They may play and fight safe wars in some remote places against ill-equipped/trained militia. But, when the game gets closer home, they panic. The young Kim knew this (which proves his strategic vision that Qaddafi terribly lacked) and hence he singlemindedly pursued deterrence -- not going on par with the US in every aspect, but simply achieving capability to hurt them.

Hence, even the possibly of getting hurt at home puts the US military establishment at a complete halt -- minus a fast and furious Twitter Jihad via its political arm at the Whitest House.
