Then why the trouble with paying back 3.6 billion?

There is no trouble paying back the loan. The only issue is that the port city project was initiated by the former President of Sri Lanka, Mr. Mahinda Rajapaksha. The current PM of the country, Ranil Wikramasinge came to power amid allegations about the port and citing port won't be profitable and it's a white elephant. The present government cannot afford to develop the port or let it be developed for political reasons.

Hence, they try to sell the port and claim it is sold to pay the "Huge" debt burden.
