The Union Minister of State (Independent Charge) Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh and the Minister of State for Home Affairs Shri Kiren Rijiju felicitated the sportspersons of North-Eastern States, who participated in Rio Olympics, 2016, at a function organized here today.

The sportspersons who were felicitated by the Ministers at the function included Ms. Dipa Karmakar (Gymnastics), Ms. P. Sushila Chanu (Hockey- Women), Ms. H. Lal Ruatfeli (Hockey- Women), Ms. L. Bombayla Devi (Archery), Shri K. Chinglensan Singh (Hockey- Men), Shri K. Kothajit Singh (Hockey-Men) and Ms. Saikhom Mirabai Chanu (Weightlifting). Two more Olympians from North East who were to be felicitated today by the Ministry and could not attend the function included Shri Shiva Thapa (Boxing) and Miss T. Anuradha Devi (Hockey-Women). Each sportsperson was presented with cash award of Rs 2.00 lakh and given a memento.

While interacting with the sportspersons from North East, DoNER Minister Dr Jitendra Singh said that the North Eastern Region is on a high priority for the Central Government. It is evident from the fact that three months after taking over as the Prime Minister Shri Narendra Modi announced the setting up of a Sports University in Manipur, he added. He said that the Central Government is making all efforts in materializing this project and pursuing with the Manipur Government.

Dr Jitendra Singh said that youth are an important part of the society and can contribute to the development of nation. For this to happen, their energies should be channelized in the right direction, he added. The Minister said that the Central Government has given special focus on the education and sports activities of the youth. He said that the Government had announced the setting up of a Center for Brahmaputra Studies in the Guwahati University. He said that ‘Dr. APJ Abdul Kalam Center for Policy Research and Analysis’ was formally launched in October 2016 at the Rajiv Gandhi Indian Institute of Management (RGIIM), Shillong. The Centre will provide strategic policy support on livelihood, Act East Policy, Biodiversity, Organic Food Basket, Bamboo Mission and Horticulture.

While interacting with the sportspersons, the DoNER Minister said that the youth from the North East have huge potential to excel in the sports and can bring laurels to the country if promoted and trained adequately. He said that the youth are mostly getting training on voluntary and informal basis, but they need institutionalised training to excel at the international stage. He said that the performance by Ms. Dipa Karmakar in Gymnastics at Rio Olympics has encouraged youth from the North Eastern states. The Minister said that the youth can excel in other sports also and for that, the Ministry of DoNER is always ready to cooperate with Sports and Youth Affairs Ministry in this regard. The Minister said that there is lot to learn from North East for the rest of India.

Speaking on the occasion, Shri Kiren Rijiju said this is a small symbolic gesture from the Ministry of Home Affairs. Shri Rijiju said that the players participated in the Games with full dedication. Winning and losing did not matter, he added. While the MHA deals with security matters, the felicitation ceremony is an effort to encourage people of the NER to participate in sports activities, he added. Shri Rijiju said the Prime Minister, Shri Narendra Modi has already drawn up a big plan for the Olympics, preparing to boost India’s medals tally in the next two Olympics. He congratulated the players for earning name not only for the North East, but for the country.

Shri Kiren Rijiju and Dr Jitendra Singh later conveyed their best wishes to the players and said that the Government is always there to help them and encourage them in their efforts.

The Members of Parliament from NER and senior officers from Ministry of Home Affairs and Ministry of Development of North-Eastern Region were also present on the occasion.

Minister of Steel to chair maiden regional conference on enhancing steel consumption in India

Minister of Steel Shri Chaudhary Birender Singh will inaugurate and chair the proceedings of maiden regional conference of Eastern States, on the theme of ‘Enhancing steel consumption in India’ at Gangtok, Sikkim on 2nd March, 2017. This will be first of the four regional conferences being planned across India. While elaborating on the idea, Shri Chaudhary Birender Singh remarked that India needs to become a leader in innovative use of steel in India. We have the scope, capability, resources and the manpower to do so, and such conferences would go a long way in increasing uptake of steel in the user segments, he added.

The delegates in the conference would deliberate on measures to increase steel demand, advantages of steel intensive construction & steel in high-rises, rural sector, bridges and other fields. The occasion would provide a unique platform for exchange of user perspective and producers response.

The delegates in the conference would include decision makers in projects in central and state Governments, architects, structural designers and consultants, project financers, contractors, fabricators, erectors, Faculties from Metallurgy, Mechanical and Civil Engineering departments, representatives from large infrastructure industry, steel/engineers/architect associations.

Dr Jitendra Singh to be Chief Guest at “DESTINATION NORTH EAST - 2017” in Chandigarh

The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh will be the Chief Guest at the ‘Destination North East, 2017’, to be held in Chandigarh from March 6-8, 2017. The Ministry of DoNER in association with PHD Chamber of Commerce and Industry is organising the mega event.

