Dr Jitendra Singh invites young Start-Ups to Northeast

The Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh invited young Start-Ups from all over India to come to Northeast and try their fortune through unexplored potentials of the region.

Addressing a gathering of participants, after going through the various stalls put up at the "Skill India" exhibition at the Jawaharlal Nehru Stadium here today, Dr Jitendra Singh said, while all the avenues of livelihood and new ventures are gradually getting exhausted in other parts of the country and States, the immense unexplored avenues and potentials of North Eastern region are still available and beckoning the young entrepreneurs to come and try their luck.

In addition, Dr Jitendra Singh also referred to the decision taken by the Ministry of Northeast to provide "Venture Fund" to any youngster who wishes to set up an entrepreneurship in the region. He said, this provision will be in addition to the provisions already available in Prime Minister's "Start-up India, Stand-up India" programme, which includes provision of tax holiday as well as 3-month exit period. He disclosed that over 65 proposals from youngsters all over India are under process to avail of the "Venture Fund" for setting up entrepreneurship in the Northeast. He also informed that the first lot of Venture Fund documents were handed over to the new Start-Ups by Prime Minister Shri Narendra Modi himself during his visit to Aizawl, Mizoram in December last year.

Launched a few months ago, Dr Jitendra Singh said, “Venture Fund” has already become popular among the youngsters. If we are able to move forward with the plan that we have envisaged for ourselves, he said, the day is not far when Northeast will become a favourite destination for young Start-ups from all over India. With its vast unexplored avenues, he said, those looking for livelihood will soon find a potential enterprise in the Northeast, particularly in fruit, food, handicraft and tourism industry, he added.

Northeast Venture Fund, said Dr Jitendra Singh, is the first dedicated venture capital fund for North-Eastern region and the initiative to set it up began in April last year. He further explained that “North-East Venture Fund” has been set up by North Eastern Development Finance Corporation Ltd (NEDFi), which already has the mandate to encourage entrepreneurship in the region, primarily by offering support to the first-generation entrepreneurs. In addition, the NEDFi also performs the role of hand-holding and capacity building, he said.

Recalling Prime Minister Shri Narendra Modi’s visit to Shillong in May, 2017 when he had stressed the importance of entrepreneurship in the region, Dr Jitendra Singh said, the region has huge potential for young Start-Ups unlike many other parts of the country and hoped that the patronage being provided by the Central government will make up for the constraints faced by a youngster when he sets out to be on his own.

Government sets up the “NITI Forum for Northeast”

Forum to identify constraints and recommend suitable interventions for speedy and sustainable growth in NER

The Union Government has issued order setting up the ‘Niti Forum for North-East’. The forum will be co-chaired by the Vice-Chairman of NITI Aayog and Minister of State (I/C), Ministry of Development of Northeastern Region (DoNER). The forum will have its Secretariat in the Ministry of DoNER.

The NITI Forum for Northeast is tasked to identify various constraints on the way of accelerated, inclusive and sustainable economic growth in the North East Region of the country and to recommend suitable interventions for addressing identified constraints. It will also review the development status in the NER.

Members of the Forum will include Secretaries of Ministries of Road Transport & Highways, Railways, Power, Water Resources, River Development & Ganga Rejuvenation, New & Renewable Energy, Health & Family Welfare, Human Resource Development, Environment, Forest & Climate Change. Chief Secretaries of Northeastern states of Assam, Sikkim, Nagaland, Meghalaya, Manipur, Tripura, Arunachal Pradesh and Mizoram will also be members of the Forum. Secretary, North East Council (NEC), Shillong will be Member Secretary. Joint Secretary (NE), MHA, besides a number of experts from various fields will also be members of the Forum.

The Forum may examine and address any other issues which are of importance but not specifically spelt out in its Terms of Reference. It may devise its own procedure to conduct its business/meetings/fields visits or constitution of Sub-Groups etc.

Inter-Ministerial Committee (IMC) on Medicinal and Aromatic Plants (MAPs) for NER

The first meeting of IMC on MAPs is scheduled to be held on 12th of March. The meeting will be co-chaired by Secretaries of DoNER and AYUSH. The Ministry of Development of North-East Region (MDoNER) will be the coordinator for the IMC of MAPs. IMC will also suggest actionable measures for enhancing the livelihood and economic transformation based on cultivation and sustainable management of MAPs resource in North East Region.

An Inter-Ministerial Committee (IMC) on Medicinal and Aromatic Plants (MAPs) has been set up for the North Eastern Region (NER). This was decided after a meeting between Secretaries of DoNER and AYUSH. The IMC is to create synergy in various programmes of the Union Government to enable medicinal and aromatic plants sector become vibrant and develop the resources to its potential.

The first meeting of IMC on MAPs is scheduled to be held on 12th of March. The meeting will be co-chaired by Secretaries of DoNER and AYUSH. The IMC will facilitate coordination among Ministries and Departments in various programmes being implemented on conservation, sustainable management and development of MAPs in NER for enhancing the livelihood and economic transformation.

The Ministry of Development of North-East Region (MDoNER) will be the coordinator for the IMC of MAPs. The Committee will review the existing mechanism or institutional arrangements for management and development of MAPs resources of NER. The IMC will identify gaps in the existing mechanism or institutional arrangements, suggest a policy intervention for optimally harnessing the MAPs resources of NER and accelerating the development of MAPs sector, suggest a Plan of Action for dovetailing of the schemes and programmes of concerned Ministries and Departments. The IMC will also suggest actionable measures for enhancing the livelihood and economic transformation based on cultivation and sustainable management of MAPs resource in North East Region.

The IMC will comprise members from various Ministries, Departments and several organisations in the relevant fields.

'Inclusive' growth inherent to rise of 'New India': Dr Jitendra Singh

The Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh said here today that "inclusive" growth is inherent to the rise of "New India".



Addressing the Plenary Session of the International Conference of "Inclusive Tribal Congregation", Dr Jitendra Singh said the Prime Minister Shri Narendra Modi's dream of "New India" is inspired by equitable growth of each section of society, regardless of the socio-economic background. The government has envisaged for itself the objective of empowering the poor to enable them to eradicate their own poverty, he added.



In the global world today, where distances and time - gaps have tremendously narrowed down, Dr Jitendra Singh said, "inclusiveness" is the only option available to move forward. The government is inspired by the ideology of "inclusiveness" which was postulated half a century ago by Pt. Deen Dayal Upadhyay, who defined the concept of "Antyoday", he added.



