Setting up NGOs/Religious Institutions is a disguised way of dishing out money for covert operations. Instead of attacking the government directly, they attack through affecting popular sentiment on obvious issues (like global warming, nuclear plants, human rights etc). Definitely need to be streamlined if any country is to progress.

After India, Pakistan should also consider to scan foreign from funded NGO's if they had to prosper.

Just today GOI cancelled licenses of 4000+ NGO's all over india.