The objective of Destination North East, 2017 is to showcase North East as a potential destination for investment and highlight the rich traditions and customs of the region. It will also highlight the use of appropriate technologies in all sectors of development for North Eastern Region, with the major participation of Office of Principal Scientific Adviser to Government of India and Council of Scientific & Industrial Research (CSIR). The event would showcase the activities by various Ministries in North East and also provide an opportunity to different sectors to showcase and deliberate upon their achievements, issues and challenges. The event will provide a platform to discuss and develop linkage strategies at B2B and people to people level.

Destination North East, 2017 will include round table discussions and exhibition stalls showcasing various features of the North East Region in order to attract investments in Tourism, Skill Development, Food Processing, Handlooms and Handicrafts, Rural Livelihoods, Entrepreneurship and Microfinance, Horticulture and Floriculture, Medicinal & Aromatic Plants, Organic Farming and Bamboo Development.

The mega event will also include cultural programmes to highlight the rich tradition and culture of the NER. Performances by popular orchestra groups, - Shillong Chamber Choir and Angaraag Mahanta (Papon) will be the major attraction.

MSTC supports the Promotion of Agri-Forest Produce of the North Eastern Region

3rd March,2017, The Minister of State (Steel) Shri Vishnu Deo Sai inaugurated the Workshop on MSTC’s vision for North East Region for Promotion of Agri-Forest Produce in Guwahati today.

Speaking at the workshop, the Minister said that the North-East Region is endowed with a climate for rich agri and forest produce but the growers do not have any market access for their produce and are compelled to be exploited by middle men leading to a very pitiable situation for them. The situation is also aggravated due to the lack of proper logistic supports in the region.

The Minister appreciated MSTC’s vision towards developing an eco system bringing all the enabling partners such as North-Eastern Regional Agriculture and Marketing Corporation Ltd. (NERAMAC), Central Railside Warehousing Corporation (CRWC), Packaging Company and Inland Waterways Authority (IWA).

The above ecosystem will not only improve the financial status of the growers but also prevent the crops from colossal wastage and make niche products available to the rest of the country. This collaborative effort may play an important role as envisaged in the Government Policy for the development of the north-east region.

In order to provide direct market access to the growers of the North-East region and also effective co-ordination and required services amongst the above agencies, MSTC has recently opened an office at Guwahati, which will be a nodal point to cater to the needs of all the sister states of the North-East.

MSTC, a PSU under Ministry of Steel has also been rendering services to the oil marketing companies and paramilitary forces including defence in this region since long. In addition, MSTC is eying on all the State Government Departments of North-East states to provide e-Commerce services.

To increase its presence and services in the North East Region, the Minister of State for Steel has advised MSTC to waive off the registration fees charged to the new buyers in the North East Region to increase its buyer base and help the region in reaping the benefits of the e-commerce services.

Dr. Jitendra Singh to inaugurate the 3-day festival tomorrow

Use of appropriate technologies in all sectors of development for NER is the main theme this year, says Shri S. N. Pradhan

The Joint Secretary, Ministry of Development of North Eastern Region (DoNER) Shri S. N. Pradhan chaired the curtain raiser press conference on ‘Destination North East 2017’ here today. The Destination North East-2017 is being organized by Ministry of DoNER, with knowledge partner, PHD Chamber of Commerce and Industry. The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh will inaugurate the 3-day festival here tomorrow.

Addressing the media, Shri S. N. Pradhan said that the Ministry of DoNER is the unique Ministry which is based on the geographical area. He said that North East Region (NER) consists of 8% of country’s total geographical area and 4% of country’s population and the objective of Destination North East, 2017 is to showcase North East as a potential destination for investment and highlight the rich cultural heritage, traditions and customs of the region. He said that the main theme of this year’s festival is to highlight the use of appropriate technologies in all sectors of development for NER. The Office of Principal Scientific Adviser to Government of India and Council of Scientific & Industrial Research (CSIR) are participating this year, he added. Shri S. N. Pradhan said that the ‘3 H’ Mission, that is Horticulture, Handicraft and Handlooms, are the focus of Destination North East 2017.

Shri S. N. Pradhan said that ‘Destination North East’ is held as a calendar event every year and Chandigarh is the first place, outside Delhi, to organise the event. He said that the distinctive nature of North East will be taken to all the corners of India.

Senior officers of the Ministry of DoNER were also present on the occasion.

