North East India is indeed a land of opportunities unexplored, says Minister



The Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh attended the Conference on “North East India: Organic Production Hub; Opportunities Unexplored” at World Food India 2017 here today.

Speaking on the occasion, Dr Jitendra Singh said that North East (NE) India is indeed a land of opportunities unexplored. He said that now we have to move ahead and also decide how to move ahead. Highlighting the steps taken by the Government led by Prime Minister Shri Narendra Modi, he said that in the last three years, a lot of initiatives have been taken to explore the unexplored potential of North East India. He said that the earlier always the efforts have been made to bring North East India closer to the rest of India, now the efforts are being made to bring rest of India closer to North East India. He said that there is a lot to learn from North East for all of us. The Minister said that balanced development of all regions is necessary for the overall development of the country.

Throwing light on the potential of North East, Dr Jitendra Singh said that NE region has about 50 species of bamboo, about 14 varieties of banana and 17 varieties of citrus fruits. The NE region also has huge production of fruits such as pineapple and oranges. This production goes waste, if there is no ancillary support to export these products, he added. He said that in the current Government, there has been a lot of emphasis on rail and road connectivity. He further said that for the first time, a region based North East Road Sector Development Scheme (NERSDS) has been started in North East for the development of roads specially ‘orphan roads’ that have been neglected by the state governments.

The Minister said that there are 3 Mega Food Parks in North east, in the states of Assam, Tripura and Mizoram. The state of Sikkim has been declared the first Organic state of India, he added. He said that various events have been organized by Ministry of DoNER to promote culture and products of NE region recently such as North East Calling festival in Delhi and Destination North East Festival in New Delhi and Chandigarh.

Speaking on the organic farming, he said that farming has now become an entrepreneurship due to the recent techniques such as soil testing and other related aspects. In addition to the provisions of tax holiday and exit period available in the Government of India’s “Standup India, Startup India” programme, the Ministry of DoNER has also rolled out “Venture Fund” recently for anybody who wishes to Startup in the Northeast region, which would provide a huge financial relief particularly to young entrepreneurs. The “Venture Fund” has already become popular among the youngsters and about 65 proposals are already in the pipeline, he added. Dr Singh said that to create employability, we need to explore new areas, the NE region will be the preference in future.

The Secretary, Ministry of DoNER Shri Naveen Verma also participated in the conference. The other eminent speakers included Dr. A. K. Yadav, Advisor, NAB (Organic), Agricultural and Processed Food Products Export Development Authority, Shri Pankaj Kumar Prasad, Managing Director, North Eastern Regional Agricultural Marketing Corporation Limited and other representatives of industry and young entrepreneurs under start up India.

A “shower of changes” is expected from a meeting of the GST Council in Guwahati today, he says.
Congress leader P. Chidambaram on Friday said a “shower of changes” is expected from a meeting of the GST (Goods and Services Tax) Council in Guwahati on Friday.

The “panic-stricken” Modi government would be forced to heed the advice of the Opposition and experts due to the coming Gujarat Assembly elections, he said in tweets.

A letter from the Finance Ministers of the Congress-ruled States to Union Finance Minister Arun Jaitley, who heads the Council, would set the tone for discussions in the meeting. “The letter exposes the structural flaws in the design and implementation of GST. The government can no longer duck these issues,” he said.

The government had avoided debate and voting in Rajya Sabha on GST Bills but it cannot avoid a debate in the public domain or in the GST Council. “Congress Finance Ministers will force changes in GST Council meeting. Agra, Surat, Tiruppur and other hub towns are watching,” he said.

Last week, the Ministers demanded a major overhaul of GST, alleging that the tax reform measure had turned out to be a “big disappointment” due to its “poor” implementation with regard to GST’s concept, design, tax rates, exemptions, compliance requirement and technological preparedness.

The Ministers from Punjab and Karnataka, Manpreet Badal and Krishna Gowda, alleged that the country had “lost the opportunity” to bring tax reform and that there was “utter chaos and confusion”, forcing many businesses to shut down.

