Keeping in mind their COIN need, Tucano will be most cost effective. JF 17 must be a contender but i think they will go for Super Tucano.

Nigeria needs cheap coin aircraft not jet fighters like the JF-17 which is cheap compared to other fighters, but still expensive to fly and maintain compared to something like Textron Airland Scorpion.

And neither does the U S AF need the 5th gen aircraft against any one else---or the virgina class submarines---or the latest air craft carrier---but it still has them---.

I agree, I would rather the U.S buy 10 Textron Airland Scorpions or 15 OV-10 Broncos over 1 F-35A, but Nigeria has a very limited budget and it's main threat is terrorists without aircraft and SAMs