Government stands committed to empower Local Communities through Community Radio – Col. Rathore

MoS I&B meets UNESCO Delegation



Minister of State for Information & Broadcasting Col. Rajyavardhan Rathore has said that the Government stood committed in its objective to provide the last mile connectivity through various communication platforms. In this regard, Community Radio has been provided a big push through various initiatives. Recently, Ministry of I&B has increased the subsidy for setting up CRS from 50% to 90% in the North Eastern States and 75% in other states subject to a maximum limit of Rs 7.5 lakhs. In order to make it more participatory, varied set of participants including Universities & NGOs have been permitted to set up CR stations in the country.

Current Northeast budget around Rs 50,000 cr: Dr Jitendra Singh

Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh said here today that the current budget for Northeast for 2017-18 is around Rs. 50,000 crore which is significantly higher than that in earlier years and is also an indication of high priority that the Modi Government accords to the development of that region.

Speaking in Rajya Sabha in reply to a question by Member of Parliament from Assam, Ms. Ranee Narah, Dr Jitendra singh said that the 10 % contribution from budget of the each of the 56 non-exempted Union Ministries earmarked for Northeast, amounts in total to over Rs. 43,000 crore which was earlier around Rs. 33,000 crore.

In addition, he said, the Railway budget for Northeast is to the tune of Rs. 5,500 crore, the budget for special roads scheme for Northeast is Rs. 150 crore and the budget for BTC, KAATC & DHATC amounts to about 120 crore. The DoNER Ministry budget, per se, for 2017-18 is also increased up to Rs. 279.45 crore, he added.

In reply to a supplementary, Dr Jitendra Singh said, both the pace of the various projects as well as the percentage expenditure of the allocated funds has shown significant rise during the last 3 years, as a result of certain pro-active steps taken by the DoNER Ministry under the leadership of Prime Minister Shri Narendra Modi. For example, he said, the process of submission of approval of DPRs has been expedited using the help of modern technology and portals. Similarly, he said, the services of Space Centre in Shillong are being solicited for appropriate and accurate preparation of Utilization Certificates without wasting time. Result of this, he said, is that while in April 2016, the amount of around Rs. 1158 crore was pending on account of delayed Utilization Certificates but, as on February 2017, the same pending amount got reduced to Rs. 206.5 crore.

Later in the day, Dr Jitendra Singh presided over a meeting of Consultative Committee on the Ministry of DoNER in which, among others, some of the senior Members of Parliament from the region including C. L. Ruala, Neiphiu Rio, Vincent H. Pala, Naba Kumar Sarania and Bijoya Chakravarty and also Union Secretary DoNER Naveen Verma, Secretary North Eastern Council Ram Muivah and senior officers of DoNER Ministry were present.

Dr Jitendra Singh appreciated some of the State Governments like Assam and Sikkim which had expedited the pace of various development projects. He said, in order to simplify procedures, he had suggested to the State Governments to constitute their own State Level Empowered Committee (SLEC) to finalize and approve the DPR and send them directly to the concerned Ministry with the Ministry of DoNER functioning as facilitator or adjunct so that the timeline of the process gets shortened.

The Union Minister of Agriculture and Farmers Welfare Shri Radha Mohan Singh, while inaugurating the new Krishi Vigyan Kendra (KVKs), West Tripura said that the second green revolution will have to come from the eastern region of the country and to realise it, the north-eastern states will have to be brought under the national mainstream for the equitable agricultural development in this region. He further said that the Government is committed to developing the agriculture sector of the region.


On this occasion, the minister said that the Government has sanctioned 7 KVKs for the state of Tripura of which 5 are already functional and with this inauguration today 6 KVKs will become operational in the state and one more will also be operational soon. In addition, the site selection committee is also visiting the state for the selection of site for the 8th KVK. With this, all the districts in the state shall have a KVK each. Shri Radha Mohan Singh said that he is confident that the KVKs will equip the farmers of the state with the desired skills and build their capacities through on farm testing and demonstration of the new technologies developed by Agricultural Scientists. He said that the Government is committed to provide at least 1 KVK in each of the districts of the Country. The total number of KVKs in the country has now gone up to 668, from 637 about 2.5 year ago, of which 78 KVKs are functional in the north-eastern states.


Speaking on the occasion, the Minister said that the health of the soil affects the health and the productivity of crops and the animals and in view of this the Government has established mini soil testing labs in KVKs. For strengthening the KVKs, the staff strength of the KVKs has also been increased from 16 to 22.


He said that the KVKs are playing a pioneering role in the area of front line extension in extending various agricultural technologies amongst farming community and the state line departments. During the past one year, the KVKs have organized a total of 48,983 training programmes through which 13.21 lakh farmers and extension personnel have benefitted.