They said the party would demand reduction of tax rates for many items and raise other concerns of the business community in the Guwahati meeting.

‘Open’ and inclusive regional vision and anti-terrrorism cooperation were discussed.
India on Sunday held the first official-level discussion under the newly boosted regional coalition known as the ‘Quad’, the quadrilateral formation including Japan, India, United States and Australia. A press release issued by the Ministry of External Affairs stated that ‘open’ and inclusive regional vision and anti-terrorism cooperation were discussed at the quadrilateral where India elaborated on the concept of Indo-Pacific region.

“The discussions focused on cooperation based on their converging vision and values for promotion of peace, stability and prosperity in an increasingly inter-connected region that they share with each other and with other partners,” the Ministry of External Affairs said in a statement issued on Sunday after the official-level meeting.

“They agreed that a free, open, prosperous and inclusive Indo-Pacific region serves the long-term interests of all countries in the region and of the world at large. The officials also exchanged views on addressing common challenges of terrorism and proliferation linkages impacting the region as well as on enhancing connectivity,” the statement said.

While traditionally the Asia Pacific region has been a US-centric concept, the Indo-Pacific region has been an India-centric concept that has found increased acceptance in the Indian policy panels in recent years. The meeting is significant as it highlights the first occasion when India enumerated upon its notion of the region where it expects to play a key role as part of the Quad.

Before leaving for Manila, Prime Minister Narendra Modi highlighted the Indian concerns in the western Pacific region and said, “I will be travelling to Philippines on a 3-day visit, starting 12th November. I will take part in the ASEAN-India and East Asia summits, which symbolise India’s commitment towards deepening engagement with ASEAN and India-Pacific region.”

Mr. Modi highlighted India’s trade with the ASEAN region in particular and the Indo-Pacific/Asia Pacific region in general as a zone of greater economic convergence.

Northeast to get India's first ever 'Air Dispensary': Dr Jitendra Singh

Northeast is all set to get India’s first-ever "Air Dispensary" based in a helicopter and the Union Ministry of Development of Northeast (DONER) has already contributed Rs. 25 crore as part of the initial funding for this initiative.


Disclosing this here yesterday after a meeting with the representatives of Aviation Sector and helicopter service/Pawan Hans, Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh said, for quite a few months, the DoNER Ministry had been exploring the idea of introducing a helicopter based Dispensary/OPD service in such far flung and remote areas, where no doctor or medical facility was available and the patient, in need, also did not have any access to any medical care. The proposal put forward by the Ministry of DoNER, he said, has been accepted and is in the final stages of process in the Union Ministry of Civil Aviation.

The Union Ministry of Northeast/DoNER, Dr Jitendra Singh said, is keenly pursuing the proposal so that by the beginning of 2018, this could be the Union Government’s gift to the people of Northeast.

Dr Jitendra Singh disclosed that even today, nearly 1/3rd of India’s population did not have access to proper hospital bed care, as a result of which, poor patients living in remote areas remained deprived of crucial medical care. The experiment being introduced in the Northeast, at the behest of the Ministry of Northeast/DoNER, can also be emulated in other hill states having difficult topography like Jammu & Kashmir and Himachal Pradesh, he added.

As per the envisaged plan, Dr Jitendra Singh said, to begin with, helicopter will be based at two locations, namely Imphal in Manipur and Meghalaya in Shillong. Both of these cities have premier postgraduate medical institutes from where specialist doctors, along with the necessary equipment and paramedical staff, would be able to move into the helicopter and hold a dispensary/OPD in different locations across the eight States of North Eastern Region. On its way back, he said, the same helicopter can also transport a sick patient, requiring admission, to a city hospital. Giving an account of other new helicopter service plans for Northeast, Dr Jitendra Singh said, three twin-engine helicopters are planned to be placed for initial operation on six routes in the region around Imphal, Guwahati and Dibrugarh.

