Firstly, China doesn't control North Korea. They ignore every piece of advice we've given them.

Secondly, arming an insane country like North Korea with thermonuclear (hydrogen) bombs and ICBM's is quite a bit more than just "trolling", that is world-ending stuff to hand nukes to the country equivalent of a suicide bomber.

Thirdly, why the Hell would we want North Korea to nuke America? They are one of our largest trading partners, I wouldn't give up even 0.0001% of China's economic growth to troll America, and certainly not the hundreds of billions we get in trade surpluses from America every year.

Turkey would face problems though, if the Norks decided to go crazy against America. Because then that would leave Turkey defenceless against Russia, when America is no longer able to protect them (not that they would in the first place, but theoretically speaking).