The Minister further said that Government is committed towards doubling the farmers’ income in next 5 years’ period. To achieve this goal, the union budget this year has laid major focus towards integrated agricultural development. Key focus areas of the Government are; making available agricultural credit at easier terms to the farmers, ensuring availability of the quality seeds and other essential inputs, creating irrigation infrastructure, improving soil health through distribution of soil health cards, creating market network through National Agricultural Market (E-NAM) and ensuring remunerative price for the farmer’s produce.


The Minister said that owing to the favourable monsoon and implementation of several policy initiatives and reforms by the Government of India, the country has achieved highest ever food grain production this year (271.89 Million tonnes) this year which is 6.94 million tonnes higher than the previous best of 265.04 million tonnes achieved during 2013-14.


On this occasion, the Minister urged the State Government to fast track the implementation of the flagship schemes of the Government. For example, he said that the distribution of soil health cards under the Soil Health Card Scheme of the Government was below par, and the farmers have not been able to benefit from the Pradhan Mantri Krishi Sinchayee Yojna (PMKSY) to the extent that they should have. The progress of the Paramparagat Krishi Vikas Yojana is also very slow. He also mentioned that no proposal has been received by the Government of India from the Government of Tripura to link with the E-NAM so far and urged the Government of Tripura to take urgent corrective action in this regard.

Speech of Shri Radha Mohan Singh Hon’ble Agriculture & Farmers Welfare Minister on the Inauguration of Krishi Vigyan Kendra, West Tripura

Dr. S.V. Nagchan, Director of ICAR- National Research Centre for North Eastern Region, Barapani, Dr. P.K. Pandey, Dean College of Fisheries, Dr. B.C. Deka, Director ATARI, Zone 6, the Scientist community present on this occasion, Friends from Media, ladies and gentlemen,


· Today, on this occasion of the Inauguration of the KVK, West Tripura, I am very pleased to be with you in this Holi land blessed by Goddess Tripureshwari. As you all know, Tripura is the second smallest state of the country after Sikkim with 73.8 percent of the population of the state living in the villages. Nearly 60 percent of the state is under Forest cover and another 59.9 percent is hilly area and only 24 percent of the total land area in cultivable. Of the cultivable land area also only 42 percent is irrigated. This means that the village based agricultural activities and the promotion of cottege industries is the only viable means of livelihood of the people of this state.


· The Government of India is committed to the growth and development of the entire North Eastern region of the country and we firmly believe that the second green revolution will have to come from the eastern region of the country in which the north-eastern states will have to play a key role. Only then, the all-round development of the country in general and the agricultural development in particular shall be possible.


· Today, I am very pleased to inaugurate this Krishi Vigyan Kendra, in western Tripura. The Government has sanctioned 7 KVKs for the state of Tripura of which 5 are already functional and with this inauguration today 6 KVKs will become operational in the state and one more will also be operational soon. In addition, the site selection committee is also visiting the state for the selection of site for the 8th KVK. With this, all the districts in the state shall have a KVK each. I am confident that all the KVKs will realise their responsibilities and the staff working in them will work hard to fulfil the mandates of the KVKs and fulfil the aspirations of the people of the state. The KVKs are expected to discharge the following responsibilities;

1) To demonstrate the latest agricultural technologies to the farmers as well as extension workers of State Departments of Agriculture/Horticulture/ Fishery/ Animal Science/ NGOs to reduce the gap between the technology generation and its adoption by the farmers.


2) To test and verify the technologies under prevailing socio-economic conditions of the farmers with a view to study the constraints and to modify the technologies to make them appropriate for the specific locations.


3) Training and capacity building of the practising farmers/ farmwomen, rural youth and field level extension functionaries in various dimensions by following the methods of “Teaching by doing” and “Learning by doing’.


4) To establish knowledge bank of the agricultural technologies and related information, taking full advantage of the Information and communication Technologies (ICT), involving extension media, radio, and television, mobile APPs, SMS and Agricultural Information based portals.

· All these have now become part of the Extension activities of the KVKs, which have the greatest responsibility of realising the dream of the Government and the Honourable Prime Minister of the Country, to double the income of the farmers by 2022 for which all of us are committed.


· The Government is committed to provide at least 1 KVK in all the districts of the Country. The total number of KVKs in the country have now become 668, which was 637 about 2.5 year ago. Our Government have opened 31 KVK’s in last 2.5 years. There are 78 KVKs in the north-eastern states all of which have very important role to play in ensuring rapid development of the agricultural sector of the entire region.


· With these objectives in mind, the Government has created 3 new ATARIs in the country, thus taking the number of ATARIs from 8 to 11. Three new ATARIs have been created with the headquarters in Pune, Patna and Guwahati.


· During the Union Budget this year it has been decided to equip the 648 KVKs of the country with mini soil test labs. All the KVKs have already been provided by the soil test kits by the Government.