A Rs 300-crore production unit of home-grown FMCG major Emami Limited was inaugurated by Assam Chief Minister Sarbananda Sonowal in Guwahati on Tuesday. The new plant, the largest production facility of Emami in India, will generate direct employment for 1,000 youth, said R S Agarwal and R S Goenka, joint chairmen of Emami.

The plant is the third manufacturing unit of the company in Assam after its existing plants at Abhoypur and Amingaon, which have been providing direct employment to nearly 2,000. The unit has been set up over 34 acres and has a total planned floor area of over 50,000 sq metre. It has the capacity to produce 1.1 lakh mt annual personal care and healthcare items.

While the total production capacity of the company in India is at present 1.63 lakh mt per annum, the launching of this new unit will increase the same to 2.73 lakh mt, a press release said. With the beginning of production at this unit, located at Pacharia near Guwahati, the number of total production unit of Emami group has risen to eight.

The other facilities are located in Amingaon, Abhoypur (both Assam), Pantnager (Uttarakhand), Kolkata (West Bengal) and Dongri (Maharashtra), Masat (Dadra and Nagar Haveli) and Vapi (Gujarat), the company added. It has one overseas unit in Bangladesh.

Two-day 12th North East Business Summit inaugurated in New Delhi

North East holds key to future of India, says DoNER Minister Dr Jitendra Singh

The Two-day “12th North-East Business Summit” was inaugurated here today. The summit aims to explore the scope for business opportunities in the North-Eastern region of India. Focus areas are Infrastructure and Connectivity with Public Private Partnerships, Skill Development, Financial Inclusion, Services Sector Development- Particularly in Tourism, Hospitality & Food Processing. The Summit is being organised by the Indian Chamber of Commerce (ICC), with Manipur being the state partner for the event.

Speaking on the inauguration of the summit, the Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh said that North Eastern states have lot of potential which is still unexplored. He said that we need to explore this unexplored potential for the development of the region and the development of the country as a whole. If one region of the country is underdeveloped, the country cannot be developed, he added. He said that the Prime Minister Shri Narendra Modi accords high priority to the peripheral states. The Minister said that the potential of the developed states such as Gujarat and Maharashtra has been achieved to the maximum and now exploring the unexplored potential of the North Eastern states will contribute to the making of ‘New India’ which Prime Minister Shri Narendra Modi keeps inspiring us. He said that about 70% of the population of India is under the age of 40 years, this unexplored region will meet the aspirations of these youth, when other regions have saturated.

The Minister said that about 40% of the fruit production in North East (NE) goes waste due to lack of further processing, so it can be an area of potential for the industrialists. He said the Union Government has taken various initiatives for ensuring ‘ease of doing business’ in the North Eastern region. The emphasis has been on addressing the connectivity issue, he added. He said that train services are being provided to the states hitherto untouched by the rail map of India. He further informed that the construction of the Agartala to Bangladesh rail track will be funded by the DoNER Ministry for the portion of the track on the Indian side. He also mentioned of 19 unexplored waterways and projects like Bhupen Hazarika Bridge. He suggested that bamboo - the thriving business sector should be taken out of the purview of the forest sector and that every district should have a post office passport Kendra for facilitating doing business in the region.

Dr Jitendra Singh said that the Prime Minister’s “Startup India, Standup India” is a programme which includes incentives like, tax holiday in the early phase and an exit period of three months. Added to this, the Ministry of DoNER is offering an additional benefit of providing the initial Venture Capital Fund to any youngster who decides to set up an entrepreneurship in the North-Eastern region. Dr Jitendra Singh said that a day will come when NE will become the favourite destination for all start-ups in India.

Appealing the business community, he said that they should explore the unutilised potential of North East. He said that this region has much more to offer to the business community. The tourism, specially the concept of ‘Home Tourism’ has also picked up in the North east region, he said. This has been possible due to the efforts of the Ministry of Development of North East Region (DoNER), the Minister added. He said that the DoNER Ministry has been exploring the idea of introducing a helicopter based Dispensary/OPD service in such far flung and remote areas, where no doctor or medical facility was available and the patient, in need, also did not have any access to any medical care. The first such experiment will be done in Imphal and Shillong, he added. He said that this concept can be emulated by the other states which are having the similar topography. He also informed the North East Industrial Promotion Policy is also in pipeline. The North Eastern Council (NEC) is also being reoriented by the Government, Dr Singh added.