Dr Jitendra Singh said a series of innovative new programmes initiated by the Central Government in the last three years have been inspired by the idea of making every section of society a part of India's growth story and the most striking example of this are schemes like "Jan Dhan Yojana", "PM Krishi Vikas Yojana", etc. Similarly, this approach of "inclusiveness", he said, has been seriously conscious of the fact that over 70% of population of India today is below the age of 40 years and schemes like "Start-up India, Stand-up India" or "Mudra Yojana" are meant to ensure their "inclusiveness".



As for the tribes, Dr Jitendra Singh said, the best example is offered by Northeast, where we have more than 200 tribes but many members of the tribal communities have excelled themselves in their respective fields of activity and have today emerged as role models for other communities and so called mainstreams of society. This has also been partly possible, he said, because of modern technology and hi-tech means of easy accessibility to information and easy connectivity with peers across the world.



PM Shri Narendra Modi's economic reforms are not mere economic reforms but also social and behavioral reforms with a long term impact, said Dr Jitendra Singh.

Entire country dependent on Eastern region for food security:Union Agriculture Minister Integrated agricultural system model will help in enhancing food and nutrition security and also in increasing income: Shri Radha Mohan Singh

The Union Minister of Agriculture and farmers’ Welfare Shri Radha Mohan Singhaddressedthe 18th Foundation Day celebrations of the Indian Council ofAgricultural Research - Research Complex for Eastern Region (ICAR-RCER) in Patna, Bihar.Addressing the gathering, Shri Singh said the ICAR-RCER, Patna has not only been working in the areas of paddy, wheat, pulses and oilseeds, but is also doing commendable work in crop diversification, livestock development, fishery management, water management, horticulture, agro-forestry and soil science. He said the purpose of ICAR-RCER, Patna, is to work for sustainable farming in seven Eastern States whose geographical area is only 22.5% whereas its population is 34%. Besides, 31% of the total livestock is found in this region.

The Minister said that the entire country is dependent on the Eastern region for food security. The Gangetic plains, being extremely fertile, are able to ensure food security of the entire country. The Eastern Plateau can play an important role in increasing yield in fruits and vegetables. He further said that in the current scenario, the Eastern region leads in the production of rice, vegetables and freshwater fish and ensures 50%, 45% and 38% production in rice, vegetable and fish at the national level respectively. With a focused development of this region, he said, the region is capable of playing an important role in the production of pulses, oilseeds, fruits, vegetables, milk, fish and grains.

Shri Singh alsosaid that agricultural mechanization, impact of climate change on agriculture, excessive wetland & population density, livelihood of landless farmers, development of 100 lakh hectares of fallow land are big challenges on which emphasis must be given. Despite abundance of ground water in the Eastern region, the region lacks groundwater harnessing due to lack of energy. He said that the Prime Minister Shri NarendraModi led Government’s focus is on increasing electricity generation and ensuring power supply for household and agriculture will help alleviate this problem.

The Minister added that for research on integrated farming by ICAR, a new research center has been established in Motihari for intensive research, technical creation and dissemination.For this, six scientists have already been appointed. Integrated agricultural system model has been developed in Patna, Pusa, Sabour, Madhepura, Kaimur and Buxar. This model will help in enhancing food and nutrition security and also in increasing income. So far, 1450 farmers have embraced this model and have earned profit ranging between Rs.1.8 lakh and Rs.2.5 lakh per hectare/year. Alongside agriculture, with optimal use of dairy, fishery, beekeeping, silk& mushroom farming, food processing and value addition, farmers can enhance their income and ever create employment opportunities. A progressive farmers’ database has also been created in Bihar and Jharkhand which provides information about their work so that farmers in other regions could benefit from it and contact them.

Setting Up of World Class Football Academy in Manipur under Consideration: Col. Rathore

A group of 20 students along with their teachers from Chandel district of Manipur here today called on Minister of State (I/C) of Youth Affairs & sports Col. Rajyavardhan Rathore. The students aged between 11- 16 years are currently on a National Integration Tour organized by Assam Rifles.

During their interaction, it was conveyed to Col. Rathore that for all the students this is the first trip outside their home district and before this tour they never had any experience of journey by train or bus.

Col. Rathore asked the students about their hobbies, studies and their interest in sports. He noted the remarkable presence of 8 players in the Indian Squad from the Manipur state during the FIFA U 17 world cup and asked the students to prepare hard in the sport of their choice so that they can participate in future editions of Khelo India School Games. He said, his ministry is actively considering for setting up a world class Football academy in collaboration with the state government in Manipur. Wishing well all the students for their future endeavors, he said the exposure during the tour will widen their horizon of thinking and they will realize their full potential to achieve best in their future career.

Dedicated Venture Fund for the North Eastern Region (NER) with a corpus of Rs.100 crore

The Ministry of Development of North Eastern Region has supported North Eastern Development Finance Corporation Ltd (NEDFi) to set up a dedicated Venture Fund for the North Eastern Region (NER) with a corpus of Rs.100 crore. This was stated by the Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh, in a written reply to a question in the Lok Sabha today.

He said, a Committee under the chairmanship of Chief Executive Officer (CEO), NITI Aayog consisting of Secretaries of Ministries/ Departments of Development of North Eastern Region, Expenditure, Commerce, Skill Development and Entrepreneurship, Micro, Small and Medium Enterprises (MSME), Textiles, Tourism, Health and Family Welfare, Power and Industrial Policy and Promotion has suggested a roadmap for a new industrial policy for North Eastern States, after consultation with stakeholders.

The Minister said, some Ministries are also implementing specific Schemes/Incentives to attract investments in the North Eastern Region. Ministry of Micro, Small & Medium Enterprises is operating a scheme for Promotion of MSMEs in N.E. Region. A new scheme SAMPADA (Scheme for Agro-Marine Processing and Development of Agro-Processing) is being implemented by the Ministry of Food Processing Industries (MoFPI). Under this scheme, grants-in- aid are provided on more concessional terms for the North Eastern States for setting up Mega Food Parks, Integrated Cold Chain and Value Addition Infrastructure etc. A specific Scheme called North East BPO Promotion Scheme (NEBPS) for attracting investment is being implemented by the Ministry of Electronics & Information Technology.

New India will be inspired by aspirations of youth: Dr Jitendra Singh

A group of students from MIT School of Government, Pune, Maharashtra, met the Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh here today. The group included 24 students from different states belonging to the Master’s Program in Government. The students are on a National Study Tour and are currently in Delhi. They have visited Election Commission of India, Parliament and also met the leaders of various political parties during their visit. The students discussed various issues relating to the developments in the country including North Eastern Region (NER) and the state of Jammu and Kashmir.

