If North Korea's socioeconomic situation can be symbolized by Maslow's hierarchy of needs, then they have a heck of a long way to go before they have the resources to begin servicing these jets, let alone deploy them. Their government needs to first invest in their people, the bread and butter behind any nation's economy and stability.

The difference between Su 35 and MIG29 is the range and speed Su 35 - 3,600 km where as MIG29-1,430 km

May be this is their negotiating tactic by asking for most potent fighters then agreeing to what they wanted all along.

In today's warfare air power is key and SK is very strong with good NCW capability they will detect and destroy artillery & moving armor of NK which will not have CAS/CAP. In 21st century number can't assure you victory if oponent is a well trained and equipped force having quality edge, even in less number that force can take out large force with old tech and equipment.

They maybe eventually beaten but they will take out Seoul before that

The problem for NK will be to make sure that those artillery pieces remain safe, which SK & allied forces will be able to take out after they have only launched few rounds and they can use advance air defense to protect Seoul as US will not hesitate to allow laser based anti projectile systems which are very effective.
