If Agha himself has said this, then this is now a serious goal. If Iran's space program had been allowed to grow properly since its first satellite launch in 2009, then by today it would definitely either had put a satellite in GEO or very close to that. But fret not. Better late than never. Now that the IRGC is directly involved, expect very great things.

Solid fuel for Geo is tricky. A quite large SLV/missile is needed.
The satellite also can't be small as it need a large antenna.

My guess: HSS alloy casing first stage of either 3-3,5m dia. , 6-10 meters in length. Possibly avoiding flex nozzle and go with a simpler liquid denied steering.

2m dia. carbon fibre second stage of about 5m lenght and with flex nozzle. This would be the ultimate goal and the first stage of a heavy solid ICBM. Remains to be seen if it would be carbon fibre or HSS, depending on how far Iran has come.

1,5m dia. third stage of 3m lenght, a upscaled Salman. This would be the first stage of a possible light, single warhead ICBM program. This is already certainty within Iran's capability.

Shahid Tehran Moghaddams "monster" >3m dia. first stage may not be what's used in the first Geo SLV but a 2m dia. first stage could be too weak to place a useful Geo satellite into orbit.

Those SLVs in the image, belong to space agency and use liquid fuel.

IRGC Future SLVs belong to IRGC and use solid fuel.
you can build solid fuel rocket to an extent , when you reach to a size , you better change to liquid fuel. by the way the boosters on those slv are solid fuel