While interacting with the students, Dr Jitendra Singh said that modern technology is an important tool in the hands of people these days and it has immense power to change the lives of people. He also cautioned that social media should be utilised by people for the benefit of country and for disseminating awareness about Government schemes. He also discussed various schemes of Government such as Pradhan Mantri Jan Dhan Yoajana, Beti Bachao, Beti Padhao and Pradhan Mantri Mudra Yojana, among others. It is our duty to inform people at the ground level about these Government schemes, he added. The Minister also emphasised on meeting the aspirations of last man in the queue.

The Minister said that ‘New India’ will be inspired by the aspirations of youth and the country cannot ignore the aspirations of this part of population which consists of about 70% of its population. He said that India under the leadership of Prime Minister Shri Narendra Modi has emerged as a world power. The Minister said that we are an evolving democracy and we have evolved through these 70 years post-independence. The youth will decide the future roadmap of the country, he added. He also emphasised on the development of self by individuals to become effective leaders.

Consultations for framing policies

In 2017-18, Ministry of Development of North Eastern Region formulated the Guidelines for Central Sector North East Special Infrastructure Development Scheme (NESIDS) restructuring existing Non-Lapsable Central Pool of Resources (NLCPR) Scheme after due consultation with concerned stakeholders of the State Governments of North Eastern Region and line Ministries of Government of India. The key suggestions made during the consultations for the formulations of NESIDS and accepted by the Government of India are as under:-

  1. Projects of physical infrastructure sector like water supply, power, connectivity, promoting tourism and infrastructure in social sectors for education and health are to be taken up under the scheme.
  2. Funds are to be routed to the Implementing Agency through the treasuries of the State Government;
  3. State treasuries are to be linked with PFMS Portal of the Ministry for smooth flow of funds.
This was stated by the Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh in a written reply in the Rajya Sabha today.

“Government committed to take people-centric initiatives, generate jobs for socio-economic development of the North Eastern Region’: Dr Harsh Vardhan

Technology Business Incubation Centre inaugurated in Manipur

Emphasising the Government’s commitment to undertake initiatives that are people-centric and boost the income of farmers, as well as generate jobs for the socio-economic development of the North-Eastern region, Union Minister for Science & Technology, Earth Sciences and Environment, Forest and Climate Change, Dr. Harsh Vardhan has said that the North East is a special focus of the Government. Inaugurating the Technology Business Incubation Centre at the campus of the Institute of Bioresources and Sustainable Development (IBSD) in Imphal, Manipur today, the Minister stated that this Centre will help in nurturing new and small biotechnology-based enterprises and help the unemployed youth and farmers of the North-East region to survive and grow their businesses through the early stages of development.

“The initiative of IBSD is in line with the vision of the Prime Minister of this region as a Natural Economic Zone”, Dr Vardhan said. Recalling his visit to IBSD in February 2015 to lay the foundation stone for a Technology and Skill Development Centre, the Minister pointed out that in the last three years, IBSD has increased its impact through its physical presence in four North Eastern states – Sikkim, Meghalaya, Mizoram and Manipur. Dr. Vardhan underlined that the Institute is providing a great boost to the Bamboo Mission.

The Minister strongly urged the people of Manipur and the North Eastern region to fulfill the Green Social Responsibility and to become ‘Green Messengers’. He exhorted the people to contribute towards developing a social movement through Green Good Deeds by undertaking one Green Good Deed a day such as planting a sapling, cycling to work, promoting bamboo, strengthening the bioresources, developing a sustainable development programme. “The list of 500 Green Good Deeds can be accessed Dr Harsh Vardhan App”, he added. Dr. Vardhan also rode a bicycle made from bamboo in the campus of IBSD.

Earlier, Director, IBSD, Prof. Dinabandhu Sahoo made the welcome remarks. Institute of Bioresources and Sustainable Development was established in 2001. IBSD is a national institute under the Department of Biotechnology.

The North Eastern region is among the top 10 Mega-Biodiversity Hotspots in the world. The mandate of IBSD is the conservation and sustainable utilization of bioresources for the socio-economic development of the North Eastern region. IBSD has also been making efforts to increase the yield of Black Rice, locally known in Manipur as Chak-Hao and also add more value to it. IBSD has also set up a National Bioresources Park in Imphal East to train farmers and youth for entrepreneurship development in a 40-acre land.

Text of PM’s address at the inauguration of the 105th Indian Science Congress in Manipur

Other distinguished dignitaries on the dais,

Delegates,

Ladies and Gentlemen,


Let me begin by paying my rich tributes to three very distinguished Indian scientists whom we lost in recent times – Padma Vibhushan Prof Yashpal, Padma Vibhushan Prof UR Rao and Padma Shri DrBaldev Raj. They all made out-standing contributions to Indian science and education.

Let us also join the world to mourn the death of one of the greatest physicists of our time,Stephen Hawking - one of the brightest stars of modern cosmology.He was a friend of India and had visited our country twice.The common man knows Hawking's name,not because of his work on black holes, but because of his unusually high commitmentand spirit against all odds.He will be remembered as one of the world’s greatest motivators of all time.

I am happy to be here in Imphal today,on the occasion of the one hundred and fifth session of the Indian Science Congress.I am delighted to be among scientists, whose work paves the way for a better tomorrow.I am also pleased to see Manipur University hosting this important event.The University is emerging as an important center of higher educationin the North-East. I am told, that this is just the second time in over a century,that the Indian Science Congress is being held in the North-East.This is a testimony to the resurgent spirit of the North East.

It bodeswell for the future.Science has been synonymous with progress and prosperityfrom time immemorial. As the best scientific minds of our nation,all of you gathered here todayare power-houses of knowledge, innovation and enterprise, and are best equipped to drive this change.

The time is ripe to redefine ‘R&D’ as ‘Research’ for the ‘Development’ of the nation – that is ‘R&D’ in the real sense.Science is after all,but a means to a far greater end – of making a difference in the lives of others,of furthering human progress and welfare.The time is also ripe, to commit ourselves to facilitate 'Ease of Living' for 125 crore Indians,through the power as well as potential of science and technology.

I stand here today, in this brave land of Manipur, where in April 1944 NetajiSubhas Chandra Bose's INA gave the clarion call for freedom.When you leave Manipur,I am sure you will also carry the same spirit of dedication to do something ever-lasting for our nation. I am also sure you will continue to work closely with the scientists you have met here.


