No it will not happen. GST was 1st proposed in 2004, when congress was in power and a year before VAT was introduced replacing sales tax at state level.
It's a constitunal amendment bill and a progressive one, 1st of all if congress tries to revert back it need the kind of majority that bjp has or will have to convince everyone around(political parties). Which itself is very time taking procedure.
Second it will be seen as a hampering of growth and also as reverting from the growth measures. GST is the most progressive taxation system for indirect taxes. It will send a negative signal to world, fdi and other kind of investment will take a toll. Even investment from domestic private sector will suffer. Etc. So, congress can't afford that to happen.
Moreover GST will bring down the price of consumer goods benefiting general public and will push the gdp growth cycle thus increasing the overall revenue for govt(every govt want that, it will also help in reducing fiscal deficit and fiscal consolidation)
Money collected will go go to consolidated fund of india and will be divided between center and state according to the provision of the finance Commission. Congress can't do anything in these.
GST will make procedure more transparent as everything will be based on IT systems making it less prone to corruption then ever before.
