Pakistan can be fixed easily, but it requires courage on the part of the military. It would require one year of restructuring. If they can hold the fort for one year, Pakistan can be put on the road to development. Here's what needs to happen:
1) Martial Law is declared.
2) On the night of the "Meray Aziz Humwatano" speech the COAS is to declare a referendum for a reform package, including a new constitution, in 3 months.
3) All the reforms will be crammed into that one referendum and the whole thing will pass in one go.
4) A massive campaign in support of the referendum will be mounted by the media and people like IK.
5) As soon as the referendum is passed Pakistan will have a new constitution and full reform agenda to implement in the next 9 months.
6) Before the end of one year power will be handed back to civilians. Most probably IK will become the first directly elected president.
These will be some of the things in the reform package:
1) Switch to presidential system. Directly elected president.
2) President can appoint cabinet independent of parliament. Can choose most qualified people.
3) Provinces will be abolished.
4) 32 new provinces will be created.

5) Each province will have an administrative capital and elected parliament.
6) Smaller provinces will provide better service to people and will solve regional complaints.
7) Elections will be held for provincial assemblies.
8) Local governments will be given full powers, based on international norms. Elections held.
9) Reforms will include the judicial system.
10) To run for office politicians will be screened by the courts. People with the slightest bad record will be barred. 90% of current politicians will be knocked out.
11) Every single elected official in federal, provincial and local government will have to have a 100% authentic college degree. With the electables gone, young, honest people will win.
12) Bureaucracy will be reshuffled to get rid of corrupt officials.
13) Police will be restructured according to international best practices.
14) Prison system will be expanded to accommodate all the criminals who will be arrested and tried.
That's all there is to it. With this in place give Pakistan 20 years and it will be where China is today. 100% education, peaceful, prosperous, militarily strong, and happy. Overseas Pakistanis will rush in to invest. There will be a reverse brain drain as highly qualified people return.
When this process is started, there is danger of an Indian assault, Western pressure, and internal insurrection, especially in Sindh. If the military can hold the fort for one year then democracy would be back.
