No ‘Negative Force’ Can Spoil Sino-Lanka Relations – Chinese Envoy

Thanks for the information, I know more about the background and Lankan internal politics. It seems your government need to spend more time, patiences and views explaining and convincing your people.

Its largely due to Chinese lacking knowldge on how things work in SL. The Free hold land was turned into a 99 year lease in the port City. And all the new SEZs Chinese are setting up are leased from SL govt as well but its easy to create misinformation against them even though they have no negative effects on Sri Lanka's soverignity

.
This is not merely invitation for Chinese investors to come to Sri Lanka. This is simply handing over Sri Lankan lands to China for century. People opposed to selling our lands to Chinese. That's this whole issue.

In a normal situation, where Sri Lankan government would be having control over the investors and what they invest in the areas given. But, under theses treaties; Sri Lanka would have minimal to none capacity of control over lands given to Chinese. They are simply sold to China.

We don't know what they do with the lands given or how they will use it. Only after a century that we can decide what to do with the Chinese.

I read some knowledge of this project. The area is rented to Chinese companies for 99 years. Rent means it is a contract, rent is essentially business relationship. This doesn't change the ownership, just change the usage rights.

We have no better methods of releasing the opponents' anxiousness. Colony is based on forces and inequality, there is no negotiation, no cooperation, no win-win, even no choices in it. Back to this project, the investors and their companies in the industrial area follow the Sri Lanka laws. In fact I also have anxiousness, how to protect Chinese companies and stuff's legal rights, how to avoid getting invovled in the Lankan internal political competition, even religious, ethnic divergences. This project is a challenges for both China and Sri Lanka.

In China we have Singaporean industrial areas, so far there are three Singapore industry cities in China. We even invited Singaporean officials to manage the city directly for 7 years. The territory of the Suzhou Singapore Industrial Area is reaching 260 square kilometers.
You may check the Suzhou city online. Suzhou's economy is now about top10 in China. After this sucessful cooperation, Singapore government decides to sign two other industrial area contract in north and west China.

Indeed it's a contract. A contract to hand over Sri Lankan lands to Chinese for a century. It's as good as selling the land. We don't know what will be the situation after 100 years of Chinese "rented" properties. The original deal was not to be like this. Present government has screwed up the economy and offering valuable real estate to anyone who throws some hard currencies at them. This is not what the people of Sri Lanka expected.

I think there will be massive political turmoil regarding this issue. Moreover the present government is set to fall sooner or later. When that happens, government led by Mahind Rajapaksha will come to power. He has vowed to take back the lands "rented" to Chinese. China should have being more considerate about the local issues more seriously.

Yep I have seen those projects. I have read about the tianjin eco city in the past but these types of projects are too alien to most Lankans who think Special Economic Zones are peices of land with a few factories on it.
this is the first time East Asian style zones are being built in SL

I don't think you need to wait for one centry to judge the result. After 20-40 years, when the project succeed, this industrial area will become a small dot in your city, because city will grows as to invest, technology and industrial accumulation, economic development.

Tianjin and Chongqing special econimic zones are new projects these years. The first one is in Suzhou since 1990's. Suzhou is not the capital city of Jiangsu province, but its economy has been No.1 in the province. I think Singaporean investment make a huge contribution. Most important, the industry in Suzhou are about top-level ones such as chemical, IT etc.

Well ,our PM seems to have experianced it in the past. He is a pertty arrogant person but he knows a lot than the average Lankan(Whichs sadly makes him more arrogant creating more problems than solving them:p:)
He has apparently visited Shenzhen in 1979 and again in 1987 and saw the rapid change. He also visited China for an "infrastructure tour" with some useful Minsiters like Champika Ranawaka and looked at a few Industrial zones and planned cities last year.
The finance minister isn't very pro-china though and the Chinese envoy doesn't get along with him. It could create some issues

Good examples there you have quoted. Yes Singapore has several land leases of massive scale in China, say Suzhou Industrial Park, Tianjin Eco-Park, Nanjing Eco-Park, etc. The combined size is far bigger than Singapore's sovereign soil. Advanced experiences brought by Singapore have been instrumental to China's socio-economic development.

Shenzhen is Chinese proud. From a small village, now it reaches to a 1.9 trillion RMB economy after nearly 40 years. Its growth rate still keep 8.5%, higher than average rate.
One of the main reasons to establish industry area is for better industrial planning, supporting facilities and services. Why Huawei choose to found in Shenzhen, because here she can find all supporting facilities, best IT engineers, best hardware manufacturers, best industrial chains. For example, if a phone shell company need 10 years to get a land to build their factory, nobody dares to invest there. Huawei don't produce phone shell directly by themselves, but she can find the supplier nearby.

Exactly, nowadays when Chinese companies have technology, experiences and cash, they also start to invest in Singapore. Export the strong industries.

Well said, Singapore is the largest FDI nation in China Mainland (Hong Kong alone dominates 70%+ of inbound FDI but she is a SAR of Greater China, not a sovereign nation), she has been instrumental in China's early stage development and see where China is today. I wish Sri Lanka doesn't politicize economic zone, which brings inclusive growth to the nation.

.
China has experiance in Port city and now know how to deal with Legal and Environmental issues. This model has been used successfuly in East Asia and can be used in SL for rapid yet sustainable growth.

SL can get these as well

india has no issues with the project for now, they only had issues with Nuclear subs popping out of nowhere and SL asked China to avoid spooking India. China also invited Indians to invest in Chinese projects like the CIFC(Previously Port City)
