On January 13, 1996, nine-year-old Amber Rene Hagerman was abducted while riding her bike in Texas. A neighbor who witnessed the abduction called the police, and Amber's brother Ricky went home to tell his mother and grandparents what happened. Amber's mother, Donna Whitson, called the news media and the FBI. The Whitsons and their neighbors began searching for Amber. Four days after the abduction, a man walking his dog found her body in a storm drainage ditch. Her killer has not been found as of 2016, and the murder remains unsolved yet this case because a reason to establish public alert system in case of a child abduction.
In October 2000, the United States House of representatives adopted H.Res. 605 which encouraged communities nationwide to implement the AMBER Plan. September 2002, 26 states had established AMBER Alert systems that covered all or parts of the state and today America and Canada have well established Amber Alert plan in force. The plan includes AMBER Alerts distributed via commercial radio stations, Internet, TV stations and Cable TV. The alerts are also issued via emails, electronic traffic signs, commercial electronic billboards or through wireless phones and SMS messages.
AMBER Alert has also teamed up with Google, Bing and Facebook to relay information regarding an Alert to an ever growing demographic: AMBER Alerts are automatically displayed if citizens search or use map features on Google or Bing. All this was made possible by the legislators presenting the bill and coming together to protect the children of their nation, which are most vulnerable citizens of any state.
Contrarily, Pakistan has alarming numbers of children kidnappings reported in last 6 years but the government and legislators are silent. 715 children are abducted in Punjab alone in last 6 months which caused the Supreme Court to take suo moto action by Chief Justice of Pakistan. Additional IG Punjab Nadeem Nawaz submitted a reported in the Supreme Court, stating that 6793 children were abducted in different parts of Punjab in the last six years, out of which, 6654 have been recovered till now.
The police report reveals that 1808 children were kidnapped between 2015 and 2016. A total of 1715 minors have been recovered so far while investigation process to locate 93 others is underway.
The report further states that 767 kidnapping cases were reported in the first seven months of 2016. 715 children were rescued whereas 52 cases are being investigated at the moment.
Just ask the parents of those missing children how they spend their day, crying for their loved ones and seeking God's mercy as their outcry falls on the deaf ears of the government and elected legislators. The most important question is: "who is responsible?"
No doubt, the first responsibility lies with the parents. You can't let your kids run around the streets unattended. Most of the parents allow their kids to play in the streets and parks without adult supervision, giving the abductors to pray on those children. Most parents, when kids are bothering at home, usually ask their kids to go and play outside. Parental education is child protection should be required and public service messages should be part of the electronic media content rules by PEMRA.
Secondly, the legislators who are busy building roads and sewerage systems to collect votes, should be remanded by public pressure, media and civil societies to go to their respective assemblies to make legislation like "Amber Alert" to locate every missing child in any village, city, province or national level.
Thirdly, The federal government must adopt a national alert system through passage of a bill in national assembly with the help of law enforcement agencies, media, internet and cable providers to alert the nation of a kidnapped child within few hours of reporting by the parents. Harshest penalties should be imposed on kidnapping crimes including life in prison and death in case of sexual abuse. The government should also enact a child protection agency and fund it to protect these little souls from being made beggars or used for kidney sale within the country.
Lastly, the courts should give speedy trial on kidnapping cases as minors are involved and impose harsh penalties on the perpetrators of such crimes. Let's also put Google, Facebook and Bing in a positive way to save and protect lives than watching **** and funny clips.
Amber alert can be adopted only if human life value becomes of a key importance in Pakistan. This can only be done, if all parties involved use collective effort to solve child abduction problem in Pakistan. If everyone does their share as his or her civic, political or legal obligation to youth of our nation, this menace to the society will end within few years.