· The staff strength of the KVKs has been increased from earlier 16 to 22 at present.


· KVKs are playing a pioneering role in the area of front line Extension in the Extending various Agricultural Technologies amongst farming community and the state line departments. During past year (2016-17) as many as 48,983 training programmes were organized through which 13.21-lakh farmers and extension personnel benefitted.


· Skill-oriented vocational training courses organized for 1.74 lakh rural youth.


· Capacity development programmes were conducted for 1.042 lakh extension personnel, out of which 22,889 (22%) were women participants.


· KVKs organized 4.69 lakh extension programmes with 198.67 lakh participants for creating awareness among farmers about improved technologies and to provide timely advisory.


· I am very happy to inform you that the Government of India is giving special focus on the adoption of Integrated Farming Systems (IFS) model of Agricultural Development in the country and that this model is already working very well in the north-eastern states including Tripura.


· Rubber, Kathal (Jack Fruit) & Litchi are very commercial crops of Tripura. In the area of Fisheries, also Tripura has done very well. Tripura is able to meet 75% of the demand of the fish on its own. I am sure, in coming years, the state will not only meet its own demand but will also become surplus in many agricultural commodities.


· Government is committed towards doubling the farmers’ income in next 5 years’ period. To achieve this goal, the union budget this year has laid major focus towards integrated agricultural development. Key focus areas of the Government are; making available agricultural credit at easier terms to the farmers, ensuring availability of the quality seeds and other essential inputs, creating irrigation infrastructure, improving soil health through distribution of soil health cards, creating market network through E-NAM and ensuring remunerative price for the farmer’s produce.


· I am happy to inform you that, the total area sown under wheat this year is higher by 7.71 percent, pulses by 12.96 percent and oilseeds by 10.65 percent as compared to previous year for which major credit goes to our farmers.


· I am pleased to inform all of you that, due to the favourable monsoon this year, according to II Advance Estimates, we are set to achieve highest ever food grain production this year (271.89 Million tonnes) which is 6.94 million tonnes higher than the previous best of 265.04 million tonnes achieved during 2013-14. The production this year is higher by 14.97 million tonnes as compared to the average production of previous 5 years (2011-12 to 2015-16). As compared to last year, which was a drought year, the total agriculture production is higher by 20.41 million tonnes.


· To make sure that the benefit of the developments in science reach our farmers, a new scheme Mera Gaon Mera Gaurav was launched by the Hon’ble Prime Minister of the country. Under this scheme, the scientists of all ICAR Institutes have been linked with the farmers. Teams consisting of 4 scientists adopt 5 villages each and share the new agricultural technologies and knowledge with the farming community. During last 1 year our scientists visited 10,712 villages and provided advisories to the farmers. Our scientists like our defence forms are giving dedicated service to the nation by reaching out to the farmers even in the remote locations.


· India is a village-based country with over 6.38 lakh villages. We have nearly 138 million households with 85 percent being marginal (67%) and small (18%) households. Over 96 percent of the Tripura farmers are marginal and small farmers. Such farmers are more vulnerable and need the correct technical information on the agricultural technologies the most. Even though, most of the technologies developed by our scientists are scale neutral, yet, I would ask my scientists to give higher priorities to develop appropriate technologies for the benefit of the farmers of these vulnerable categories.


· Our scientists through their dedicated efforts have been able to bring, green revolution, white revolution and blue revolutions in the country. Our food grain production since 1951 has increased by 5 times, horticultural production by 9.5 times, fish production by 12.5 times, milk production by 7.8 times, egg production by 39 times. This has affected our food and nutritional security favourably. These achievements of our agricultural scientists have earned wide national and international recognition.


· Under the Soil Health cards scheme of the Government, the target set for Tripura was 0.32 lakh samples per year during 2015-16 and 2016-17 which has been achieved by the state. A total 1.81 lakh soil health cards were to be distributed among the farmers of the state of which only 0.78 lakh soil health cards could be distributed so far. The Govt. of India had allocated Rs. 100.30 lakhs for the activity of which only 41.09 lakhs could be utilised by the state government. An outstanding Rs. 59.21 lakhs still needs to be utilised by the state Government. The Government of Tripura is requested to take urgent steps to utilise this amount also and distribute remaining soil health cards among the farmers of the state on an urgent basis.


· Under the soil health management scheme, an amount of Rs. 78.80 was provided for the establishment, during last 2 years, of 1 mobile lab, 1 stationary lab and 5 soil portable testing units. Although the amount has been utilised by the State, the progress report on the establishment of these labs has not been submitted by the state government to the central government. During the year 2016-17 the state government was allocated a budget of Rs. 356.93 lakhs to establish 1 mobile lab, upgrade 2 stationary labs, establish 100 additional mini soil testing units and train 32 state govt. employees in these aspects, of which only Rs. 78.8 lakhs has been spent by the state. I again urge the state government to expedite the activity so that the farmers of the state are benefited from the activity.


