Yes to both. Bhutto stated the words in the 1960's. If I am not mistaken, sometime in 1965-1966. He expressed his official intent to develop an a-bomb for Pakistan in January 1972. India tested its n-device in 1974.
Bhutto stated these words in the 1970,s when he was the Prime minister.

Pakistan never had a clue of developing Nuclear program and it was a far fetched dream until Indians tested and that is when Zia famously said Pakistan will live on eating grass but will develop Nuclear weapons.. India has always been Pakistan's competitor inspiration and trigger point.

All that you have said is incorrect. ZA Bhutto was pushing Ayub Khan for a nuclear weapons programme since the early 1960s. It didn't work out as the ruling establishment was unable to see the need.

It was Bhutto who made the famous statement of "we will eat grass ...", not Zia. This correction has already been made by other members. I'll just highlight the fact that Bhutto stated this in 1965, which adds to the above point.

Bhutto officially commenced the nuclear weapons programme in 1972, two years ahead of India's nuke test.

You see, Bhutto always believed that India would eventually develop a nuclear weapons capability. He had no second thoughts about it. Pakistan's intel on India's nuclear weapons programme was solid. The issue was that only Bhutto and a handful of his supporters in the ruling establishment were able to fully decipher the intel and grasp its consequences. Plus, Bhutto had a vision of empowering Pakistan to become a leader of the Muslim world and nuclear weapons were essential mean to it. For Ayub and his finance minister, nuclear weapons were potential economy killers.
