Your example shows that the US H1B1 Visa requirements have worked, that not any average Indian is qualified to immigrate to the US as he/she feels like.

Roughly those who qualify to go to the US - the Indian Americans, have avg IQ of about 110, about 2sd above Indian average patel in India. So your quotation proves nothing but that fact that Indian avg IQ in India is about 81.