The Governor of Mizoram, Lt. Gen. Nirbhay Sharma said that vision and clarity on issues related to North East are very important for momentum to move ahead. He said that for the future development of the region, a clear vision and action plan with certain timelines is needed. He said that the NE festivals being held in various parts of the country help introducing North East India to the rest of India and vice-versa. He further said that NE as a link need to be strengthened. He said that NE states are exchanging ideas with the neighbouring countries, which is important for NE states and vice-versa. The Government alone cannot do the whole task, the need of the hour is for private players to come in and participate., he added. He emphasised on the connectivity in the NE region, with digital connectivity and air connectivity being the main forms of connectivity. He also said that Mizoram is bio-diversity rich state, which needs to be explored. He further said that new economic policy is the state has tried to address various issues such as land rules, which were proving to be hindrance to the industrialists. He suggested that a North East Forum should be created where all the stakeholders can meet and annual action plan can be created which can be followed up afterwards.

The Minister of Department of Textiles, Commerce & Industries, Government of Manipur, Shri T. H. Biswajit, said that Manipur will become the gateway to South East Asia. The state will have a good opportunity for investment in various sectors, he added. He also said that rail connectivity to Imphal will be complete by the year 2019. He also said that Manipur has potential for handicrafts and textile industry.

The Secretary, DoNER, Shri Naveen Verma said that the topics being discussed in this summit are of importance for the NE region. He said that Government of India has taken various initiatives for the development of NE region. These include North East Council’s support toward the development of the tourism sector in the region, rural livelihood development through North East Rural Livelihood Programme and SAMPADA etc. He said that 'North Eastern Tourism Development Council’ aims to develop regional circuits for tourism in North East and with the neighbouring countries. He also spoke on the potential of organic cultivation, medical tourism, cross-border regional value chain, infrastructure development etc. The NE is the paradise unexplored, Shri Verma added.

The Secretary (East), Smt Preeti Saran, said that NE region plays an important role in the Look East policy of the Government. A strong and stable NE can act as a bridge between rest of India and our neighbouring countries. She gave a detailed idea about the initiatives undertaken by the Ministry of External Affairs toward integrating NER for boosting sub-regional trade and connectivity. She also mentioned that the MEA is undertaking the India-ASEAN Connectivity and Business Summits where North East and connectivity to the region will play an important role.

Speaking on the occasion, the Principal Scientific Advisor to the Government of India, Dr R Chidambaram, said that Ministry of DoNER is in touch for scientific and technological intervention for North East region. He said that scientific intervention is required in NE region in farm and non-farm sector. The gaps should be identified to see where the technology can be utilised, he added. He said that this is our responsibility to take the development of this region forward.

Shri P K Bezboruah, Co-Chair, ICC North-East Regional Committee & Chairman, Tea Board felt although the region has high agricultural produce, lack of agricultural marketing needs to be addressed. He also suggested that development must go hand in hand with ecological sustainability.

The two-day conference will include technical sessions on development of infrastructure and connectivity in North East: Focus on Regional Air Connectivity, IWT, Roads & Highways, Skill development in NE & Financing the services sector, Development of Food Processing Industry in NE with focus on Natural Organic and Super Foods from NE and Promotion of Tourism & Hospitality Sector in NE.

President of India to Visit Three Northeastern States from November 19 to 22, 2017

The President of India, Shri Ram Nath Kovind, will visit three Northeastern States – Arunachal Pradesh, Assam and Manipur - from November 19 to 22, 2017. This is his first visit to these states as the President of India.

On November 19, 2017, the President will grace the valedictory function of the completion of 40 years of the Vivekananda Kendra in Itanagar. He will also address Legislators at a special session of the Arunachal Pradesh Legislative Assembly in Itanagar on the same day.