After all, effective solutionsto big problems of science and technology,also require close cooperationand coordination among scientists across diverse streams.The Union Governmenthas initiated several new programs for theNorth-Eastern States,in the area of science.Agro-MeteorologicalServices are being provided under the ग्रामीणकृषिमौसमसेवा.This is benefiting over five lakh farmers.We are now working to expand this networkto all districts of the North-East.Several new centers are bringing relevant science and technologyto the North-East.An “Ethno Medicinal Research Centre”has been set up in Manipur.This will undertake research on the wild herbs availablein the North Eastern region,which have unique medicinal and aromatic properties.

State Climate Change Centreshave been set up in seven North-Eastern States. They will undertake risk analysis, and raise public awareness about climate change.We have freed “bamboo” from being treated as a ‘Tree’ species, and classified it as a “Grass,” which it scientificallyis. For this, we changed a decades old law. This amendment will allowfor the free movement of bamboo.It will ensure that the production and consumption centers are seamlessly integrated. It will make farmers realize the true potentialfrom the entire value chainin the bamboo ecosystem.Government is also revamping the National Bamboo Mission with an outlay of Rs. 1200 crore. States like Manipur will benefit from this decision.

The Indian Science Congress has a rich legacy. It has been led by some of India’s tallest scientists, such as Acharya J.C. Bose, C.V. Raman,MeghnadSaha and S.N. Bose. New India, should seek inspiration from the high standards of excellence, set by these great scientists.During our interactions on various occasions, I have exhortedour scientists to seek solutions to our socio economic problems.I have urged them to take up new challenges to benefit the poor and deprived sections of society.

In this context, the theme chosen for the Indian Science Congress this year, is quite appropriate: “Reaching the Unreachedthrough Science and Technology”.The theme is very close to my heart.

Take the case of RajagopalanVasudevanrecognized with a Padma Shri in 2018.He is a professor from Madurai who developed and patented an innovative method to reuse plastic waste in the construction of roads.The roads made using this method are more durable,water resistant and load bearing. At the same time he has found a constructive use for the ballooning problemof plastic waste.Professor Vasudevan has given this technology to the Government for free.This technology has already been used to lay over 5,000 kilometers of roads across 11 states.

Similarly, Arvind Gupta has been recognized with a Padma Shri in 2018,for inspiring generations of studentsto learn Science from Trash by using household materials and garbage to make toys for scientific experiments.ChintakindiMallesham was given a Padma Shri in 2017,for inventing the Laxmi ASU Machine which significantly reduced the time and labour required to weave Sarees.I therefore urge you to direct your research and innovationtowardssolving the problems of our times and meeting the aspirations of our people. Scientific Social Responsibilityis the need of the hour.

The Session’s themealso raises some questions.Have we done enough to ensure that children in Indiaare sufficiently exposed to science?Are we giving them a conducive environment to develop their inherent talent? Our scientific achievements need to be actively comunicated to the society. This will help inculcate scientific temper among the youth. It will also excite and attract our young minds to careers in science. We have to throw open our national institutions and laboratories to our children.I call upon scientists to develop an appropriate mechanism for interaction with school-going children.I also urge them, to spend 100 hours every year, with 100 students of Classes 10,11 and 12 discussing various aspects of science and technology. 100 hours and 100 students, imagine how many scientists we can nurture this way!

We are committed to increasing the share of non-fossil fuel based capacity in the electricity mix above 40 per cent by 2030. India is a leader in the multi-country International Solar Alliance and in Mission Innovation. These groupings are providing a thrust to R&D for clean energy. The Department of Atomic Energy is setting up ten new domestic Pressurized Heavy Water Reactors of 700 Mega Watt capacity each. This is a major boost to the domestic nuclear industry. It strengthens India’s credentials as a major nuclear manufacturing nation. In recent times, CSIR has developed a hand-held milk tester, which helps every family to test quality of milk within seconds. CSIR has also achieved breakthroughs in developing diagnostic kits for rare genetic diseases and high value aromatic and medicinal plants used by farmers to increase their income.

We are making concerted efforts to achieve complete elimination of TB from India. A few days ago, at the ‘End TB Summit’ in New Delhi, we demonstrated our commitment to eliminate TB from India by 2025, five years ahead of the WHO target of 2030. Our space research program has the capacity to successfully place over one hundred satellites in space in one go.This has been made possible through the hard work and dedication of Indian Scientists.

After the success of Chandrayan-1 we plan to launch Chandrayan-2 in the coming months.This fully indigenous effort will include landing and travel on the surface of the moon by a rover.The greatest scientist of the last century,Albert Einstein had given the theory about “gravitational waves”.It is a matter of immense pride for all of usthat 37 Indian scientists from nine Indian institutions participated in the international Laser Interferometer Gravitational Wave Observatory (LIGO) Collaboration and proved this theory correct three years ago_Our Government has already given approvalto establish third LIGO detector in the country. It will expand our knowledge in basic Sciences in the areas of lasers, light waves, and computing. I am told that our scientists are tirelessly working towards making this a reality. I have talked about developing Clusters of Excellence in Science in Cities, around important Scientific Institutions.The objective is to create city-based R&D Clusters, which will bring together all Science and Technology partners, from Academia to Institutes, to Industries to Startups.This will help promote new discoveries, and create globally competitive vibrant research hubs.

We have recently approved a new “Prime Minister’s Research Fellows” scheme.Under this Scheme, bright minds from the best Institutions in the country,namely, IISc, IIT, NIT, IISERand IIIT will be offered direct admission in Ph.D. Programme in IIT and IISc.This scheme will help address the brain-drain from our country. It will go a long way in promoting indigenous research in cutting-edge Science and Technology domains.

India faces major socio-economic challengeswhich affect large sections of our population. We need science and technology to help us make India clean, green and prosperous. Let me re-iterate some of my expectations from scientists. A large section of our tribal population is affected by सिकलसेलअनीमिया. Can our Scientists come up with a simple, cost-effective solution to this problemin the near future.A large proportion of our children are affected by malnutrition.To address this problem,the Government of Indiahas launched the National Nutrition Mission.Your suggestions and solutionscan help us meet the objectives of the Mission.

