We all know who was opposed to the fence. Why does not your govt drive illegal Indians out?

If you come as a refugee because your life in danger, we can help you. But no economic migration by poor please, because our poor will suffer. It reduces their bargaining power and earning potential.

We have no problem if BD doctors, engineers, scientists, poets, painters, filmmakers come here. But please don't jump the fence.

We know very well that india is suffering from acute poverty. Therefore, it is no strange that among all other countries of the world only people from India come to our country as economic immigrant. Our govt should act fast to get rid of these Indians.

Illegal foreign workers to face clampdown

The government is contemplating administrative steps to bring foreign workers and businesses under legal bounds and a clampdown on short-term working visa holders who outstay their time in Bangladesh.

A nine-member high-level committee has been formed to submit a report by December 10 after identifying the foreign workers without work permits and foreign-owned businesses which operate beyond government regulations.

The foreign businesses, which work here without valid documents, do not adhere to the rules set by the government to do business in Bangladesh, Board of Investment Executive Chairman Mahmudur Rahman told The Daily Star yesterday.

The government is deprived of a significant amount of revenue from foreign businesses operating illegally as they circumvent taxation laws, illegally transfer their profits overseas and crowd an already saturated domestic market, he said.

"We have to protect sectors that already have more than adequate number of skilled workers and competitive businesses within Bangladesh," said Rahman, explaining that most companies here already face stiff domestic competition.

State Minister for Home Affairs, Lutfozzaman Babar, who was present at a meeting Wednesday that decided to form the committee, told The Daily Star that the home ministry would work according to the government directives after reviewing the report.

He however ruled out any suggestions that these workers and businesses operating illegally could be a security threat to the country. The committee will only look into the economic effects of the foreign workers and businesses operating in Bangladesh, Babar said.

There is no official estimate of the number of workers and businesses without permits, but unofficial estimates put the number between 2,00,000+.

Most of the illegal workers hail from the subcontinent, particularly India, with contractors from China and Taiwan also making up the numbers. They are said to be concentrated in garment and textiles, private health sector, service industry and NGOs, sources say.

Intelligence reports have been informing the government of workers without permits since 1999 and in spite of several decisions to rein them in, no steps had been taken to implement those.

The government is likely to set a deadline soon for illegal foreign workers to collect work permits from relevant authorities, sources in the Ministry of Home Affairs have told New Age.

A nine-member committee, formed on October 30 to suggest ways to streamline activities of foreigners in Bangladesh, has come up with the recommendation after intelligence reports revealed that some 150,000 immigrants now live in Bangladesh on employment visa, the sources said.

Only 4,000 have taken work permits — 1,000 from the Bangladesh Export Processing Zone Authority and 3,000 from the Board of Investment.

Employers of the foreign workers, who will fail to collect work permits within the deadline, will be punished. “The workers may be deported as well if they do not comply with the government notification,” a member of the committee told New Age.

At a recent meeting of the committee, intelligence agencies put for the suggestion that the Bangladesh missions overseas should issue employment visa only on recommendation from agencies responsible for issuance of work permits.

The committee will also recommend that foreigners, brought in by ministries and government agencies, for any work in Bangladesh should also be brought under the legal coverage.

Foreign footballers and cricketers, who play cricket in domestic competitions, do not collect work permits, the committee has found out.

It has decided that clubs and their agents hiring the players would be asked to take work permits for the players and “they must come under a legal coverage in future”, a member of the committee said.

The same principle will be applicable for people like doctors and palmists on a brief visit to to Bangladesh, he added.

Allegations have it that many foreigners, who work in Bangladesh without permits, have been siphoning off money and not paying tax to the government.

Those, who have work permits, are alleged to have shown figures of their incomes much less than what they actually get.

The nine-member committee, headed by the BoI executive chairman, Mahmudur Rahman, would hold another meeting before submitting its recommendations to the LGRD and cooperatives minister, Abdul Mannan Bhuiyan.

Govt begins lookout for illegal immigrants

The government on Wednesday constituted a nine-member body to bring discipline in the activities of foreigners in Bangladesh, following allegations of a surge of illegal immigrants in recent times.

The committee was formed at an inter-ministerial meeting, presided over by LGRD and Cooperatives Minister Abdul Mannan Bhuiyan, at the Bangladesh secretariat.

Board of Investment executive chairman Mahmudur Rahman has been made convener of the committee, which has been assigned to handle the issue with utmost care so that investors would not be harassed, said meeting sources.

It has been given a 30-day timeframe to submit a report on the number of immigrants and suggest measures to check any kind of forgery, be it for illegal stay or siphoning off local money, the sources added.

“The foreigners are really contributing to our economy, but there should be discipline after identifying legal and illegal immigrants so that no one suffers,” the minister told newsmen after the meeting.

When asked, Mannan Bhuiyan expressed his ignorance about the number of legal and illegal immigrants staying and working in Bangladesh.

However, a meeting source told New Age that some 5,000 immigrants are now working legally in Bangladesh.

Officials, quoting intelligence reports, said the number of foreigners illegally staying or working in Bangladesh has exceeded the two lakh.

The illegal immigrants have reportedly been depriving the government of revenue and are even posing a threat to national security.

Defining the terms of reference of the committee, Mahmud said the committee would prepare a report on how foreigners enter Bangladesh and how illegal immigrants can be brought under legal coverage.

The committee would also recommend measures against those who had been staying for a long time.

“In accomplishing all this tasks, we will definitely ensure that investors and innocent immigrants do not suffer,” he added.

"Some news link"? Did I ask that? I think I asked news links from International media not from Bangladeshi newspaper like Dailystar.

The question is how we (both Bangladesh Govt. & India Govt.) can stop killing or abduction of Bangladeshi or Indian nationals(sometimes) at Indo-Bangladesh border?

People get killed because they try to cross over illegally to smuggle cattle or to migrate to another country. I think we have to address the broader social issues like poverty and unemployment in this 'area'. unless or until both Bangladesh and India (especially eastern and central Indian sates) become economically prosperous these problems are unlikely to get solved.

But again that is a 'long-term' solution. We have to find a 'short-term' solution for this problem. I personally think BSF must rethink whether they can use non-lethal weapons to tackle this situation.

But if we look into another international border that is the USA-Mexico border which faces quite similar sort of problems. Then the 'short-solution' looks grim. Since the world's only Superpower has failed to stop illegal Mexicans to get into America despite their use of ultra-sophisticated technology I don't think the short-term solution is viable.

But how to solve these social issues in 'long-term'? The possible answer is the 'EU model'. It may not be the best solution but better solution to say the least!!!

Arrest the illegal entrants and deport them, what is the problem? It is not a big deal. But, it takes a little heart to do it, and Indians are devoid of this thing.

Well, fortunately or unfortunately India-Bangladesh don't have any kind of agreement to deport arrested illegal immigrant back to their home.

Therefore, India's willingness should not be questioned!

A deportation agreement must be signed between the two govts. Pending a signing, both sides should agree to a case by case approach to the issue. It is understood that a signing takes a little time. But, although there is no extradition treaty, GoB has recently handed over a few illegal Indians to the GoI.