On November 20, 2017, the President will grace the closing ceremony of the Namami Barak festival in Silchar. On the same day, he will attend a civic reception hosted in his honour at Guwahati University in Guwahati.

On November 21, 2017, the President will inaugurate the Northeast Development Summit in Imphal. He will also grace the inaugural event of the Manipur Sangai Festival 2017 at Hapta Kangjeibung, Imphal on the same day.

On November 22, 2017, the President will visit the INA War Memorial and Museum at Moirang in Manipur and pay tributes to Netaji Subhas Chandra Bose before returning to Delhi.

The Vice President of India, Shri M. Venkaiah Naidu has said that media has to avoid sensationalism and report news without coloring with views. He was addressing the gathering after giving away Pratidin Achievers Awards 2017, instituted by Sadin Pratidin Group, Guwahati, Assam today. The Governor of Assam, Shri Jagdish Mukhi, the Chief Minister of Assam, Shri Sarbananda Sonowal and other dignitaries were present on the occasion.


The Vice President complimented the Pratidin Group for instituting the awards to recognize the achievements of individuals from different professions. He further said that such awards will not only motivate the recipients to scale greater heights but will also inspire others to excel in their respective fields. Happy that the media group has not confined the awards to Assam alone and has conferred them upon achievers from across the North East, he added.


The Vice President said that Assam and the rest of North Eastern States are known for their rich culture, traditions, literature, folk arts and of course the breathtaking scenic locales. Awareness should also be created on fighting various challenges confronting the nation such as growing atrocities on women, dangers of drug and alcohol addiction, casteism, religious fundamentalism, corruption, illiteracy and terrorism, he added.

"I am extremely pleased to participate in this function and present the ‘Achievers Awards’ instituted by the Sadin Pratidin Group, which publishes a daily, a weekly tabloid and a women’s magazine and operates a popular TV channel.


I must compliment the Pratidin Group for instituting the awards to recognize the achievements of individuals from different professions. Such awards will not only motivate the recipients to scale greater heights but will also inspire others to excel in their respective fields. Conferring awards and lauding the achievements of individuals or organizations will create a competitive spirit and help in promoting excellence.


I am happy that the media group has not confined the awards to Assam alone and has conferred them upon achievers from across the North East. That indeed should be the spirit in appreciating the work of talented people.


Friends, Assam and the rest of North Eastern States are known for their rich culture, traditions, literature, folk arts and of course the breathtaking scenic locales. The people of these States are hugely talented and hardworking and have contributed in no small measure to the cultural mosaic and development of the country.


Representing diverse fields, the awardees have not only done themselves proud but the entire North Eastern region and the country with their achievements. They have once again demonstrated the vast richness of talent available in this region from literature to social service. My special compliments to each of the awardees.

Cleanliness should become the top priority for individuals, communities, NGOs and Governments for the country to become fully ‘Swachh’ by October 2nd, 2019, the 150th birth anniversary of Mahatma Gandhi.


Awareness should also be created on fighting various challenges confronting the nation such as growing atrocities on women, dangers of drug and alcohol addiction, casteism, religious fundamentalism, corruption, illiteracy and terrorism. Increasing depiction of violence, vulgarity and obscenity in cinema is another area of concern which needs to be highlighted by the media.


I would also like to appeal to the media to avoid sensationalism and report news without coloring with views. Unfortunately, there is an increasing tendency in the newsrooms of the print and electronic media to sensationalize isolated incidents while relegating real hard news to the background. In the long run, this will not only cause damage to the credibility of media but will harm democracy itself as media will not be able to perform its role of an independent watchdog.


Therefore, friends, media must always be free, fair and objective to champion the cause of the underdogs.


With the famous Kamakahya temple, Kaziranga National Park, Tawang monastery, the mighty Brahmaputra and several other attractive locations, Assam has great tourism potential and I must compliment Chief Minister Sarbananda Sonowal for taking up various initiatives to promote the State.