India requires crores of new houses.Can our scientists adopt 3D printing technology to help us meet this demand? Our rivers are polluted. It requires your innovative ideas and new technologiesto clean them.We need a multi-pronged approachincluding efficient solar and wind power,energy storage and electric mobility solutions,clean cooking,conversion of coal to clean fuels like methanol,cleaner power from coal, smart grids, micro-grids and bio-fuels.

We have set a target of having 100 Giga Wattsof installed solar power by 2022. Efficiency of solar modules currently available in the marketis around 17% to 18%.Can our scientists take a challengeto come up with a more efficient solar module, which can be produced in India at the same cost? Imagine the resourceswe will be saving on this account. ISRO uses one of the best battery systemsto run satellites in space.Other institutions can partner with ISROto develop cost effective and efficient battery systemsfor mobile phones and electric cars.We need to develop new procedures,medicines,and vaccinesto get rid of silent killerslike Malaria and Japanese Encephalitis.Research should also be conductedin Yoga, sports, and traditional knowledge disciplines. Small and medium scale industry unitshave been the main-stay for employment generation.With global competition,they are facing increasing challenges.Can our scientific and technological institutions take up the cause of the MSME sectorand assist these unitsin improving processes and products?

We have to be future ready in implementing technologiesvital for the growth and prosperity of the nation. Technology will allowfar greater penetration of services such as education, healthcare, and bankingto our citizens.India should become a major playerin developing technologies,devices,standards and manufacturingfor 5-G broadband tele-comunication networks by 2020. Together with Artificial Intelligence,Big Data Analytics,Machine Learning and cyber-physical systems,effective comunication will be a major ingredientin our success in smart manufacturing,smart cities,and Industry 4.0.Let us aim for India to be among the top 10 countriesin the Global Innovation Index by 2030.

Four years from now,we will be celebrating the 75th year of our Independence.We have collectively resolvedto build a New India by 2022.We need to worktowards shared prosperity,in the spirit of सबकासाथ, सबकाविकास.This goal requires whole-hearted contributionfrom each one of you. The Indian economyis on a high growth trajectory.But we rank low in Human Development Indicators. One of the important reasons for this in-consistency is major inter-stateand intra-state disparity.To address this,we have launched a concerted effortto improve the performance of over 100 Aspirational Districts.We shall focus on important sectorssuch as Health and Nutrition;Education;Agriculture and Water Resources; Financial Inclusion; Skill Development; and Basic Infrastructure.All these sectorsrequire innovative solutions, which cater to local challenges and requirements.The “one size fits all” approachcannot work in this case.Can our Scientific Institutionsserve these Aspirational Districts?Can they catalyze creation and diffusion of appropriate technologies that generate skills and entrepreneur-ship?

This would be a great service to Mother India. India has a rich traditionand a long history of both discovery and use science and technology. It is time to reclaim our rightful place among the front-line nations in this field.I call upon the scientific community to extend its researchfrom the labs, to the land.I am confident that through the dedicated efforts of our scientists, we are embarkingon the road to a better future. The future we wish for ourselves,and for our children.

Text of PM Modi's speech at the laying of the foundation stone of several projects to the nation in Manipur

ईक-होइगी सरकार-बूथाजा-बिरिबा मणिपुर-गी प्रजा पुम-नामाकू थागत-चारी

सबसे पहले मणिपुर की जनता को बहुत-बहुत बधाई।

मुख्यमंत्री श्री एन. बिरेन सिंह जी के नेतृत्व में राज्य सरकार ने कल एक वर्ष पूरे किए हैं। शासन कैसे चलाया जाता है, विकास की योजनाओं पर कैसे काम होता है, स्थायित्व का क्या मतलब होता है, केंद्र और राज्य सरकारें मिलकर कार्य करती हैं, तो उसका क्या प्रभाव पड़ता है, इन सभी प्रश्नों का उत्तर आज मणिपुर की ये भव्य तस्वीर दे रही है।

आपकी आंखों की चमक, आपकी खुशी ये बता रही है कि राज्य सरकार कितना अच्छा काम कर रही है। जिस प्रकार बड़ी संख्या में आप दूर - दराज के इलाकों से यहां हमें आशीर्वाद देने पहुंचे हैं, उसके लिए हम सभी बहुत आभारी हैं।

मैं मणिपुर के लोगों का, यहां के प्रशासन और राज्य सरकार का पिछले एक वर्ष में किए गए कार्यों के लिए, उनकी उपलब्धियों के लिए हृदय से अभिनंदन करता हूं।

मुझे याद है, पिछले साल फरवरी में जब मैं यहां आया था तो मैंने कहा था कि 15 साल में जो कांग्रेस सरकार नहीं कर पाई वो हमारी राज्य सरकार 15 महीने में कर के दिखाएगी। अभी 15 महीने पूरे होने में 3 महीने बाकी हैं लेकिन मणिपुर में बदलाव साफ देखा जा सकता है। पहले की सरकार की नीतियों और निर्णयों से समाज में जो नेगेटिविटी आ गई थी उसे बिरेन जी की सरकार ने बदल दिया है। लॉ एंड ऑर्डर हो, करप्शन और ट्रांसपेरेंसी हो या फिर इंफ्रास्ट्रक्चर से जुड़े काम, हर मोर्चे पर मणिपुर सरकार तेजी से काम कर रही है।

साथियों,

मणिपुर के विकास के लिए आज मुझे करीब-करीब साढ़े सात सौ (750) करोड़ की योजनाओं को शुरू करने या लोकार्पण करने का सौभाग्य मिला है। ये योजनाएं सीधे-सीधे, यहां के नौजवानों के सपनों, उनकी प्रतिभा, उनके रोजगार, महिलाओं के सशक्तिकरण, और क्षेत्र में कनेक्टिविटी से जुड़ी हुई हैं। मेरा विश्वास है कि ये योजनाएं राज्य के विकास को नई ऊंचाइयों पर लेकर जाएगी।

भाइयों और बहनों,

स्पोर्ट्स आज सिर्फ मनोरंजन और स्वस्थ रहने का साधन भर नहीं रह गया है। ये अपने आप में एक उद्योग भी है। आज ये फुल टाइम करियर भी है। हमारी सरकार का प्रयास रहा है कि देश के नौजवानों को स्पोर्ट्स की आधुनिक ट्रेनिंग के साथ हर सुविधाएं दी जाएं। विशेषकर उत्तर पूर्व में लाखों नौजवानो के सामर्थ्य और उनकी प्रतिभा को देखते हुए केंद्र सरकार ने 500 करोड़ रुपए की लागत से नेशनल स्पोर्ट्स यूनिवर्सिटी बनाने का फैसला लिया था। मुझे खुशी है कि इस साल जनवरी से यहां दो कोर्स शुरु भी हो चुके हैं। आज जिस कैंपस का शिलान्यास मैंने किया है, उसका कार्य पूरा होने के बाद यहां के नौजवानों के sports talent को सामने लाने, उसे ट्रेनिंग देने में और मदद मिलेगी।

