Anyway on this topic, it looks like yes there will be a good movement to diversify the supply chains across Asia (Whether or not the full scale trade war happens, the threat is now realised/operationalised/looming long term). Vietnam is natural contender to benefit from this.
In India case both Xiaomi and Foxconn have recently commited big time to producing PCB and other OEM components inside India, first to help internal demand and then to export over time too. They join Samsung in this endeavour. So we already seeing signs and it will expand and continue with greater pace (esp if trade war between two Titans does end up taking place).

100% correct! Have to move through MVA bulk according to the jobs/capex ratio....the spear head sharpening (actual chip fab, base manufacture components etc) will be the last thing to tackle once the buffers are broader and established (i.e you have created a good spear in the first place). This pressure inertia is very crucial than trying to attempt everything at once etc.