‘6th International Tourism Mart-2017’ begins in Guwahati Today

Shri Jagdish Mukhi, Governor of Assam inaugurated the “6th International Tourism Mart (ITM) -2017” in the presence of Shri Sarbananda Sonowal, Chief Minister Assam, Shri Pema Khandu, Chief Minister of Arunachal Pradesh, Shri K.J. Alphons, Union Minister of State (I/C) for Tourism, Dr. Hemanta Biswa Sarma, Minister for Tourism of Assam, Union Tourism Secretary Smt. Rashmi Verma, Shri V.K. Pipersenia, Chief Secretary of Assam and other dignitaries from Central Ministries and North Eastern States in Guwahati, Assam today. The Ministry of Tourism, Government of India, in association with the North Eastern States has organised this Mart from 5-7 December, 2017.

Delivering inaugural address, Shri Jagdish Mukhi extended his greetings to all participants and said that this International Tourism Mart will go a long way in harnessing tourism potential in the North Eastern States. He said that this Mart is a wonderful opportunity to showcase the unique tourism treasures of North Eastern States. Keeping in view the Act East Policy of the Government, this platform will serve its purpose. He opined that the Assam is very rich in ethnic and cultural diversity and people of Assam are always renowned with their hospitality. He said that we need to exhibit the highest level of courtesy. He conveyed his best wishes for the success of the 6th International Tourism Mart-2017.

Shri Sarvanand Sonowal in his address said that the Assam is a land blessed with many tourism potentials and the people of Assam are very warm and hospitable. He said that recently Assam Government has enacted the ‘New Tourism Policy’ which will facilitate the tourists and other stakeholders. He said that ‘Once you visit Assam, it will steal forever’. Assam want to grow without destroying our eco-system and tourism is the most potential sector in Assam.

Addressing on the occasion, Shri Pema Khandu said that he was associated with the International Tourism Mart since 2013 when he was the Tourism Minister of Arunachal Pradesh. Then he proposed to organize International Tourism Mart in Arunachal Pradesh and subsequently Second International Tourism Mart was held in the beautiful city of Tawang in Arunachal Pradesh. He said that connectivity and infrastructure are two problems which North Eastern States are facing. He hoped that due to initiatives like International Tourism Mart, very soon tourist arrivals in North Eastern States will be increased substantially.

Shri K.J. Alphons in his address said that India is blessed with so many varied tourism potentials whether it is geographical position or its cuisines or its textiles or its varied cultures or its ancient cultural heritages and monuments. He opined that the North Eastern India is the most beautiful place under the Sun. He said that we have the capability to put India on the forefront in the field of tourism and for this we need to realize the tourism potential of North Eastern States and need to work together.

In his address, Dr. Hemanta Biswa Sarma said that this is the biggest tourism and travel industry Mart in North Eastern States and North East region has a number of tourism sites which need to be converted in to tourist destinations with better approach. He said that North Eastern States are very safe for tourists as there are hardly any news of crime against them. He said that the new tourism policy will boost tourism sector in Assam.

In her address, Smt. Rashmi Verma said that the Foreign Tourists arrival in India is showing upward trend and there has been considerable increase in Foreign Currency also. She said that the Ministry of Tourism, Government of India is paying much attention on the promotion of tourism in North Eastern States of the country. She opined that there is a need to have better synergy with private sector. She suggested that the North Eastern States should regularly participate in road shows in foreign countries.

The 6th International Tourism Mart has put the spotlight on India’s “Act East Policy”, blossoming ties with ASEAN and the larger East Asia region, home to the world’s rapidly growing economies and India’s emerging tourism markets. Besides deliberations on promotion of tourism in the North East Region in general, keeping the objectives of the ''Act East Policy” in view, the panel discussions are focussing on promoting cultural ties, people-to-people contact with countries in the ASEAN region providing enhanced connectivity to the States of North Eastern Region with other countries in our neighbourhood, thereby developing inter-regional tourism between the ASEAN and North East Region of India. The ITM - 2017 has also seen an active participation by the Ministry of DONER to synergize the process of development of tourism of the North East Region.

