.
