This test is a threat to world (to whole world) order. It's dangerous for the east and the west.
First of all, I guess it was a failure H-Bomb test (the earthquake was the same intensity than 2013 test).
But one day they will get sucessful. What this fact show to us is that today with today technology (computers simulators, etc..) develop nuclear weapons is a less hard thing than decades ago, and that is a very serious threat to the world.
I mean, the threat is not NK insane regime itself. The threat is the easy acces to nuclear weapons by states with weak economies.
If a state with a weak economy can develop nuclear weapons and blackmail other states to get money and food, it will be a dangerous example for other states with weak economies. Imagine every single state of Africa and Latin America with nuclear weapons and ICBM technology to reach USA and China (the two most important economies in the world).
Like in Cuba revolution half century ago, the threat of Cuba revolution was not in Cuban revolution or Fidel Castro itself, the threat was in the example of Cuba (a tiny and weak country) for the rest of states of Latin America.