· Under the scheme More Crop per Drop, the Government had provided d an amount of Rs. 2 crores to the State Govt. to create basic infrastructure for irrigation in 444 ha area. For this activity also, the state Government is yet to submit the progress report. Pending the receipt of the progress report and the utilisation certificate, it may not be possible to release further amount on the account to the state.


· Under Pradhan Mantri Krishi Sinchayee Yojana (PMKSY), the state was provided an amount of Rs. 1.55, crores during 2015-16 also which are year to be spent by the state neither any intimation has been submitted to the Union Government in this regard. Due to the lack of application of the concerned state department, the benefit of such an important scheme is not reaching the farmers I would like to draw the attention of the Government on this vital aspect. As regards the Rajya Krishi Bazar (State Agriculture Market), also the state has to amend its Mandi Act appropriately.


· Under Paramparagat Krishi Yojana (PKY), amounts worth Rs. 356.90 and Rs. 32.12 lakhs respectively were released to the state during 2015-16 and 2016-17 out of which the state is yet to spend n amount of Rs. 10-2.94 lakhs due to which the progress of the scheme is not as expected.


· For the implementation of the E-NAM scheme, the state governments are required to make necessary amendments in their Mandi Acts and incorporate certain new provisions. These provisions include, electronic trading, unified levying of Mandi fee and issuing integrated licence to the traders. The Tripura Government has not made these amendments so far neither any proposal to link the state Mandis under E-NAM scheme has been received from the state government. Due to this reason, none of the Mandis from Tripura has so far been able to link with E-NAM.


· Government of Tripura can join the E-NAM scheme by incorporating these amendments, which can work as catalysts in doubling the income of the farmers of the state.

Fisheries Development:



In Tripura, 18000 hectors inland area is covered under water, It has 1200 KM river and canal length, 5000 big ponds and 13000 hectors small ponds. As such, state has great scope of fish cultivation. Though, fish production in this state has grown at the rate of 26 % during year 2007-08 but, during last 2 year it has gone down to below 2 %. The national average of fish growth is around 6.2 %. Therefore, the state has to make serious efforts to increase the growth in fish production atleast upto national level.



Under various schemes of the Fisheries Department of the Ministry of Agriculture & Farmers Welfare, Government of India, the state of Tripura was provided Rs. 241.24 lakhs during 2013-14, Rr 54.89 lakhs during 2014-15 and Rs. 361.16 lakhs during 2015-16 and again Rs. 867.88 lakhs during 2016-17. It is hoped that the Fisheries Development activities pick up the desired pace and the farmers of the state are benefitted adequately from the scheme.



· Agriculture is the state subject. The commitments of the state government towards agriculture development is essential. Our combined efforts in this direction will help us to realise the Lab-to-Land initiative of our Hon’ble Prime Minister. Since Tripura is a predominantly forest driven economy, the cooperation of the forest ministry is also key in this regards.


i) This state inhabits 266 species of medicinal plants, which needs to be exploited for their medicinal and economic benefits.


ii) The productivity of the rice, wheat, maize, pulses, sugarcane, cotton, jute, oilseeds and potato is very good in the state of Tripura. Potential fruit species are mango, pear, orange and jackfruit, coconut etc.


iii) There is huge potential for fisheries development in the state.


iv) Livestock farming is an integral part of the agricultural economy of the region. Efforts are required to develop the indigenous animal resources for developing in to organic based production systems.


v) Despite being large producer of Litchi, the benefits of Litchi farming do not reach Tripura farmers. The Litchi produced in Tripura goes to Bangladesh for processing and the juice is imported into the country, which needs urgent correction.

It is my firm belief that our KVKs will take more serious efforts to take the new agricultural technologies amongst the farmer’s field, which will not only enable us to achieve the food and nutritional security of our people and double the incomes of our farmers in the targeted manner but also help the country in becoming a major exporter of the agricultural commodities. I would urge the KVKs to upload all the essential and required information on the KVK portal which could be used by the farmers to solve their problems and improve their incomes. Let’s us work unitedly to make our country a prosperous nation together.

Manipur CM calls on DoNER Minister Dr Jitendra Singh

The Chief Minister of Manipur, Shri N. Biren Singh called on the Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh here today and discussed a wide range of issues related to several ongoing projects in the State.