This is the 6th International Tourism Mart and an annual event organised in the North Eastern region with the objective of highlighting the tourism potential of the region in the domestic and international markets. It brings together the tourism business fraternity and entrepreneurs from the eight North Eastern States. The event has been planned and scheduled to facilitate interaction between buyers, sellers, media, government agencies and other stakeholders. The North East Region of India comprising the states of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Tripura and Sikkim, is endowed with diverse tourist attractions and products. The varied topography of the region, its flora and fauna, the ethnic communities with their rich heritage of ancient traditions and lifestyles, its festivals, arts and crafts, make it a holiday destination waiting to be explored.

Buyer and Media delegates from around the world and from different regions of the country are participating in the Mart and are engaged in one-to-one meetings with sellers from the North East Region. This has enabled the tourism product suppliers from the region to reach out to international and domestic buyers, with the objective of promoting tourism to the region, around 66 foreign delegates comprising of stakeholders and media persons from over 28 countries namely Australia, Bhutan, Brunei, Canada, China, Combodia, Cyprus, Fiji, Germany, Indonesia, Italy, Japan, Kenya, Lao PDR, Malaysia, Myanmar, Nepal, Netherlands, Philippines, Portugal, Singapore, Tanzania, Thailand, USA, UK, Vietnam, Turkey and South Korea.

Besides the foreign delegates, 50 domestic stakeholders in Tourism sector from other parts of the country and 103 sellers from the North Eastern States are participating in the Mart. Representatives of State Tourism Departments of these North East States are also present to showcase their tourism destinations and to interact with the delegates.

International buyers and media delegates from countries around the world and from different regions of the country are participating in the Mart. They are engaged in business-to-business meetings with sellers from the North Eastern Region. In addition to these, the three-day event also includes presentations by state governments on their tourism potential, cultural evenings, sightseeing visits to local attractions in and around Guwahati and a Press Briefing on 6th December 2017.

An exhibition by State Tourism Departments from the North Eastern States including display of beautiful handicrafts and handlooms has also been organised to show case the tourism products of respective participating States.

Overwhelming response has been received for taking post-mart familiarisation tours to the North Eastern states by foreign buyer delegates. This has created awareness about the rich and varied tourism products of the North Eastern region and to give them a first-hand experience of the destination.

The International Tourism Marts are organised in the North Eastern States on rotation basis. The earlier editions of this mart have been held in Guwahati, Tawang, Shillong, Gangtok and Imphal.

Delegation of Indigenous communities from Sikkim meets Dr Jitendra Singh

A delegation of eleven indigenous communities form Sikkim met the Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh, here today.

The delegation included representatives of communities including Rai, Mangar, Gurung, Thami, Bhujel, Jogi, Sanyasi, Giri, Newar, Khas (Bhawn and Chettri) and Dewan (Yakha). The delegation presented a memorandum to the Minister for providing Scheduled Tribes (ST) status to their communities. They also discussed various related issues such as their representation in the State Assembly, reservation in jobs, income tax exemption and others. They also gave a presentation on the history, geography and other matters related to the state of Sikkim and their communities in particular.

While addressing the delegation, Dr Jitendra Singh said that he appreciates the contribution made by the communities and he will try to ensure that the justice is given to them. He said that the memorandum submitted by them will be taken up with the Ministry of Tribal Affairs.

Speaking on the importance and contribution of Sikkim, the Minister said that the Prime Minister Shri Narendra Modi accords very high priority to the North Eastern region. He said that the Prime Minister himself has also visited Sikkim. The Minister said that Sikkim has been declared ‘Organic State’ by the Government. Sikkim is the first state to be declared as ODF state, he added. He also said that the GDP and literacy of the state are also very high. He further said that Sikkim has excelled in the field of tourism as well. Due to all these reasons, Sikkim sets an example to be followed by other states, he said.

After giving a patient hearing to the delegation from Sikkim, Dr Jitendra Singh said that it is our responsibility to see that all sections of the society get due justice.

