Diplomatic immunity is available only for Diplomats who has been accepted by their host nations. Not for anyone else.

The fact that the US did not and has not taken a lead in investigating (and tracking down and punishing the perpetrators) of this plot suggests that the Indian allegations may be less than credible.

All the arrested are in India, so there is nothing for US to take a "lead" in the investigation. But it was US intelligence who passed on the activities of the terror accused diplomat to India.
