One reason is previous govt focused on short term solution for loadshedding.If they constructed dams instead of metros and gas or oil run powerplants today loadshedding would have ended permanently to large extent

Is gas cheap in Pakistan as I see piped gas is highly prevelant their , both for domestic and industrial use ?
India had one famous tryst with a gas power plant , the enron episode,, and it was deemed to expensive to run and shelved. Most of indias gas plants are idle due to expensive gas.
4 % of indias energy needs are met by gas plants while it's 25 % for Pakistan.
