IMO, the national security concern can be addressed through some verification procedure, etc... so this is nothing more than another form of protectionism due to their economy.
The issue is that Chinese companies are mostly owned by their government and it is not possible to vet every piece of equipment they bring on-site. Any given country that can take an advantage will do so and leverage it. China has the opportunity to mount cameras on high poles and look right into an American naval base. They will absolutely take occasion to do so, just as the US or any other sensible country would were the situation reversed.
