No, your casualties are higher. Even with Pulwama skewing the statistics in Kashmir.On one end, we are dealing with established terrorist groups in Afghanistan like ISIS and TTP. And in Kashmir, India is dealing with a few freedom fighters from youth armed with old Russian rifles and few bullets.
Yet our casualties are nothing compared to that in IOK. You can propagate KPK and Balochistan as much as you want, power lies in the hands of people. We see the Pakistani flag rise in KPK and Balochistan, but we don't see the tri color flag rise in IOK.