भाइयों और बहनों,

हमारी सरकार देश को स्पोर्टिंग सुपर पावर बनाने का संकल्प लेकर चल रही है। हाल में ही हमने खेलो इंडिया नाम से स्पोर्ट्स के डेवलमेंट के लिए एक नेशनल प्रोग्राम शुरु किया है। खेलो इंडिया कार्यक्रम के तहत हर साल देश के चुने हुए एक हजार प्रतिभावान एथलीटों पर 5 लाख रुपए तक खर्च किए जाएंगे। मैं मणिपुर के नौजवानों का भी आह्वान करता हूं कि इस योजना का ज्यादा से ज्यादा लाभ उठाएं। हमारा फोकस स्कूली स्तर पर टैलेंट की पहचान कर उसे निखारने का भी है। हाल में ही इस प्रोग्राम के तहत दिल्ली में खेलो इंडिया स्कूल गेम्स का आयोजन हुआ था। मुझे खुशी है कि इसमें भी मणिपुर ने अपना लोहा मनवाया और मेडल टैली में पांचवें स्थान पर रहा। मणिपुर ने देश के बड़े राज्यों को पीछे छोड़ते हुए 13 गोल्ड समेत 34 मेडल जीते। इस के लिए यहां के Youth को मैं बहुत-बहुत बधाई देता हूं। सिर्फ मणिपुर ही नहीं बल्कि नॉर्थ ईस्ट के बाकी राज्यों के बच्चों ने भी शानदार प्रदर्शन इन खेलों में दिखाया है।

साथियों,

आज यहां स्पोर्ट्स से जुड़े एक और बड़े प्रोजेक्ट का लोकार्पण किया गया। मणिपुर का पहला Multi Sports Complex अब यहां के नौजवानों के हवाले है। Multi Sports Complex में यहां के नौजवान यहां ना सिर्फ ट्रेनिंग कर पाएंगे बल्कि अच्छे टूर्नामेंट भी ऑर्गेनाइज कर पाएंगे।

भाइयों और बहनों,

मणिपुर देश का वो राज्य है, जिसने sports के माध्यम से Women Empowerment की बात को सच कर के दिखाया है। यहीं की महिला खिलाड़ियों ने ओलंपिक्स से लेकर कॉमन वेल्थ खेलों तक में देश का नाम रौशन किया है। फुटबॉल, रेसलिंग, बॉक्सिंग, वेटलिफ्टिंग और आर्चरी जैसे खेलों में इस राज्य ने

मैरी कॉम, Mirabai चानू, बॉमबायला देवी लैशराम और सरिता देवी जैसे कई चैंपियंस दिए हैं। Woman power in this state has always been a source of inspiration for the country. Today on this occasion, I salute the great revolutionary and daughter of the nation Rani Gaidinliu. I am also privileged to inaugurate today a park dedicated in her name.

Girls’ education is the foundation for women empowerment. Only sometime back the Central Government launched nationwide ‘Beti Bachao, Beti Padhao’ Program. The Program has elicited nationwide positive results. I am happy that the State government is working to reduce the problems faced by the girls in Hill and Tribal areas for their education. The state government has undertaken construction of a new hostel for girls in the tribal areas. I am fortunate to inaugurate one such hostel today. Women in Manipur are proactively involved in areas ranging from farming to handicrafts. An all Women Market was envisaged so that women do not face any hardship in selling their products. Manipur Government led by Shri Biren ji is getting such markets constructed in the entire state. I have just inaugurated one such market. I would request Shri Birenji to also popularize government e-market place in the state. This is a platform through which you can sell products to the government. Women in Manipur can get huge benefit from this. Today I also inaugurated 1000 Anganwadi Centers in the State. These centers will work as a medium for improving the health of thousands of Mothers and their babies.



They will also benefit from the recently launched National Nutrition Mission on Women’s Day. The objective of the Mission is to have a targeted approach on providing nutritious food, cleanliness, and vaccination.



Doctors, Teachers and Nurses posted in remote and far flung areas of Hill Districts face many hardships due to lack of proper accomodation at their respective places of posting. To address this problem, I have laid the foundation stone for construction of acomodation for teachers, Doctors and Nurses at 19 specified locations in hill and remote areas. I am sure this will go a long way in motivating medical personnel to render dedicated services to the people of these areas.

Our Government’s vision for the North East has been ‘Transformation by Transportation.’ Our focus is on connectivity. Work is also in progress for connecting remote areas of Manipur by helicopter service. Government is also working on various road projects. I have also laid the foundation of an important road project today.

Manipur has a lot to offer on the tourism front: Forests and wildlife, blue hills, lush green valleys, picturesque tea gardens, and diverse culture. Highly educated English speaking youth in the region make for a perfect case for developing Manipur as a model tourist destination. If tapped well, the sector can emerge as the biggest employer in the region.

I also laid the foundation stone for eco-tourism at CheiraoChing, which is a popular hill near Imphal. The foundation stone for a Cave Tourism project has also been laid.

I have always maintained that India’s growth story shall never be complete until the eastern part of our country progresses at par with the western part. The North-East can be the New Engine of India’s growth. We are addressing the special needs of the North East Region to enable growth parity with the rest of the country.

Various Ministries have been providing special dispensation for the North East under their ongoing schemes. All Union Ministries are mandated to spend 10% of their budget in the region and the full utilization of this entitlement is the endeavour of my Government. I have mandated my Cabinet colleagues to regularly visit the region and take stock of schemes for their effective implementation. Till date more than 200 such visits have taken place by the Union Ministers. I have visited the North East more than 25 times in the last 4 years.

The Central Government has given a huge thrust on improving the infrastructure in the region. In the last three years, on an average Rs.5,300 crore have been spent annually for development of Rail Network in the North East Region, which is two and half times of average spending in the previous 5 years. The Jiribam Station in Manipur was connected by the broad gauge rail network in 2016. I had flagged off the first passenger train to Jiribam in May 2016. Today, seven out of eight States of North Eastern India are connected by Rail Network. Projects are going on to connect the remaining State capitals including Imphal in North East to broad gauge network.

