In defense and security parlance - a threat is not intent but capability - when your rival has 80% of their army and air force orientated towards your country, then that country is a direct threat. And we should not also vilify Mr Hoodbhoy - he has a certain view, and he has been consistent - But he is naive to say the least.

This is exactly how your military thinks too. However, like them, you seem to miss the point as well. When you talk/consider nuclear weapons it does not matter how many you possess since the minute one is used, there will be total annihilation in S.Asia.

the proverbial " ball" is in Pakistan's court. It is china which is and should be a concern for India because it's beyond security- they will be an economic threat too. if there is zero terrorism from Pakistan- can anyone tell me what and why India would be concerned about Pakistan?

let me give you an example to clarify : India is not concerned about somali- it is bothered about its pirates- but not concerned about somali ...if there is no pirate attacks from Somali , then India won't even bother with it.

yes, indians think about pakistan a lot,- because their citizens get blown up...but on govt to govt basis ?... really, all these weapon advancements are China centric. even Pakistani generals and military think tanks agree Indian military is too powerful now. Pakistan is not a focus for India...
