No. You appear to be highly mistaken. No disobeying of PM order is being implied. Tests were carried out on the written order of the PM. What is being said, is that NS, in his own judgment, didn't want to do these tests; but pressure of public, as well as those on the top, compelled him to oblige. Those on the top didn't only include the army brass, but others, as well, many from his own political party.