One of the highest bridges in the world having Pier height of 141 meter is being built on Jiribam-Imphal New Line Project. A tunnel of 11.55 km length on the same route will be another milestone feature of this project.

At the beginning of 2014 the State had only 1200 kilometres of total declared length of National Highways. But, in the last four years we have declared another 460 kilometres length of Roads as National Highways, which is an increase of 38%. In next 3 to 4 years, the Central Government is going to invest about Rs.30,000 Crores for development of National Highways and other important roads in Manipur State.

Apart from constructing National Highways, we are also focusing on connecting rural habitations with main roads under Prime Minister Grameen Sadak Yojana. The Central Government has released more than Rs.1000 Crores in the last 4 years under this scheme to the state. We have connected 150 habitations during this period. All these efforts are reflection of our commitment for developing road connectivity in the State.

The Union Government has approved a new Central Sector Scheme of “North East Special Infrastructure Development Scheme.” This will fill up gaps in creation of infrastructure in specified sectors.

I had urged all the Directors General of Police during their 2014 Annual Conference held in Guwahati to broad base police recruitment. Accordingly, in order to maintain cosmopolitan character of Delhi Police, we have taken steps to increase the number of Police Personnel from the North East Region. I am happy to share that 438 candidates including 136 female candidates from North East States have joined Delhi Police in 2016. Of these, 49 candidates are from Manipur State.

Recently, Government of India has sanctioned ten India Reserve Battalions for North Eastern States which include two battalions for Manipur. These two battalions will directly provide job opportunities to about 2,000 youth in the State.

We have established an administration that is citizen-centric and, we have started the process of regular and structured interaction with the public. These interactions were unheard of in the history of Manipur. “Meeyamgi Numit” and “Hill Leaders’ Day” are efforts in this direction. I am told, 24 such interactions have happened in which more than 19 thousand people have met the Chief Minister.

I am told, that the State Government is taking public grievances very seriously. A Grievance Cell has also been set up in the Chief Minister’s Office with a toll free number.

The ‘Go to Hills’ initiative of the Government is a welcome step. The Chief Minister with his entire cabinet has also travelled to all the hill districts to take the Government closer to the people.

Once Manipur decides something, no force can prevent it from happening. In April 1944, it was in this land of Manipur that Netaji Bose's INA gave the clarion call for freedom. It energised the nation and gave much needed strength to the freedom struggle.

Today, Manipur has decided to play a important role in the rise of a New India. In the last one year, Manipur has demonstrated what politics of development and good governance truly is.

PM launches development projects in Manipur, addresses public meeting

The Prime Minister, Shri Narendra Modi, today launched development projects worth Rs. 750 crore in Manipur. He laid the Foundation Stone of the National Sports University, 1000 Anganwadi Centres, and several other important development projects. He inaugurated the Luwangpokpa Multi Sports Complex, the Rani Gaidinliu Park, and other important development projects. He also addressed a public meeting at Luwangsangbam.

Addressing the enthusiastic gathering, the Prime Minister complimented the State Government for the work done by it over the past one year.

He said the projects launched today are related to the aspirations and talent of the youth, their employment, women empowerment and connectivity. He said the National Sports University is being established, keeping in mind the talent and sporting capability of the youth in the North East. He urged the youth of Manipur to take maximum advantage of the recently launched Khelo India Initiative. He also complimented Manipur for its good performance in the recently concluded Khelo India Games. He said the Multi Sports Complex would offer opportunities for training and competitions.

The Prime Minister said Manipur has shown how sports can become a means of women empowerment. He appreciated famous sportspersons of the State including Mirabai Chanu and Sarita Devi. He also appreciated other initiatives for women empowerment taken by the State Government. In this context, he also mentioned the 1000 Anganwadi Centers whose foundation stone was laid today. He spoke about the recently launched National Nutrition Mission.

The Prime Minister said that the Union Government’s vision for the North East has been ‘Transformation by Transportation.’ The Prime Minister said that the North-East can be the New Engine of India’s growth. He said the Government is addressing the special needs of the North East to enable growth parity with the rest of the country. He remarked that he has himself visited the North East more than 25 times in the last 4 years.

The Prime Minister said that the Central Government has given a huge thrust on improving the infrastructure in the region. He spoke of initiatives taken for improving road and rail connectivity in the region.

The Prime Minister appreciated the citizen-centric initiatives of the State Government, including for structured interaction and resolution of public grievances.

The Prime Minister recalled that it was in April 1944, in Manipur, that Netaji Subhas Chandra Bose's INA gave the clarion call for freedom. He said that today Manipur has decided to play an important role in the rise of a New India.

PM addresses Rising India Summit organized by Network 18

The Prime Minister, Shri Narendra Modi, today addressed the Rising India Summit, organized by Network 18.

He said that when we speak of a rise, in terms of a nation, it has a very broad context. He said that beyond the rise of the economy, he feels that Rising India implies the rise of self-respect among the people of India. He said that with the collective willpower of the people, even the impossible can be accomplished. He said, today, this collective willpower, is working to accomplish the resolve of New India.

The Prime Minister said that contrary to the common perception in many nations, that Governments lead development and change, while citizens follow; in India the trend has been reversed in the last four years. Now citizens lead, and the government follows, he added.

He said the Swachh Bharat Mission has become a mass movement in a short time. Citizens are using digital payments as a weapon against corruption and black money, he added. He said the citizens of the country have inspired the Government to take big decisions and implement them. He said the transformational shift in India, is due to the resolve of its people. He said that as a vision, the Government is working to reduce the sense of imbalance at the national level. Through the help of a video, he explained how the UjjwalaYojana is transforming not just kitchens, but entire families. This, he explained, addresses a big imbalance in our social structures.

He said that he has returned after spending the day in Manipur, where he inaugurated the Science Congress, laid the Foundation Stone for the Sports University, and initiated several other important projects for the North-East. He said the emotional integration and demographic dividend of Eastern India must be kept in mind. He said, the Government is working with the Mantra of ‘Act East And Act Fast For India’s East.’He said, this includes not just the North-East, but also Eastern Uttar Pradesh, Bihar, West Bengal and Odisha etc.

He gave examples of the gas cracker project in Assam;revival of fertilizer plants in Gorakhpur, Barauni and Sindri; the Jagdishpur Haldia gas pipeline; and the Dhola Sadia bridge, to show how emphasis is being given to kickstarting projects in the region. He said 12 new airports are being constructed in eastern India.

