Number 1 - Cpec so we don't get any more loans for it and this way we will get more revenues in the future. The next dubai. I would say make gawadar in to a separate special region like dubai. Have high security entrance for people. Make it in to tourist/industry hotspot.

Number 2 - Education and high tech universities. We cannot progress without educating our people.

Number 3 - Dams so our industries have enough power and this will get us more revenues

Number 4 - hospitals

Number 5 - Military to improve our defence. No high tech weapons purchase but investing in our indigious missile and nuclear technology and so on.

Don't use it to pay back our debts. Leave them where they are. Once the country grows then we'll can pay them off slowly with the revenues
