So my baby brother who was born in 1999 has to be blamed for that too? What about my baby cousins who were born in 2004? Them , too?

Not so many great great grandfather, It happened in 1910, the second generation are still alive, they won't forget it as long as they are alive. It's so hard for Japanese to apologize, why? Your country even put those sentenced war criminals into shrine to humiliate neighbors, good job.
