It gets upwards of 20 C in parts of the country. Where I live, in Sandefjord, is one of the warmer areas of the country. It's about 15 C right now.

As a rule the coastal areas are wetter, but warmer then the inland areas of Norway. So stick to the southern coast and you'll be fine. But Norway is always, even during the Summer, pretty darn cold.

Russia's pretty aggressive in the Arctic, and China is making inroads too due to thawing transit routes and resources. Russia is the main concern though... and those pesky Swedes.