The initial one-to-one meeting between the Chief Minister and the DoNER Minister was followed by a joint meeting in which officers from the State Government and the DoNER Ministry also participated. One of the important issues that came up during the discussion was setting up of Sports University near Imphal which was announced by Prime Minister Shri Narendra Modi nearly two years ago, but had got delayed on account of certain procedural and land acquisition issues on the part of the State Government. It was decided that with the cognizance of the Sports Ministry, the project will soon be put on fast-track.


Dr Jitendra Singh told the Chief Minister that the Ministry of DoNER, through its NLCPR (Non-Lapsable Central Pool of Resources) Fund, will donate Rs.48 crore for fitting flood lights for the Hockey Stadium in Khuman-Lampak Sports Complex.


Dr Jitendra Singh said that the DoNER Ministry will also help the Government of Manipur in the construction of women’s markets in different districts of the State depending on the priority of the State Government. Another proposal was for supporting the setting up of a mini-Secretariat in different districts of Manipur, which can however be taken up later in due course.


The novel idea of starting an "Air-dispensary-cum-ambulance" helicopter service, which was mooted by Dr Jitendra Singh a few months ago, will be carried forward through North-Eastern Council. This will serve as a blessing for people living in remote peripheral areas with little accessibility to healthcare centres. The Air dispensary will have the provision of a Specialist doctor with necessary facilities to hold OPD in different Panchayat areas and also transport the sick patients to the required hospital by the same Chopper.


Dr Jitendra Singh also suggested to Shri Biren Singh to hold a showcasing event in Delhi where the various rich attributes of Manipur, ranging from handicraft to theatre heritage, could be exhibited for the benefit of the rest of the country.

Transportation Infrastructure for North Eastern States

Transportation and other infrastructure play important role in development, particularly in the North Eastern States.

Indian Railways have laid great emphasis on improvement in railway infrastructure in the North Eastern Region. 20 major railway projects consisting of 13 new lines, 2 gauge conversions and 5 doublings having aggregate length of 2624 kms have been taken up.

Ministry of Road Transport and Highways has formulated the Special Accelerated Road Development Programme for North East (SARDP-NE). SARDP-NE Phase ‘A’ covering 4099 kms and Arunachal Pradesh Package of Roads and Highways covering 2319 kms, is presently under implementation. In addition, improvement of roads in the States of Assam and Meghalaya has been taken up. Construction of Greenfield Airport at Pakyong (PDC-Sept.2017) and operationalising the non-operational airport at Tezu (PDC-Sept.2018) have been taken.

Ministry of Development of North Eastern Region recently sanctioned the project proposal for protection of Majuli Island from flood and erosion of river Brahmaputra under Non-Lapsable Central Pool of Resources – Central (NLCPR-Central).

Ministry of DoNER is also sanctioning infrastructure projects under its schemes Non- Lapsable Central Pool of Resources, Social and Infrastructure Development Fund and through the North Eastern Council for bridging gaps in infrastructure.

Private Investment in NER

Union Ministries are implementing schemes in the North Eastern Region for socio-economic development. Some important projects include Special Accelerated Road Development Programme - North East (SARDP-NE) for development of roads, Comprehensive Telecom Development Plan, North East Region Textile Promotion Scheme (NERTPS), North Eastern Region Power System Improvement Project (NERPSlP) and North East Road Sector Development Scheme (NERSDS) for Inter-State neglected roads. In addition to these projects, Ministry of Development of North Eastern Region also provides funds to States of North Eastern Region under its Non-Lapsable Central Pool of Resources (NLCPR) scheme and projects sanctioned under North Eastern Council.

As per information provided by Ministry of Commerce & Industry, an investment of Rs. 11466.22 crore has been made till date under North East Industrial and Investment Promotion Policy (NEIIPP), 2007.

Upgradation of North Eastern Council

The Hon’ble Prime Minister, in his address to the 65th Plenary of the North Eastern Council held on May 27, 2016 suggested that the NEC needs to be re-oriented and upgraded as a state-of-the-art resource centre for the North Eastern States with necessary resources, knowledge and skills.

A tripartite Memorandum of Understanding between Ministry of Development of North Eastern Region, North Eastern Council and Rajiv Gandhi Indian Institute of Management (RGIIM), Shillong was signed on 15th October, 2016 for setting up of ‘Dr. APJ Abdul Kalam Centre for Policy Research and Analysis in North East’ at RGIIM, Shillong to provide strategic policy vision on behalf of NEC on subjects relevant to NER development like livelihood, Act East Policy, biodiversity, organic food basket, bamboo mission and horticulture as part of the efforts to build a virtual network of institutes.

Grand Finale of ‘Smart India Hackathon-2017’

The Grand Finale of Smart India Hackathon-2017 will be hosted on April 1 & 2, 2017 by Ministry of Development of North Eastern Region at Girijananda Chowdhury Institute of Management & Technology (GIMT), Guwahati, along with All India Council for Technical Education (AICTE) under Ministry of Human Resource Development.

The Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh’s message for Smart India Hackathon-2017 reads "Digital Solutions along with appropriate technologies have the potential to catalyse development solutions in the North East States".

Ministry of Development of North Eastern Region is a premier partner in this initiative and has identified 11 problems, on which the 31 teams (6 students & 2 mentors per team) shortlisted by the Ministry would build innovative digital solutions at GIMT, Guwahati. The GIMT, Guwahati has been selected as the only nodal centre in the North East, among 26 other nodal centers across the country. The two-day event will witness 10,000+ participants, working non-stop for 36 hours to build products/solutions on the problems identified by different Ministries/ Departments across 26 locations in India. The prizes under different categories include Rs.1,00,000 for the winner, Rs.75,000 for the first runner up and Rs.50,000 for the second runner up and also get a chance to be part of the NASSCOM’s 10,000 Startups programme.

Smart India Hackathon-2017 was launched on November 9, 2016 in New Delhi to harnesses creativity & expertise of students, builds funnel for ‘Startup India, Standup India’ campaign, crowd sources solutions for improving Governance and quality of life and gives opportunity to citizens to provide innovative solutions to India’s daunting problems. Out of the 7531 ideas received for 598 problems identified by 29 Ministries/ Departments, 1266 ideas have been shortlisted for the Grand Finale. Smart India Hackathon-2017 will be the first massive scale hackathon initiative in India.

Development of Coastal and Port Connectivity Roads under Bharat Mala Project

The Bharatmala Pariyojna, inter-alia, comprises development of Corridors, Border roads, Coastal and Port Connectivity roads etc. The highways are envisaged to be constructed under PPP pattern like Build-Operate-Transfer (Toll) [BOT (Toll)] and Hybrid Annuity Mode (HAM) as well as under Engineering, Procurement and Construction (EPC) mode. Assam Emerging as Economic Hub of East India And South East Asia, Says President

The President of India, Shri Pranab Mukherjee inaugurated the ‘Namami Brahmaputra’ festival in Guwahati, Assam today (March 31, 2017).

Speaking on the occasion, the President said Assam is emerging as an economic hub of East India and South East Asia. It is the gateway and most effective location to put into effect the Prime Minister's Act East policy. He said South East Asia is an important destination for India's investment and trade. India will soon celebrate 25 years of its association with ASEAN.

The President said Assam has immense potential. It is rich in natural resources and its people are hard working. What is needed is strong drive, right policies and effective implementation. Referring to the diverse and distinctive culture of Assam, the President said India's strength was its ability to manage diversity and forge unity in divergence. It was not just the elites but also the common people who were firmly committed to trust, mutual understanding and harmony. He said Indians were argumentative but never intolerant. Our traditions, including the teachings of Assam's great scholar and social reformer Shankaradev never allowed the practice of intolerance.

The President said Brahmaputra River is the lifeline of Assam and the region. It is intertwined into the economy, culture and day-to-day life of the people of the area through which it flows. He complimented the State Government for having started ‘Namami Brahmaputra’ as an annual festival to showcase Assam’s culture as well as potential.

Amount earmarked for North Eastern States

All the Ministries/Departments (except those specifically exempted by Ministry of Development of North Eastern Region) are required to spend 10% of their annual Gross Budgetary Support (GBS) from their allocations under various schemes for the benefit of North Eastern Region.

The Ministry of Development of North Eastern Region compiles expenditure figures from non-exempted Ministries/Departments on annual basis. The allocation and actual expenditure figures in respect of these Ministries/Departments are forwarded to Ministry of Finance for vetting.

The Ministry-wise lump-sum allocation to the North Eastern Region is made through the Union Budget. While some schemes have State-wise allocation, others are sectoral. Through a system of continuous monitoring, review and follow-up, all attempts are made to ensure that the amount allocated to the State under the NLCPR Scheme of this Ministry is spent by the State Government.

Objectives of SARDP-NE

Ministry of Road Transport and Highways has formulated the Special Accelerated Road Development Programme for North East (SARDP-NE) for North Eastern Region and Sikkim.


The scheme, SARDP-NE was formulated with the following objectives:

· Up-gradation of National Highways connecting State Capitals to 2/ 4 lane;

· Providing connectivity to 88 District Headquarter towns of NER by at least 2-lane road;

· Providing road connectivity to backward and remote areas of NE region to boost socio - economic development;

· Improving roads of strategic importance in border areas;

· Improving connectivity to neighbouring countries.


The total amount allocated during the financial year 2015-16 for the projects/schemes under SARDP-NE was Rs.4900.00 crore, against which expenditure was Rs.4850.00 crore.
