He has no power, so it doesn't really matter if he's right, because the PM can simply ignore him.

The position of President of Pakistan is nothing more than a ceremonial one.

It's good that he spoke up, and while I think the whole dam issue can be excused to simply being time consuming projects, it is absolutely unacceptable that no hospitals have been built. Pakistan is a nation of 207 MILLION people, and the number of hospitals that operate within Pakistan is a joke. As long as Pakistan's medical industry continues to be ignored, India will always dominate the medical industry in South Asia.

He may be powerless, but his words will carry weight.

Because he's been under a house arrest of sort .... when he started raising his voice against corruption, his team was changed and his public appointments directly controlled by Nawaz.

Doesn't that require parliamentary approval? From what I know, the presidential position is largely a ceremonial one.

Still, if true, that really doesn't change much. Declaring a financial emergency may make Pakistan's economic situation worse, as investors will run. It may even put CPEC in danger.