The Prime Minister said that out of the 18,000 villages that had been left unelectrified, about 13,000 were in eastern India, and 5000 in the North-East. He said soon, the target of electrifying these villages will be accomplished. He said the Saubhagya Yojana would provide an electricity connection to each home. He said this march of Eastern India, from isolation, to integration, would give strength to "Rising India."

Prime Minister inaugurates 105th Indian Science Congress

Hon’ble Prime Minister, Shri Narendra Modi inaugurated the 105th Indian Science Congress at Manipur University today. He began his inaugural address by paying tributes to three very distinguished Indian scientists whom we lost in recent times – Padma Vibhushan Prof Yashpal, Padma Vibhushan Prof UR Rao and Padma Shri Dr Baldev Raj. They all made outstanding contributions to Indian science and education.

The Prime Minister said let us also join the world to mourn the death of one of the greatest physicists of our time, Stephen Hawking - one of the brightest stars of modern cosmology. He was a friend of India and had visited our country twice. The common man knows Hawking's name, not because of his work on black holes, but because of his unusually high commitment and spirit against all odds. He will be remembered as one of the world’s greatest motivators of all time, he added.

Shri Modi said that he was happy to be here in Imphal today, on the occasion of the one hundred and fifth session of the Indian Science Congress and delighted to be among scientists, whose work paves the way for a better tomorrow. The University is emerging as an important center of higher education in the North-East. This is just the second time in over a century that the Indian Science Congress is being held in the North-East. This is a testimony to the resurgent spirit of the North East.

Shri Modi said that it bodes well for the future. Science has been synonymous with progress and prosperity from time immemorial. As the best scientific minds of our nation, all of you gathered here today are power-houses of knowledge, innovation and enterprise, and are best equipped to drive this change.

The Prime Minister stated that the time is ripe to redefine ‘R&D’ as ‘Research’ for the ‘Development’ of the nation – that is ‘R&D’ in the real sense. Science is after all, but a means to a far greater end – of making a difference in the lives of others, of furthering human progress and welfare. The time is also ripe, to commit ourselves to facilitate 'Ease of Living' for 125 crore Indians, through the power as well as potential of science and technology, Prime Minister added.

The Prime Minister said that he stood here today, in this brave land of Manipur, where in April 1944 Netaji Subhas Chandra Bose's INA gave the clarion call for freedom. When you leave Manipur, I am sure you will also carry the same spirit of dedication to do something ever-lasting for our nation.

Shri Modi said that after all, effective solutions to big problems of science and technology, also require close cooperation and coordination among scientists across diverse streams. The Union Government has initiated several new programs for the North-Eastern States, in the area of science. Agro-Meteorological Services are being provided under the ग्रामीणकृषिमौसमसेवा. This is benefiting over five lakh farmers. We are now working to expand this network to all districts of the North-East. Several new centers are bringing relevant science and technology to the North-East. An “Ethno Medicinal Research Centre” has been set up in Manipur. This will undertake research on the wild herbs available in the North Eastern region, which have unique medicinal and aromatic properties.

The Prime Minister said that the Indian Science Congress has a rich legacy. It has been led by some of India’s tallest scientists, such as Acharya J.C. Bose, C.V. Raman, Meghnad Saha and S.N. Bose. New India, should seek inspiration from the high standards of excellence, set by these great scientists. During our interactions on various occasions. In this context, the theme chosen for the Indian Science Congress this year, is quite appropriate: “Reaching the Unreached through Science and Technology”. The theme is very close to my heart.

Earlier, addressing the gathering, Union Minister of Science & Technology Dr. Harsh Vardhan said that the Government’s aim is to deliver the benefits of Science & Technology to the last man in the society. Dr. Vardhan pointed out that reaching the unreached and inclusion of the excluded are important components of this Government. “Given that, the theme of this Session “Reaching the Unreached through Science & Technology” is very appropriate”, he added.

Dr. Vardhan said that scientific temper has been a part of ancient Indian heritage and every achievement is a continuation of ancient India’s scientific achievements. He underlined that due to the efforts of scientists, India figures in top 10 positions in the world on various parameters. The Minister underlined that the process of “brain drain” has been reversed into “brain gain” with hundreds of scientists returning to serve the nation. He urged scientists to put their heart and soul into finding new solutions to the problems facing the nation and improve the quality of life of common man. The Minister also stressed the need to ensure that the fruits of development reach out to the unreached people of the 115 aspirational districts of the country.

Dr. Vardhan emphasised the need to develop disruptive technologies, as only such steps will help ensure the growth of the economy. “In the last decade our contribution in research has trebled from Rs. 24, 000 crore to almost Rs. 85, 000 crore over the last 10 years”, he said.

The Minister said that the Ministries of Science & Technology, Environment, Forest and Climate Change and Earth Sciences now work in close coordination. He urged the people to use science for environment protection and conservation, as well as to fulfill the Green Social Responsibility and build a social movement around Green Good Deeds.

Earlier, State Chief Minister Shri N Biren Singh, while addressing the gathering lauded all the organizers of the science congress.

Governor of Manipur Dr Najma Heptulla, MOS for the Ministry of DONER, Dr Jitendra Singh, Vice Chancellor of Manipur University, Prof. Adya Prasad Pandey were on the dais of the inaugural function. Prof. Achyuta Samanta, General President of ISCA gave the keynote address. Senior officials of the Union and State government, and scientists from the country and abroad also attended the inaugural function.

The five day-long mega event will be conclude on the 20th of this month.

Chief Minister of Nagaland calls on DoNER Minister Dr Jitendra Singh

The new Chief Minister of Nagaland, Shri Neiphiu Rio called on Union Minister of State (Independent Charge) of the Ministry of Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh here today and discussed a wide range of issues related to development and other aspects concerning the State.

Among other things, the Chief Minister took up with Dr Jitendra Singh the demand for setting up of a Government Medical College in the State and an Airport at Kohima.

Shri Rio also requested Dr Jitendra Singh that, in his capacity as Minister in-charge Department of Personnel & Training (DoPT), he should issue directions for repatriation of some of the IAS officers of Nagaland cadre back to their State cadre. He also discussed with the Union Minister, the security and the political situation in the State, including the current approach of some of the Naga groups.

Dr Jitendra Singh responded positively to each of the observations made by the Chief Minister. He also conveyed Prime Minister Shri Narendra Modi's keen desire to ensure equitable development of Nagaland and at the same time, usher in an era of lasting peace and prosperity.