Speaking on the occasion, Shri Naveen Verma said that there is a defined process to be followed while including any community in the Scheduled Tribes list.

The senior officers of Ministry of DoNER were also present on the occasion.

BPO Promotion Schemes Put Small Towns on Global Digital Map

North East BPO Promotion Scheme:

· The government remains committed to rapid and comprehensive development in the North Eastern states of India.

· Integrating initiatives to improve connectivity and recognising the talent of the youth of North Eastern states, the government by setting-up the BPOs has given a massive push to development in the region.

· 1,630 seats have been allocated to 12 units of 11 companies across 5 states of North East India.

· Out of these, 7 units have started operations on 900 seats giving initial employment to 723 persons.

· Some of the locations where BPOs have commenced operations in the North East are Guwahati, Jorhat, Kohima, Imphal etc.

· After the 8th round of bidding that closed on 10th November, 2017, six companies have submitted their bids for an additional 550 seats, which are under evaluation.

· There are 5 new bidder who have bid for six new locations such as Diphu, Majuli, Kokrajhar and Silchar in Assam, Dimapur (Nagaland) and Agartala (Tripura).

Union Home Minister chairs High Level Committee meeting for Central assistance to Manipur, Mizoram and Kerala

The Union Home Minister, Shri Rajnath Singh chaired a meeting of the High Level Committee (HLC) here today for Central Assistance to the States of Manipur, Mizoram in the wake of flood, landslides and to Kerala in the wake of drought (rabi & kharif) of 2016-17.

The Union Minister for Finance and Corporate Affairs, Shri Arun Jaitley, Union Minister of Agriculture and Farmers’ Welfare, Shri Radha Mohan Singh, Union Home Secretary, Shri Rajiv Gauba and senior officers of the Ministries of Home, Finance, Agriculture and Niti Aayog attended the meeting.

The HLC approved the assistance of Rs. 130.65 crore from National Disaster Relief Fund (NDRF) in respect of state of Manipur. The HLC also approved Rs 49.02 crore for the state of Mizoram, including Rs 42.77 crore from the NDRF and Rs 6.25 crore from National Rural Drinking Water Programme (NRDWP). The Committee also approved Rs.125.47 crore in respect of Kerala, including Rs 112.05 crore from the NDRF and Rs 13.42 crore from NRDWP.

Achievements and Initiatives of the Department of Sports during 2017

The major achievements of Department of Sports (Ministry of Youth Affairs and Sports) During 2017 are given below:

National Sports University in Manipur:

The proposal for setting up of National Sports University in Manipur was formally announced by the Finance Minister in his Budget Speech (2014-15) on 10 July 2014. NITI Ayog has conveyed in- principle approval for the project. This new Central Sector Scheme would be implemented in five years. Tentative cost of the project will be more than Rs.500 crores. The training programe of the proposed Sports University would be organized under Four Schools: School of Sports Science and Sports Medicine, School of Sports Management and Technology, School of Sports Education and School of Interdisciplinary Studies. The Four Schools would have Thirteen Departments under them.

The Government of Manipur has provided the Ministry of Youth Affairs and Sports with land measuring 325.90 acres West Imphal District of Manipur, for the proposed University on 29.12.2016. Hindustan Steelworks Construction Limited (HSCL), the Project Management Consultant for setting up the proposed University.

To ensure that the proposed University conforms to the best international standards and practices, Memorandums of Understanding (MOUs) with the Universities of Canberra and Victoria have been signed by the Ministry of Youth Affairs and Sports in April 2017. Pending finalization of NSU Bill, National Sports University Society established under the Manipur Societies Registration Act, 1989, will function as the university till such time the bill is passed. BPES and B.Sc. (Sports Coaching) courses will start from the KhumanLampak Sports Complex which will be the Head Quarters of the National Sports University Society. The plan is to take initially 60 Students each for the two courses. It is proposed to appoint one Officer on Special Duty (OSD) and one Finance Officer for the same apart from 16 Faculty Members to run the courses.
